I would strongly recommend against doing business with Community Association Management based on my HOA's experience. David Caplan, the Principal of Community Association Management, used his position as our managing agent to incorrectly withdraw $54,534.90 in HOA funds by writing thirteen checks to his own company, Community Association Management, over a period of eleven months. None of the money was spent on my HOA, and the HOA Board did not approve any of the withdrawals. Although David Caplan claimed that he mistakenly spent the money on an HOA with a similar name, he was not the managing agent for the other HOA. It took us more than a month to get the money back, and my HOA was actually one of the lucky ones. The Baltimore County State's Attorney Office brought criminal charges against David Ira Caplan for theft of $100,000 plus on February 28, 2025. Case No. # C-03-CR-25-000801. The case status is available online on the Maryland Judiciary Case Search page. read more
