So here is a list of pros and cons to help you decide if Paseo Villas is right for you. PROS: Best and friendliest maintenance crew. All the guys are great and they are the best aspect of the complex. The neighborhood is on the better side of Manteca. I would often walk in the evenings to Woodward Park and never had safety concerns. The landscaping crew is always there, so the grounds look nice. They are almost there too much. LOL Open parking is pretty good compared to other complexes that I have lived in. The pool area is always clean and pretty underused by the residents. I would often be able to head to the hot tub in the evening and be undisturbed. CONS: The front office staff needs a lot of work...They are not friendly, tend to be hard to get a hold of, and kind of rude TBH. There were a couple of regimen changes over my 3 years there, and the first crew was the best. But I feel the crews got worse with each change. Parking lot safety is a major concern! Since the freeway is right there, you get a ton of homeless walking through at all hours and tossing the dumpsters. Also, there were 3 separate instances where thieves came through at night and stole wheels from multiple cars. So walking out to the lot in the morning to see a bunch of cars on cinderblocks was not great. You also get a lot of people putting flyers on your cars during sundown hours. Why Paseo Villas hasn't instituted 24/7 onsite security patrol is a mystery to me. Paseo Villas is a weird mix of luxury/cheap. The building and outward appearances are both really nice. But the carpet, paint, vinyl flooring, and appliances are so damn cheap. I feel they could do a lot better given the prices of each unit. Let me tell you about the carpet actually. When I moved in, the carpet was already dingy and very worn. It should have been replaced before I moved in. I would have refused to accept the unit with such poor carpet, but I was in too much of a bind at the time to have said something. Then after living there for 3 years, they still had the audacity to not put new carpet in. IDK, how much could new bulk-rate carpet cost for a 1bedx1bath? NEITHER PRO NOR CON: Prices seem okay given the current rental market. Pretty much everyone keeps to themselves especially since there is a lot of tenant turnover. Noise seems fair given the size of the complex and the freeway being right there. Okay sorry for the long review. But I feel you should know as much as you can about the place you are thinking about calling "home." I will say the rental market in Manteca is tough, so Paseo Villas isn't the worst you can do... but it's also not the best... Hope this helped!

One of the only positive things I can truly say is that the maintenance technician is amazing, hardworking, responsive, and one of the few people who genuinely seems to care about the residents. When I first moved here, management showed appreciation to the community by hosting events for the kids and creating a more welcoming environment for residents. Since the management change, that sense of community has completely disappeared. Rent prices continue to increase, yet there have been no meaningful upgrades such as new appliances or improvements to match those increases. The entire staff has changed, and while I understand the need for rules and structure, the new management comes across as overly strict without showing empathy, understanding, or willingness to work with residents during difficult situations. It's disappointing because this place used to feel more like a community. Now it feels more transactional than resident-focused.

Adrianna the "manager", never answers the phone or text messages (even though is seen her walking around with the phone to her face), and is almost never in the office. The hours are 9-5, but you can go anytime within those hours and its closed or she's "on lunch", she lives on property and probably never leaves her apartment. Parking is a huge joke, almost everyone who lives here either parks in vistor parking and never moves that car, or is constantly switching their cars in and out. It's a "72 hour limit", het the same cars are parking the same stalls for months and nothing is done. Also, the tenants are almost all super ghetto, smoking weed all day, beer bottles seen on top of fences, animal poop all over pathways, tons of children unwatched running around screaming day and night who come and bang on your doors and run away. Clearly shows you the type of people living here, aka bad credit and more kids then sense. Cockroaches are seen every summer around the whole property, never see any exterminator. Maintenance just does patchwork on any issue, and refuses to ever get you anything new unless you ask for months on end. FPI Management is the managing company and just as bad. Cars on blocks more times then I can count, and security does nothing, but when the laundry rooms were broken into the tenants were punished and had ONE working laundry room for hundreds of units. Live here if you want to live in a shotty, poorly managed, ghetto complex!!!

Do not rent here! Plumbing hasn't been checked or redone…read moresince the 90s , so expect to experience multiple leaks and expect them to continue to leak even after the 3rd time they get "repaired". They will refuse to hire any outside company as well so your maintenance guy who is ONLY available up to 2pm , he is your plumber , your electrician and your carpenter but just a reminder you have to be convenient for there schedule as they don't give a shit about your schedule so if ya have work good luck getting anything done! If you have more than one car don't expect to park close to your door. Buildings are poorly laid out and people tend to park anywhere & everywhere! Also there is no emergency contact so if you happened to have an emergency after the hour of anywhere from3pm-5pm , don't expect an answer from anyone because the landlord is unresponsive even when it's not an emergency! Expect arguments anytime you have an issue as well because these people just don't like to fix things nor clean as the pool is stagnant & smelly. Expect paint to be peeling off everything !! The walls , door frames, stairs.. hell even on off your counters. Dont expect to move into a clean apartment either. There will be trash & leftover items from previous tenants. There's no security but the police station is next door so there's that comfort , sorta. The property manager ( Fred ) will deny any contact to the owner as well, so if you have an issue with him which mostly likely will , good luck trying to go above him. If you complain about how unresponsive he is as well even from hours of 9am to 3 pm , good luck getting a response and if you try to bug him even in the most respectful way he will sure let you know as he let us know many many times that he manages a second property and union north is not is priority nor are you as a tenant. Prices too high for these, better luck across the street ! We all know most landlords kinda suck but I'd prefer one who atleast doesn't admit they don't care ! Oh yeah!!! Even if you have renters insurance good luck getting them to cover any damages done to your property when it's their fault. So if your leak that had been repaired 3 times ruins your couch well that's just your fault. Lol

I am an anonymous tenant leasing office space at HQ Harland Road, Lathrop, CA, and this has been…read moreone of the most negligent and unsafe property management experiences I have ever encountered. On December 22, 2025, I discovered a serious water leak inside my office. Brown, sewer-like water leaked directly onto my desk, and ceiling tiles were visibly saturated and stained. This was immediately reported to the front desk. The condition was fully documented with detailed photos and videos. Nothing was done. Over the following weeks, what appears to be mold and/or environmental contamination continued to grow inside my leased office as well as in a shared dining/kitchen area. As of January 21, the contamination had visibly worsened, indicating prolonged moisture exposure and a complete failure to remediate a known hazard. I am a recent cancer survivor and immunocompromised, which was clearly communicated. Mold exposure is dangerous to anyone--but for someone with a compromised immune system, it can be life-threatening. Despite this, my multiple attempts to have the issue addressed were ignored. After weeks of inaction, I was eventually told that nothing could be done, except possibly relocating me within the same building, which appears to suffer from the same unresolved contamination issues. This is not a solution--it is negligence. There was: * No inspection * No remediation * No urgency * No concern for tenant health or safety This building is not maintained to safe or professional standards. Management demonstrated a complete disregard for a documented environmental and health hazard. All documentation has been preserved, and the failure to address contaminated water and suspected mold raises serious questions about compliance with basic health and safety standards. I strongly warn others against leasing space here--especially anyone with health concerns. This environment is unsafe and irresponsibly managed. D.W.
