He unplugged the washing machine and used an extension cord to plug it in elsewhere. He concluded the washer was the problem. He did not put a meter on the machine. After an expensive visit to the appliance store, there is nothing wrong with the washer. A return call to said electrician netted the suggestion to replace all receptacles in the house. Trouble is, the flickering continued when the washer was not even at the house. Fast forward several weeks. Problem with stove, which revealed a bad breaker. Breaker replaced, no more flickering.
