Called Hillbilly's A/C as last resort. turns out my problem was a bad capacitor which is what I knew already pretty much. in 30 minutes time he had it fixed up and ready to use for cold weather when it hits. price was half of what the other 3 companies charged to come out and they didn't even fix the issue. They also sprayed in insulation in my attic and installed a solar fan in the attic in one day.
