Although David Caplan claimed that he mistakenly spent the money on an HOA with a similar name, he was not the managing agent for the other HOA. It took us more than a month to get the money back, and my HOA was actually one of the lucky ones. The Baltimore County State's Attorney Office brought criminal charges against David Ira Caplan for theft of $100,000 plus on February 28, 2025. Case No. # C-03-CR-25-000801. The first itemized list of deductions I received was May 7, 52 days later. Their refund check, sent by regular mail, never reached me and was cashed with a forged signature. I sent a demand letter, then filed in Arlington General District Court. The owner paid the balance after I filed. Rent payments were a constant problem. Paying online costs extra. The free option is a mailed check, and they process those slowly. In 2025 a check they said they never received was cancelled and replaced with an online payment. They then deposited the cancelled check anyway, and I for charged returned check fees and a late fee. This winter I mailed January rent on December 19. On January 5 it still had not been cashed, and I was told late fees are not waived for mail delays. Small repairs, like a shelf that fell out of the closet wall and a toilet wax seal, went out for quotes instead of just getting fixed. When the owner refused to put the window screens back, Bay would not push the issue. For a condo building, staff knew surprisingly little about it. They could not answer basic parking questions. Six months in, I learned from a Facebook group that there were stairwell keys I was never issued. If you rent through them, keep everything in writing and ask for tracked mail on any refund.

What we appreciate most is that Christopher is accessible, dependable, and willing to take the time to explain issues and help us find solutions. His attention to detail and follow-through give our Board confidence that important administrative matters are being handled properly. For a smaller HOA like ours, having a management company and account manager who are this responsive and knowledgeable makes a significant difference. Signature has sense turned the property over to new management, however, my father continues to receive notices, every month, from Signature Properties. The current rental office insists that the overdue notices are not coming from them, but from a previous balance from Signature. Any ideas as to why this is happening????

It took them six months to find tenants for my property. I'm unsure what systems they use to do background checks, but it isn't good. The tenants only paid their first month's rent, and after that, they were late and never paid the full amount. Then stopped paying altogether. My biggest issue with HomeWorks is their lack of professionalism. It seems like they use a third-party receptionist, so you have to schedule a call with your actual property manager. The property managers constantly miss the scheduled calls, and getting information that should only take a few minutes can take days. To date, I have had eight missed meetings with Christine and Zaphyr. To make matters worse, the portal is never up to date, so you have to call to know what is going on with your property. It has been a complete nightmare working with this company. Save yourself the headache and find a different property manager.
