Completed in 2019, it is located next to Bellaire-Zindler Park and immediately south of a handful of good restaurants that front Bellaire Boulevard. There are several entrances and it is not immediately clear which is the main entrance, but the staff are friendly and will direct you to where you need to go. There is a large parking lot to the south of the building. The double yellow lines on S. Rice Avenue do not align with entrances of the parking lot, suggesting the city needs to repaint those, as everyone who needs to turn left out of the parking lot does so illegally.

The chairs were hard but that's after sitting for long periods of time. From time to time we couldn't understand the performers due to the echo but mostly the sound was good. From what I've been told, this was the first Civic Center established in Fort Bend County, and there was nothing like it for years until some of the other suburbs started making their own. Despite its age, it's been kept up with very well. The lobby area is well maintained, there's ample parking with the school district parking right behind the building, and the acoustics are solid. In the main area, there are tiers of seating, including a balcony, and the chairs on the floor are movable so different setups can be accommodated. There's a lot of potential. I really think the city needs to figure out more ways to put the building to use. It would be great for smaller events that wouldn't fit well at the Stafford Center's theater.
