I never write any reviews on Yelp but EDD really gave me a terrible experience today. I wish there's an option to give negative stars! I called Paid Family department today at 877-238-4373. The call started with "if you would like this in English, press 1" and I repeatedly pressed 1 and the recording continued to provide information in multiple languages. After doing so for about 10 minutes, I gave up and called this other number found on my previous claim form. I called this other number and waited for about 30 minutes and finally got a representative. She IMMEDIATLY refused to assist me and she said she "only works for Disability Department" and that I needed to call Paid Family Leave department. I explained to her multiple times that I couldn't get through the call with the Paid Family Department and she continued to refused to help and said "you're calling the wrong department." What's worse is she had the nerve to ask me back, "are you calling us because you can't reach the other department?" It took me explaining my frustration for another 10 minutes before she finally offered to help me call the Paid Family Leave department. Then I waited for another 30 minutes and left my phone number in queue for a representative to call me back. A representative named, Lorraine (call on June 13, 2018 at around 2:22 to 2:32) finally called me back and she was VERY RUDE throughout the whole conversation. I asked her if I could retrieve a copy of a past claim statement and she immediately put me on hold WITHOUT telling me that she was going to place me on hold. I was so afraid that she was going to transfer me to another department after having been on the phone for almost an hour at that point. When she came back and asked me what dates I was looking for, once again she was rude and was very impatient. After telling her the dates, she once again put me on hold immediately without telling me. When she came back this second time, she advised me that I never got paid for the dates that I was looking for so (of course an anyone would!) I questioned her why that was the case. Her response was "Mam, I'm only in customer service and I'm not your representative." I told her I was just curious why the claim wasn't processed before as I have called the department and spoke with the representative at the time and thought everything was processed properly. She rudely told me "Mam, I just released the payment for the time you were looking for, you'll receive payment tomorrow" Once again, she repeated "I'm only in customer service and I'm not your representative." Lorraine made that same statement for about FIVE TIMES. Then I proceeded to ask her my final question which was how many days I have used / how many days I have left on my Family Leave. She told me I have already used 21 days. Apparently the representative who helped me back in February never completely processed my claim and SOMEHOW (who knows why because Lorraine is ONLY IN CUSTOMER SERVICE) my payment didn't get "released." This is a BIG DISCREPANCY from what I had been told by THREE OTHER REPRESENTATIVES. I called last month in May to request another five days of Family Leave and I was told I had 37 days left. I was surprised at the time that I had that many days left cuz I simply couldn't believe I had that many left, so I called back the following day to inquire a different representative. Once again, the second representative confirmed I had 37 days left. It is VERY FRUSTRATING to learn today on a FOURTH CALL to the department that I really don't have 37 days left even though I have called twice to confirm that information. *NOTE to callers, it doesn't matter how many times you call the EDD Department to confirm any information, you will always be misinformed!* And when you do find out that you were misinformed, they'll simply tell you "too bad...not my fault!" I was not upset with Lorraine for the previous representatives' misinformation, but I was upset with the fact that she was rude throughout the call and unwilling to help. Lorraine IS AN EXMAMPLE OF HOW MOST OF US PERCEIVED GOVERNMENT EMPLOYEES AS A LAZY AND RUDE EMPLOYEE WHO DOES NOT WANT TO HELP AND DOES NOT WANT TO GO ABOVE AND BEYOND. Lorraine CLEARLY sound like she does not want to be at work and assist customers the moment she picked up the phone. Lorraine, I hope you find my post and you really should just QUIT YOUR JOB because you are apparently very miserable and don't want to be there. I was going to file a formal complaint to EDD by mail (which is the only option found on their website)...but I know my letter will go nowhere and get trashed and NON ONE will respond to me even though there's a box that asks you if you "like a response?" Horrible Agency. Nothing has changed at the EDD in over 18 months. Still, nobody answers the phones or you are on hold for hours and hours. Most of the Reps are useless. They are still sending out letters with your Social Security number plastered everywhere. They have been warned from lawmakers to STOP doing this, but it won't be until 2023, which of course more identity theft will occur. They never communicate anything in a reasonable amount of time to you. Some of the Tier (1) or (2) specialists can't be understood over the phone from poor English or Spanish depending on your language. I speak both. Rudeness, failure to answer questions, holding people up on the phone for hours and hours, then get the wrong answer or no answer at all. I have been transferred by agents to departments that have no human answer the phone - just a useless recording. No direction, no accountability, and no customer service. They screw up people's claims. They try to state an over-payment with many people that are indeed eligible and entitled to their benefits.. Many that have had a claim in the past or a current claim are viewed as or talked to as a potential criminal now. The new director since December 2020 has done absolutely nothing to improve the EDD - if anything it is worse than before. Governor Newsom talks a good talk but hasn't done anything. Older people that got sick during Covid-19 peak outbreaks that had a legitimate reason to leave their jobs are now being told they have to pay back the State. Absolutely no respect from this State of California and especially for Senior Citizens that have worked all of their lives. paying into this system. Bottom line - because of the complete utter failure of the EDD and California Politicians (both parties) not doing their job - the EDD has miserably failed and continues to do so. I speak the truth as a taxpayer, a war veteran, and someone that has had to go through their horrible failed system. I am somebody that cares about the way these people are disrespecting our citizens and neighbors. Many at the EDD are not doing their jobs, completely ignoring their responsibility and are not being held accountable. Talk is cheap and that is all that they have done. People (taxpayers) are sick of talk. If anyone is to blame for the billions of dollars of theft, it's the ignorant people that were entrusted to run that organization. Instead they divert or (blame) assume everyone now is suspect on their UI claims. A very very small percentage of people are committing fraud. It's from out of state, criminal groups from overseas, or some greedy person that wants to scam the system. The average person is not doing anything wrong. Don't be surprised when they send you an over-payment 6 months or a year later even when you had a 100% legitimate claim. That is the way the corrupt EDD is going to recover their billions of losses from their own stupidity and incompetent management. There is no accountability and no changes being forced onto the failed EDD. I have contacted the Governor's office, a State Senator's office, and an Assemblyman's office to voice my concerns. I hope nobody ever has to go through this when they are in need. This is what I fought for in a war for our country - only to be treated like trash. GOVERNOR. NEWSOM. IS. A. FAILURE. I am appalled at this EDD system and extremely disappointed at the California government. I wasn't one of these people that applied for unemployment as soon as coronavirus hit, I didn't want to be part of the statistic so I held out as much as I could. I applied for unemployment July 21st, it's now September 22! I never received an account number, so I've been trying to get ahold of the unemployment office for the past WEEK! They hang up on me when they pick up the phone, or I can't get through because "they're experiencing more calls than usual" and says to call back later. NO call back feature like 99% of companies, or to leave a message. Can't email anybody. They're are literally IMPOSSIBLE to reach, and all I need is an ACCOUNT NUMBER that was never sent to me!!! I pay 40% IN TAXES, (almost half of my paycheck and I know I'm not the only one) and California can't afford to hire more people to take all these calls, or have someone dedicated to strictly give account numbers?? From March to July, 6 MILLION people filed for unemployment, that's 6 million WORKERS THAT ARE PAYING AT LEAST 30% IN TAXES (conservatively)!! Where is our money going? Why aren't the freeways spotless? Why does HALF OF THE UNITED STATES HOMELESS population reside in California? (YES, you heard right, HALF of the United States homeless population lives in California) AND WHY ARE THEY FLOODED IN THE STREETS??!?!?!? Why is homelessness and violence growing? WHY ARE TAXES SO HIGH? Where are the hundreds of millions of dollars in cannabis taxes?? Why aren't the cannabis taxes NOT being used to house homeless?? WHERE ARE OUR TAX DOLLARS GOING?? I think the EDD no longer offers assistance regarding unemployment or disability insurances via walk-in basis. With the state of the economy the way it is, and so many jobless people out there, it's no wonder it is difficult to reach someone there. To apply for these benefits (UI or Disability), you pretty much have to go online to their website. If you call to try to do it over the phone, be prepared to wait, and they'll just direct you here. Most of the people I've talked to have 'no access' to anything. I think they are routing some of the huge call volume to overflow call centers, who are reading a script. Anyway, once you've applied online, be prepared to wait, I mean WAIT, for up to a month for someone to call you back. Although they give an approximate time frame for when they'll call you back on the appointed day, I've rarely been contacted within the appointed time. Furthermore, if you are going to school or doing some kind of job training, ANYTHING you put on the application can often be used to turn you down, even if it does not interfere with your looking for or accepting a job. These bureaucrats don't listen to your situation and many of them don't care about people, either. In order to get what you are due, you may have to 1)appeal the denial and take it to a hearing or 2)"QUIT" school or training, and remove any potentially disqualifying items. This also applies to personal situations that could interfere with accepting a job. I've heard of people being denied because they were partially disabled and could only accept certain kinds of work. I've heard of people being denied because they had children with special needs and behavioral problems, and could only accept a job that would accommodate their intermittent attendance due to their kids' issues. etc. etc. Furthermore, my wife called regarding her disqualification for benefits. The UI representative YELLED at her and called her a LIAR for entering some incorrect information on the UI application that was a honest mistake. He was most unhelpful in explaining what some UI Jargon meant in English, and he then HUNG UP on her. I had to spend 20 minutes talking her down from sobbing, she was so upset. On the upside, she called back and got a different person, who was much nicer and explained that due to the incorrect information, she was penalized for two weeks' UI checks and should begin receiving the checks normally after the two weeks were up. Even with that last positive experience, I still feel I need to give them one star, since I can't give 1.5. Hope this helps. read more

I am writing regarding the switch board operators at EDD I hope they read this because they really effect peoples lives! I started my morning happy & calm, now I am so upset after simply trying to be put threw to "appeals over payment dept". Easy right? Think again. I have been on the phone today 2 hours & 90% of that was on hold. 2 operators (after holding 15-20mins) said "sure I will get them on phone-no prob hold on", xfer me & it rings & its goes in a circle again threw the phone system and back on hold again- NOBODY ANSWERS after they xfer you. By the time you speak to 3rd or 4th person your upset. 3rd operator says to me " no wonder nobody will help you and hung up"I never cursed, nothing! I call back (wait 23mins on hold, again) 4th operator (after I explain the last 3calls to him) says maam you sound upset & Idk who u spoke to but it says here in the notes u hung up on the previous operator. (Wtf??) now why would I hang up if each time is a 15+ minute hold??!! So I tell him that never happened & please all I want to do is speak to the overpayment appeals dept. He says "your being verbally abusive" at this point I had enough & say all u ppl should be fired let me speak to your supervisor. HE HANGS UP ON ME!!! Mind u if I don't clear a error up that I owe 5,000 dollars they will take it out of my taxes (this week!) I'm 100% sure it's a error because I spoke to appeals person last year & thought we took care of this (missing paper work etc) so now what? I can't sit on phone another hour. Welp guess I will try again tomorrow so upset they can treat ppl like this and there is no way for me to prove it or dispute being hung up on twice. I never raised my voice or cured not once. I simply was trying to explain myself, but their call volume was so high today (they told me)being Monday that they didn't want to hear it. The best way to navigate through an unemployment or disability claim is to first learn everything about exactly what criteria you need to meet to be considered eligible for benefits, and what words you should never say or write to give them the opportunity to deny your claim, and be sure you (and your doctor for a disability claim) fill out the online or paper application forms accurately and completely, because they are always looking for any reason they can find or fabricate to deny your claim, and once you fall into their trap, you'll need to file an appeal, which could take months before you get a hearing date. Then, once you do get the hearing date, you'll need to gather your documentation and answer the administrative law judges trick questions he/she will strategically ask to get you to to slip up so he/she can deny your claim. Unless you have a rock solid case and can present your case calmly and assertively in front of an intimidating judge, you will lose your appeal. Most people can't afford to pay their rent, car payments etc...after even a month with no income. So, be sure to fill out the forms correctly the first time, and write down your facts to prove your eligibility whenever needed. If you need to communicate with them, send them emails, and copy, paste, and email all your communications with them. Whatever you do, never give up the fight and walk away from the benefits you're entitled to, cause that's exactly what they want. In all fairness, there are some good people (like Robert with SDI) who work there. They really need to weed out the bad ones and appreciate, reward, and retain the good ones, rather than ridicule and reprimand them for being decent, hard working human beings. read more

Cal Jobs resume builder appears to have been designed in a manner that prevents hard working Americans from being able to receive anything from the unemployment insurance that they've paid for. The Cal Jobs web site would not allow me to complete a resume or upload my formal resume intact. Cal Jobs forces users to upload their well designed resumes into its system where information is extracted and a template is formed. The user is then forced to enter their payroll information which ruins their chances for receiving a job offer: lets face it, no ones past job or job's pay scale is going to be exactly what any employer is looking for unless the job searcher just gets lucky. Being forced to show how much one has earned in past employment on a public web site is humiliating and degrading and should be illegal. I guess the designers of the Cal Jobs web site were so eager to make it difficult for people to collect any unemployment benefits that they missed the fact that their resume builder is really a resume destroyer that violates American's basic right to privacy. If an employer wants to know how much money someone has earned in the past they can ask that question in a private interview; if they have the gumption to. Look on the bright side, if your an EDD employee you will have plenty of time for an extra doughnut on your break period, and EDD's upper management will have plenty of cash to feed their bonus programs; why don't they state this on a public web site. Just an absolute pathetic, incompetent, JOKE of an institution. They fail on literally EVERY aspect of their job. Even for a government "organization", these disgusting scam artists take the cake when it comes to sucking at their ONE responsibility at work. If I were a person that was in charge of any aspect of this reviling failure of an institution I would literally never show my face in public. I've applied several times in the past when filing for benefits during my mandatory schooling for my apprenticeship program (we do not get paid for our training). They have never successfully sent me my debit card or paid me in any way. They have, however, made extra certain to TAX me on said "payments" which i never received ($1,188)... When it came time to file taxes for 2018/19, they already had their 1099-G form sent to the IRS, which is a form that reports those phantom "earnings" that I was(not) mailed by the Employment Development Department. I would give the California EDD no stars if this rating was possible. They are the most inept, unhelpful, ignorant service in the state of California. I think they should all be fired and replaced by individuals who need jobs and understand what is has been like to be on the receiving end of their incompetency. I have never encountered such poor service in my life. I've been in the work force in the state of California for 46 years. I have never had to apply for this benefit until now. It is the most difficult thing I have done in my life. I am deserving of this benefit and I prefer to have a job, but my situation is such that I need to use this while I search for a job. For one thing, California EDD refuses to use modern technology. They expect all documents to be returned by postal mail. They do not have a location in San Francisco where you can visit for assistance......let me elaborate on this. You can visit a location and use a phone there to make your call. My guess is that this is for their safety. From all the other negative reviews I read, no one in the state that has used their services has a good thing to say. Terrible disgusting service. These people are rude, arrogant, and incompetent. Everybody needs to make a formal complaint and contact their state officials over the EDD. Everything from their poor management, rude inept employees, to their shit website needs to be restructured. Any other organization would be held accountable - why shouldn't these idiots? This is why normal working people in California are sick and tired of bad services and EDD is probably the worst of all. If you need to deal with these people, go to an office in person and document everything that is said or done. Don't bother calling their phone line, you will never get the correct answer, or worse yet they will screw up your paperwork. The people that answer the phones are mostly snobbish arrogant and unhelpful. Get names and titles of anybody that you must deal with and write down all of the facts. It might come in handy later on if you decide to file any formal complaints or need to use the legal system for recourse.
