Others (dealer and complete care auto service) previously found nothing and in the case of the dealer I was charged for the pleasure. Not only did the technician evaluate my vehicle but the lady who checked me in and Beau himself drove my car. The technician and the lady (who for all practical purpose seems just as knowledgeable) confirmed the noise I had been hearing and evaluated the tire for safety and mechanical soundness. They agreed that the tire and thus the car should be safe to drive, and thought the sound was from the strut. Beau confirmed that it was indeed the strut, is safe to drive, and I could replace the strut at my leisure. I thanked them and tried to pay them for this service but they refused, saying "We did nothing to your vehicle; therefore, there is no charge". That was worth the time spent. The under side of the trailer was already rusted. When I got under the trailer to install the stabilizer jacks, it is very obvious the frame was painted from the top side only. Large paint runs hanging from the vertical wall of the frame and no coating on the bottom side of the frame. The steel frame around the ramp also has rust at several locations.
