He gave me an exact breakdown of the cost and deducted the diagnosis fee. When he replaced the part, the burners were only a little improved. He said the original regulator did not work correctly. He thought there might be a problem with the gas line, and he came back with an associate that had more gas experience. The line was unblocked, and the burners now work beautifully.
