My best guess is too Much paint was sprayed on and not rolled out properly. When I asked the builder to have it fixed, the owner of this company was so rude and unprofessional to me in my home. It was a really unfortunate experience. They basically told me that nothing was wrong with my walls. When I asked them if they would be ok with someone painting their family member's home, the response was "well, no one looks at the walls this close". Zero accountability, zero integrity. One of the times they came to "fix" the problem, they skim coated about an 18 inch strip in the middle and I guess they were hoping that no one would notice. Mistakes happen. But a good company will take responsibility and fix them. I ended up asking my builder to get a new contractor, and they agreed thankfully. Run from this owner.

They sent 2 guys who did it in 2 days (2nd day was a long 11 hour day). Painting was great, did have to call them back to fix a bunch of additional nail pops they missed which they did next day. They were very polite and quick. I did find 2 or 3 drips of paint on the carpet, but that wasn't a bid deal to me.
