Owner Paul reached out after my initial post and offered to review the late fees. After some time, he got back to me and ultimately did nothing. He said the fees could not be waived and tried to shift blame to the prior management company even though it was not true. He made ZERO attempt to address why it took months to receive a response from Beth or why it was appropriate to charge customers late fees while we were waiting to hear back from Collins Management. read more

My five stars is for Michael Lee. He is helpful and responsive. As a homeowner, he helped save me / refund me a boatload of HOA dues over payments. He's the one who discovered the autopay error, informed me of it and got a refund check got to me pronto. It was like getting Christmas early! I also sit on the board for my neighborhood. Michael is always on time to the meetings, on top of the issues, and has excellent follow up and participation in the discussion of all the many big items and little details. Kathleen Carr, Assistant Manager at Parkwoods, is simply AMAZING! She has gone above and beyond the requirements of her job, again and again and again. Just this morning she made herself available at 4:30 AM (!!!) at the management office, so I could pick up a spare key after the airline lost my luggage (that contained my key ring). I should have written reviews beginning some years ago, as she is consistently thoughtful and kind, extremely speedy with her replies, and is full of solutions to tricky and sticky issues that can come up in a large community like ours. April Simao is an outstanding Assistant Community Manager for the Carriage Hills HOA. I needed help submitting a request for an exterior painting job, and April helped me every step of the way. She was extremely informative and went beyond the call of duty by sending me the appropriate form, explaining what needed to be included in the submission packet, and obtained the necessary approvals from the HOA on my behalf. I guess they respond to homeowners' calls better than if you are a tenant at one of the buildings they manage. Whenever I call them for an issue, they put me on hold for at least 10 minutes then they say the person I need to be talking is not there. Recently I called them to report a water dripping on my car from the ceiling and I was told plumber was called and the problem would be fixed soon. It was back in june still no fixing is done. Basically they are just avoiding you. I asked the landlord to call them so I will wait little bit longer to give them an opportunity to fix it before I take a legal action, Worst of the worst people. They just don't give a shit. read more

Michael Lee will delay just long enough, through slow or incomplete responses, to make any interaction a dozen times more painful than it has to be... and cost you insane amounts of money. Want to know about any given meeting? You must ask specifically for the date, the time, the location, and anything else (how to get on the agenda). You may have to ask for each thing separately as he's apparently only allowed one answer per interaction. Be sure you ask for every single bit of info, even the stuff you can't possibly know about, or you will be S.O.L. ... even if you show up on time with what you were told was necessary! Want a form? You must ask specifically for it, and you will get it -- days later -- and then you will have to go BACK to him to ask not only where to submit it, because heaven forbid he include that information in the beginning, but also when it will be reviewed, and what else might be necessary. Supercilious, aggrandizing, arrogant, hindering, worse than useless. If I gave this kind of service, I would be fired in a week. Collins Management is a waste of money and now that we're out of the danger of having to appease this officious speedbump, I'm taking the issue up with our board. read more

I'm currently the vice president of our HOA. I decided to check out yelp for the first time since we have a meeting tomorrow night. Collins Management has greatly improved how our HOA. Our finances are doing much better. Communication is timely, concise, and professional. Our HOA's last management company was nickel and diming us. I also lived in another community with a HOA. As an active board member who has worked with other HOA management companies, I would highly recommend Collins Management. I was considering writing a review for our HOA's last management company. While I always thought that HOAs were only found at condo and townhouse developments, I live in a neighborhood of single family detached homes that also is governed by an HOA. I wonder if this combination has a tendency to result in a special kind of challenge for HOAs and those involved in managing them. Single family detached home owners oftentimes do believe that "my home is my castle" and that they should be able to do anything they want, however they want. But the very nature of having an HOA asks us to consider the larger group - - all of us together as a homeowner/neighbor family, while gaining something very valuable in return - - rules and policies that protect and enhance our property values, thus helping insure what for many of us is our most valuable asset. Considering the challenges - - and yes, often the conflicts - - that arise from this natural tension mentioned above, imagine having the job of trying to understand, empathize, assist, and resolve problems and issues that are a natural part of having an HOA. Well, one of the people that has that very job and rises every day to those challenges is Christine Alfaro at Collins Management. I have known Christine for about 10 years now during the time Collins has helped manage the HOA at Vista Carquinez. And it is during that time that I realize what it takes to do her job. You have to be part professional HOA manager, part good listener, part empathetic friend, part counselor, part peacemaker, part referee, part impartial judge - - and all the while maintaining a good sense of humor ! There have been several situations over the years in my neighborhood that I have taken to Christine for help. As you can imagine, HOA issues are often delicate, sometimes emotional, and always require a considerable amount of sound judgement and diplomatic skill. I am writing this review to share my experience using Collins Management as our Property Management Company. I have the pleasure of working with Rhiannon H. currently. As a Board Member that had a hostile, self-serving and dishonest management company that quit upon me getting elected, we made a decision to use Collins Management. Paul C. was professional, competent and went out of his way to make the transition happen in a short timeframe immediately after the holiday season. He made it happen with little pain on our part. I had the pleasure of working with Diana for six months until she moved out of state. There was a bump in the road but Paul took the time to listen and resolve the issue I had with the replacement manager. Even though I had difficulty in my dealings with the replacement, Paul handled the situation gracefully and was respectful to all involved. I got the impression that he cares for his employees and customers and that he tries to do what is right when things go wrong. Paul assigned another manager, Rhiannon H to our account quickly. She was my third manager in one year, so at that point, my patience was wearing thin from saying the same things over to each manager. Rhiannon H. took charge and assured me that I would not have to repeat them more than once to her and she would take care of business. She made the best of a situation that would be difficult for someone to step in to and she made things happen quickly and painlessly. She is competent, knowledgeable and has an unbelievable work ethic. She cares! I feel fortunate to have her as our manager and would probably quit if she wasn't. I was a Union Contractual Vice President when I worked at a very large communications company so I feel strongly about the way I think companies should treat their employees. It often reflects on the way the employees treat their customers. From my observation and from conversations with Collins Management employees they seem to be on the right track and it shows. read more

I'm only giving one star because I'm forced to- I would give a big fat ZERO! I called multiple times to check to see if one of their properties was VA approved, I left several messages, finally on the 4th day a LIVE person answered my call, when I asked her if the complex that my Veteran Buyer put an offer on was VA approved, she told me to check the website, what website I asked (instead of just checking for me, that's what they get paid to do, MANAGE PROPERTY) she said the VA website, well that would be easy enough to do, but nobody has responded to my 10 voice messages left over the past 4 days asking the name of the complex. She FINALLY after blowing out her breath (and I'm sure rolling her eyes) she said she would check, after about 5 minutes on hold she said it doesn't seem to be. So is that a YES or a NO?? I ask her the name of the complex so that I can have my lender check on it, she said its Elder drive, um that's the street name, she said yes Elder Dr. Condo. Wow! Worthless! read more

Lisa is relatively new and I appreciate how hard she works to catch up, keep up, iron out wrinkles, and introduce new approaches and ideas to the managing of the complex. This is the second time I've had Collins Management as the Property Manager of the condo complex where I live. They do a great job. The place I live now is large and we have an on-site manager, Lisa Miller. She is terrific. Very helpful, very nice, and on top of everything. Thankfully one of our Board members took about 5 minutes to straighten out a problem i had, a problem our Collins Management representative recommended that I be reprimanded, fined, my personal property removed, and issue sent to the attorney to begin costly litigation. That 5 minutes, that I fought to have with Collins and a Board member who actually listened, saved our HOA a lot of money. It was a simple problem that needed little action to solve. Although my husband and I could afford a legal fight, had our HOA went on the recommendation of the Collins Management, they would have lost a lot of our homeowner money fighting a legal case similar to one they lost before, which is fighting the disabled over their rights to simple VERY LEGAL life saving property modifications; one that turned out to be within the rules of our HOA and more importantly, clearly written into California law. So sad Collins didn't do the right thing from the beginning: their homework, or even the simple act being kind. It was clear to me during that whole process, that Collins sentiments lay with those on the HOA Board, and not with the homeowners. Now, watch Paul Collins, owner, not contact me. read more

I can't speak enough praises of the Collins team, and especially our property manager Rhi! Our previous 2 management companies were so terrible (unresponsive to things from basic requests to urgent insurance/legal matters)... and had extraneous charges for everything. Now having Collins as our building manager - I feel as though I had been in a series of abusive relationships and now hit the jackpot. Rhi is not only responsive - she is PROACTIVE about all the requirements that our condo needs to comply with, as well as future projects. She's well connected with vendors and knows how to get things done. The on-site financial and admin team is also wonderful and responsive. As a board member who had to spend countless hours in the past on little and big issues that came up, I can't tell you how fortunate I feel to have Collins managing our HOA. Their management fees are on par with market and they are transparent about everything. Thank you!!!! read more

This is a JOKE of a company, extremely rude considering I AM PAYING YOU MY HOA FEES EVERY MONTH. I don't appreciate the horrible rude tone and bad service. This HOA likes to single out houses and issue HOA code violations to some, but not others. Over the years I've been an owner of a house in a community managed by Collins, I received over ten HOA violation letters, from having a chair on the front porch, out light bulbs to overgrowing bushes, which were fine and addressed immediately. However, I soon realized that my neighbors kept having the same supposed violations for months or even years, and never appeared to have any consequences. After a short walk in my community, one could easily see over grown bushes that grew over to the sidewalk, basketball hoops in the garage area (which in my case was considered "trash in the common area" by Collins), etc. This is unfortunate. read more

She agreed to stay late and meet us at 2pm..then we were over an hour late and she stayed and helped us in a very efficient manner. There are some very negative reviews for The Shores management specifically calling out April our Assistant Manager and Paul our Manager. The reviews are really misguided. We have been home owners at The Shores for many years and have always appreciated the professionalism and caring of both Paul and April. It is not easy managing such a large property and they are juggling a lot. We began to see changes finally happening when Paul was hired on. To say they are lazy or calling the HOA lazy is ridiculous! They are pleasant, caring, and yes very busy. Even though The Shores is changing away from Collins Management I have great appreciation for the hard work and dedication that both Paul and April have brought to our community. They were very instrumental in helping us get our act together and we are lucky to have them working for us. The next community that they work with will be lucky as well to get them. read more

These people are horrific to deal with. In the building I own the pipes and sewage system is faulty. 35% of the units have had disasters. So much so that they are UNINSURED!! I have sustained 13K damage due to faulty sewage lines and have not seen one penny after 6 weeks of fighting with them. They do not return emails or phone calls and are hostile and unresponsive at the HOA meetings. They have the highest dues in Benicia, have $725K in their reserves yet are unwilling to help in any way. The complex is run down, pool is digesting, landscape neglected etc. Stay away from these crooks!! read more

This is a good company. I believe their building managers are well-trained, experts really, in building management. Plus if you need to talk to the owner, you can. While things are not always perfect in our building, I attribute that to our budget not being able to afford more hours of our manager's time. At board meetings I am always so impressed with our building manager's knowledge of rules and regulations within the industry and within our own association documents. Also, the company hosts an annual conference, at no charge to their customers, to enable HOA board members to meet Collins' preferred vendors and listen to relevant and timely speakers. Terrible company very shady and rude and no help what so ever . They continue to collect dues and do nothing to improve the neighborhood . The park through the neighborhood looks terrible they habe hired a group of care takers that look to be illegals and very unprofessional that are driving all over the lawns and doing more damage then good . The sprinkler systems do not cover well there is ugly dry spots on the lawns . The tress get sick and fall onto homeowners property's . I have seen the big pines fall into trees in home owners yards and ruin existing trees from the weight of the fallen pine and remove the HOA's fallen tree and leave the damaged dangerous tree the HOA's tree fell on to precariously lean toward homes. read more
