On 7 July 2014, I went to the Penney's beauty salon for a perm. My appointment was for 11:00am. Here are the people involved: Angie with the blond hair; Angie with the dark hair; and the manager, Mindy. Background: two perms before, I was given a MASTER beautician to do my perm instead of the regular person who did my perms. This one kept telling me she had attended classes so Penney's determined she could charge more for her services. She charged me $80 for that perm.
OK...on 7 July 14, I arrived at 10:30 and blonde Angie was at the counter with the clerk. I told her about my previous experience and requested I not get a "master" beautician...I just wanted a regular perm with a trim afterwards. Blonde Angie told me that my beautician would be Angie with the dark hair and she was a Master so it would cost me $80 for the perm. About that time, dark haired Angie came to work and she started my perm. First to the wash bowl. She dampened my hair, applied some shampoo and pushed my hair around on the top of my head. She never wet or soaped the hair at the back of my head. Then she rinsed...still...just the top of my head and whatever water got to the back of my head...that was it! She wrapped my head in a towel and we went back to her station...all the time I was thinking that was the worst wash I'd ever received. When we got back to her station she explained that she had learned in school that she wasn't to disturb the scalp when washing hair so that is how she washed mine. I told her it was a good thing she told me that because I was unhappy with the way she washed my hair. She rolled my hair. When she put the cotton strip around my head to catch perm lotion, she anchored the end of it right above my left eye...putting the strip into the row of curlers. I thought, "That's gonna drip," and it did...but I got it before it went into my eye! She did not set a timer...and went around the shop doing odd jobs. Came back to check a curl...looked at the customer card for me and said...well it's been 20 minutes but the card says 25 so I'll roll this back and be right back. Several minutes later, she came back. The cap was still on my head, but she said for me to go with her to the wash area and she'd rinse the perm solution from my hair. I leaned back...and waited and waited while she played with the water temp. Finally my neck muscles had spasms so I sat up. She finally told me to put my head back down. She barely had the water on...she sprayed a bit on the left side, then over the top of my head to the right side, then back again to the left...over my head and to the right side. Never ONCE did she touch the water to the rollers on my forehead nor to the back of my head! THEN SHE SHUT THE WATER OFF!!! (Anyone with a brain knows that you have to rinse for at least 5 minutes to get all the perm solution off before applying the neutralizer!) But she didn't. I sat up abruptly and said, "You're kidding, right?" She just looked at me! Again I said, "You've GOT to be kidding!" She again just looked at me. I told her...where is your manager...I need to see the manager! She went for the manager....then came back with her. I told the manager...I don't need her! So she told the beautician not to come. I told the manager, Mindy, what happened during the washing of my hair...during the perm rolling and applying lotion and the rinsing of the perm solution. I also told her that she should not keep Angie (dark hair) at the Master level because it was apparent to me that she shouldn't even be doing hair at all. She told me that Angie (dark hair) was NOT a master and asked me, "Did she tell you that?" And I told her, "No, the blonde Angie told me." She replied that she was glad I told her that. The manager completely re-rolled my perm rods...she made 3 trips back to the supply room to get more rods because the ones Angie (dark hair) put in my hair were drooping clear down my neck! She first rinsed the perm solution out of my hair and made sure it was clean before re-rolling my perm...then applied neutralizer...waited the appropriate time then rinsed that out. She also cut my hair. I wear my hair natural...and it's short, so she put me under the dryer then used a pick to comb it out. Then I paid! It was not the $80 that blonde Angie told me it would be...it was $60....but after the crap I went thru with the dark haired Angie, I should not have had to pay anything! I will NOT be going back to Penney's hair salon as long as Penney's keeps the "master" program where stylists can charge more for a simple perm because they've attended a class for Penney's!!! Their prices should be posted out front and be the same for every customer, depending on hair length and type of perm. If Penney's wants stylists to get more money because they've attended more classes, then PENNEY'S should pay them! Blonde Angie is a scam artist and dark haired Angie IS NO BEAUTICIAN!
