I like this bar a lot. Maybe the first time I came i was supposed to meet a friend, but I couldn't find the place, because my friend kept mistakenly calling it "Liberty" (Which I think is a great name for a bar). Anyway, the place has a warm feel to it, so much so that the front windows are usually fogged. The bartenders are on point as well as personable and interesting , specifically Amanda & Rocco. The beer selection is small but good, the cocktails are well made, they have spicy snacks and ...pop tarts. In the back are some candlelit banquettes, and the side room has tall tables where sometimes I find myself channeling Hemingway and doing some self indulgent writing. Court Street doesn't have enough bars. In fact, I can only think of a handful -- and only one that's on my rotation, Strong Place. Congress is from the same guys behind Soda Bar and Franklin Park, so it has a great pedigree. There's solid craft beer selection -- about 6 taps, if I recall. Pretty affordable cocktails at $10 (and some good ones at that). And a great top top shelf liquor selection with some pretty interesting options (pechuga mezcal!). My main gripes -- windows get really foggy. It can get pretty loud in there so the acoustics need some work. And cash only. Sorry, I don't like that. And it's especially annoying since there aren't a lot of banks in the area (and no, I'm not gonna use the bar ATM). But overall, a great neighborhood bar with friendly bartenders. Happy to see a new addition to the neighborhood, it's been a while. Cocktails are $10 each and they have a few signature choices. The Bordeaux I had has $9. The bar has around 7 stools, and there are stools across from the bar, otherwise there is a back space, and another room on the side with tables, I imagine there is only seating for 30-40 and when I got in around 11:30 on a Saturday no tables were free. It might have a been a little loud, but otherwise dark and probably better for a pair of people unless you were able to secure a table. It was more of a place where you sit and chat with your friends, not stand around and meet people. read more

Came here on Election Day, of all days, and was very pleasantly surprised. I didn't even know this place existed, but I'm glad I do now. It's a very small and understated neighborhood bar. It's got style and flavor, but they're subtle about it, which I like. Doesn't feel forced or contrived, it just is. Chill vibe, kinda sexy but also fine for just hanging with a friend. Good mix of tunes, which I appreciate. They have a nice cocktail list as well as a well-curated beer list. The only buzz kill - and this is admittedly a pet peeve of mine - is that they're cash only. There are cocktail bars and there are dive bars. Congress falls solidly in the fertile ground between the two. It is a shoebox-sized, mostly-locals bar with a slightly larger backroom that is pretty good for small groups. They have a good selection of beers, ciders, wines, and a small list of tasty craft cocktails. The thing that impresses me most about Congress (besides the unpretentious attitude of the place) is the quality of their booze. My father always used to say "life is too short to drink bad wine" which I have amended to "life is too short to drink cheap booze". So, when I walk into a not-a-cocktail bar like Congress, I'm expecting your typical low-end well liquors with a few bottles of somewhat better hooch on the display shelves that you'll pay a premium for if you want to hear them splashing in your glass. I was surprised to find myself nodding in approval at everything on their display shelves and even more pleasantly surprised when nearly all of the drinks Rocco mixed for us used booze pulled straight off the shelves - not from the well. For a place that isn't a serious cocktail bar... that is extraordinary. So, if you like decent booze of any sort (beer or liquor) served in a low key venue, with some odd bar munchies (pop-tarts and rice crackers), swing by Congress. TIPS: Congress has happy hour every day - nice! The drink prices are fair... especially considering the good liquors they use in the craft cocktails. Simply one of the best bars in Brooklyn that I've been to, very well decorated classic minimal, music is not overwhelmingly loud in contrary they actually play good music like QOTSA and Howling Wolf so you get the idea and what's more important NO TVs-thank god!!! I am giving 3 stars because I have tried to come here on 3 separate weekends in the last two months during hours when it's listed as open and it has been totally closed. Lights off no sign of life. Avoid the Monday night bartender who worked on Jan. 11 at all costs. Went here with my girlfriend on a whim Monday night. Pulled up a chair at the bar and the following ensued : Bartender: "Whoa! I rarely go out in this area, but Congress Bar has changed my mind about that. I grabbed a drink here while waiting for a friend nearby. The space stretches back into a seating area, and around a corner there is a narrow room with some bar tables--so there is seating for groups and dates. I sat at the bar and was greeted warmly by the bartender. I ordered the Bohemian Fizz, which was just the right amount of tart and bubbly. I was there on the earlier side on a Friday night (around 9) so the crowd wasn't too rowdy, but the vibe was relaxed and fun. Word to the wise, they are cash only, but I'll let it slide since I liked them so much. Would love to come back again and try more cocktails. read more

What can I say about this abomination? It's cash only and the in-house ATM machine looks about as secure as an Automat compartment. I loved the produce store though I shopped there only four times in the 30 years I've lived in this neighborhood. Nice new bar in the neighborhood. Totally chill & inviting. I actually came here last winter (late in writing this review) on a cold rainy Saturday night. The place was pretty full & there wasn't much room for us to sit, but just as we contemplating bailing a couple of seats opened up by the bar. Their bar selection was excellent-- a lot of high-end, quality spirits. The bartenders were super friendly & knew their stuff too. Cocktails were naturally great. The night we went they had a pot of hot cider that my bf got spiked with rum. All in all a great experience & a welcome addition to the neighborhood. Got a little crowded on the weeknight but it's worth stopping by if there's room! They also had a cool deal where if you brought in a record to play they'll give you a free shot. The bartender, Rocco, does a fantastic job. He knows his craft and comes through with great recommendations. The Sand Bar was an interesting combination I likely wouldn't have tried, but has definitely become a new favorite of mine. The atmosphere makes this space feel very personal, and a conversation with the patron next to you is easy while you're both chatting with the bartender as well. There are a few tables and booths towards the back, as well as a pair of more private tables in a separate area. The drink prices are fair, and it isn't frowned upon to bring outside food if you don't feel like leaving this cozy spot. Only a block from the Bergen St F/G with a CitiBike dock across the street makes it wonderfully accessible as well. read more

This bar hasn't even been open that long but has quickly become a go to. It's usually pretty quiet, drinks are reasonably priced (and they have a good happy hour), great beer selection, and the bartenders are really friendly. (A friend and I went shortly after they opened and one of us spilled a beer, so they just gave us a new one free. And also only charged us for some of the drinks we had -- if they were trying to make regulars out of us, it worked!) It's also really sweet and cozy inside with cute wallpaper and lots of different areas to sit -- at the bar, on stools at a bar next to the bar, or at tables and chairs. And they give you free snack mix on top of everything. The only downside really is that it's small -- you couldn't have a big party in there. read more

This is only my second Yelp review ever, but Congress treated me really well the other day, and I feel that exceptional service deserves public praise. I came into the bar out of a horrible rainstorm, soaking wet, with my friend, who was visiting from out of town. We ordered Manhattans, which we expertly prepared, and then my friend proceeded to spill his all over our table as soon as we set down. The bartender, unprompted, immediately brought him a replacement drink. My friend was really suprised. "Wow! LA bars would NEVER do that," he told me. Another instance of New York's superiority over California, but more importantly - a bartender going above and beyond the call of duty to make patrons feel comfortable in his bar. If I take yelp's ratings at face value then three stars is completely appropriate, as this place is a-ok. The bartenders are NOT wonderful, I'm not sure why other reviewers are saying so. The most competent one is slow and gives off really weird vibes. The others are also slow, but also make so-so drinks. The ambience, however, is nice and I like coming here for reasons even I don't entirely understand. I really like this place--it's bigger than it looks from the outside. High ceilings and additional tables in a room tucked around the corner. The decor is a little throwback, very cozy. Great music, friendly bartender (at least last night) who created a delicious mezcal cocktail on the fly.
