As long as we were a resident, everything was fine. That changed for us the day we gave our 60 day…read morenotice that we were moving. The property manager was rude. She didn't want our handwritten notice, even though that is what was requested in the lease agreement. She wanted us to notify them on the website, but, she would "make a note of it" on our account. She begrudgingly made a copy of our handwritten notice "since you've brought it in"and gave us move out checklist/instructions. She reminded us to notify them online of our plan to vacate, which we did after leaving her office. We received several emails with the move out checklist/instructions. Okay, they wanted to be sure we knew what needed to be done, but a half-dozen emails each is excessive. The only email I received that reduced some of the stress of moving was the one that stated The Flats would contact AEP & Columbia Gas to let them know to return service back to them on our move out date. Imagine my surprise when I received bills from both companies asking for payments for the time period after services were supposed to be back in the name of The Flats. My surprise after receiving the bills turned to anger when both AEP & Columbia Gas informed us they were NEVER contacted by The Flats to change back the service name. The only reason each company knew about a change was when the new tenant contacted them to set up service. The only time we heard "We're sorry to see you leave" and "Good luck in the future" was when we received our greatly diminished security deposit. If I was to move back to Delaware, The Flats would be the LAST place I would move to.

Apartment itself was a good size, but storage space/closets/cabinets are limited. Thin walls and leaky windows and doors. It doesn't help when you have inconsiderate neighbors literally on all sides that leave trash on the sidewalk, play music outside in the middle of the night, have dogs that incessantly bark, or when they cause you have to vacate...One evening I was evacuated by the police department because a neighbor that I shared a wall with became extremely intoxicated and was shooting a firearm off in the apartment. Not only that, but he smashed my car mirror with a bat, and keyed another neighbor's car that night. I spent the remaining 3 hours of my night at my mother's, instead of in the apartment I paid for, car damage wasn't even apologized for, nothing at all was offered to remedy the situation, and the cherry on top was that the neighbor was not evicted until a month later when he got into a fight with another tenant. Last I checked, renting means the luxury of not needing to landscape. Management sent out letters saying they were going to charge residents for overgrown plants. Parking lot was dirty with broken glass and kids are all over throwing things around the cars. There are no outgoing mail receptacles.Trash always overflows into the parking areas. Dog poop everywhere. Sidewalks and parking lot are not salted or lit at night. It took over a month and multiple calls to fix maintenance requests that included my heating/cooling unit and a clogged drain that ended up smelling...not really things you should let sit if you ask me. I've been renting for 6 years now, and this was by far the worst.

The apartments are okay. The neighbors are great and the kids around here have lots of fun together…read morebut the regional manager, S. Townsend, is very rude and has a bad attitude with the residents. It seems that our phone calls to the office are ignored because theres always someone there but no one answers. The maintenance takes forever even when theres something small to fix. If you can handle rude management and lack of maintenance, then I guess this isn't such a bad place.
