I hired him to refinish my existing Hardwood floor and I deeply regret it. Not only does my floor look terrible, he stole my wooden floor vent covers. I also filed a complaint with the Oregon Construction Contractors Board (CCB) and found that as of 12/18/16 Arnold Carroll is running his business on a suspended license. I do not recommend Capitol Hardwood Floors because Arnold is a thief and a cheat. Please see the pictures of my house that accompany this review.
