They are scammers & will charge you for fuel at $10.99/gallon. Even though I brought it back with 30 miles more range than when I picked it up. Just absolutely pathetic... Then the genius on the phone asked me where I filled up at and what time. I said based on the range at pick up, and how far I was from the airport, fuel price, I filled up before the airport. And I made another stop from filling up before returning to MSP, on a direct path. When I dropped the jeep off, I told the guy the range at pick up and at return, he said looks good, no additional charges. So check your receipts and charges... Just a waste of my time to call and wait on hold and then have to explain over and over with this person whom doesn't seem to understand nor listen much... I reserved an economy car, spend less in fuel, easier parking, and all of that. At pick up I was told they were out of those cars and could give me a small SUV, sure as long as it seats 2, fits 2 bags, and has AC... I received a Jeep Wrangler, 4 door, 4x4, with chunky tires... A best of 17.5mpg and I used the Cruise Control as much as possible.... So I spent probably double on fuel already... Also no jack, no key to remove the spare tire, and the wheels had not been rotated and were worn quite unevenly which made massive road noise... Horrible, horrible, HORRIBLE. Negative 10 stars if I could. Our flight arrived late afternoon/early evening on a Friday. When we got to the rental car area, Budget/Avis was the only company with a line. There was ONE person working. They know how many rentals there are as we tell them our flight information upon booking. We waited 1.5 hours to get to the counter and receive our car rental information. That is absolutely ridiculous, frustrating and outrageous. We paid the higher price to book a Suburban "or similar" as it specifically said there was more room for luggage. We did not get a suburban or even something similar. It was a cramped Infinity with nowhere near enough room for our luggage. We had to put one on the backseat in between my two adult aged kids and another one on the console in the middle row between me and my mom. (See photos) Gosh I'm getting worked up thinking about our terrible situation. The car had a horrendous, ANNOYING loud sound the entire time we drove it. No expensive luxury car should sound like that. Not to mention, there was a lot of damage and scratches, etc to the car. There are no words to describe how horrible this experience was. After a delayed flight and arriving 2.5hrs later (11:30 pm instead of 9pm). We show up to a long line with one poor guy working. Shortly, after getting in line a guy comes down and tells us there are no vehicles left on 12 passenger vans. Everyone saying the same thing we have a reservation and have paid and their response we have no vehicles. After an hour of waiting (each customer line joining after having to be told by this guy who has no control and just works there that there is no vehicle even though they have a reservation and paid and the chaos unfolding) we finally get up to get our 12 passenger vehicle as we have no choice and need to drive to Wisconsin in the morning for a wedding. The guy tells us a truck just came in. We get the info head to lot only for there to be no car there. We have to get back in line and start process over. Get another vehicle go to spot also not there. I had to go back in line again. How can you have all these people reserve vehicles and pay for them and then just say we don't have any cars. That is insane. Be wary of renting from here. We didn't leave til 1 am (2am my time) with a vehicle. Never again. read more

At checkin they were running a scam on everyone. The car that I reserved 3 months prior was not available, they offered me an electric car as a replacement, none of the 4 people ahead of me took the electric car offer. Their counter offer was either an SUV or mini van for $15 more a day. Others paid the extra, some negotiated down to $10 or $5 extra per day. It should have been at no additional cost. Then on return, no one was in the area to check anyone in. There were 3 workers in their office near the cars hanging out not helping anyone. This is the most frustrating rental car company. We arrived mid afternoon on week day at terminal 2. No one at rental car booth and they said to go to terminal 2 to get my rental car. We it's an amazing hike to make it to terminal 1. We have some problems walking and this was a totally unreasonable track to get to terminal 1. Other car rentals had their booths open at terminal 2. Our experience was horrible, including waiting an hour and a half to get a car, not getting any kind of contract (the guy just flagged us through the exit with no proof of contract either), and then being FRAUDULENTLY charged $1300 after we returned the car for a completely new reservation that we never made. The central customer service for this company is equally terrible. After hours on the phone, they refused to refund us the bogus charges and took us they were closing our case. When arrived I was given a dirty inside and outside car and it was missing the gas cover, car #2 electric had 18% charge low tire and door when opened sound like it was going to fall off car and it was dirty inside and out car #3was not what I asked for but had to take it and get to where I was going. Beware the "deals" offered by Sun Country and other companies using Budget with deceptive pricing. After reading similar complaints from others, I'm not sure why more hasn't been done about Budget's deceptive practices. BBB and others will be next contacts. After returning the vehicle with a full tank and on time, I was charged $170 in additional fees, including gas charges ($4), customer facility charge ($5.90/day- $53.10), a 14.2%surcharge (no explanation but $51.82), and 11.11% concession recovery fee ($31.58). These fees should be included in the original price at purchase instead of tacking them on afterwards to recover the discount we supposedly received. read more

I would give zero stars if possible. 1) I had to wait in line for over an hour. 2) The rental associate stated that I could pre-pay for gas and return the car on empty. However, he failed to mention that I would receive a surcharge for this service on top of the gas price. This made my gas 33% more expensive than if I had filled it myself. Instead of $60, I paid $93 with the airport surcharge. I did not need that convenience for that price. 3) I was charged a late fee and an obscene daily hourly rate. I understand the late fee, but both are ridiculous. Also, the hourly rate is insane. So Budget is making up its discount cost in conspicuous ways, which makes me more upset and willing to go to a more expensive carrier than have a hidden fee surprise shock. read more

Dropped off the car at the airport. A week later they sent an amended bill to us with a $450 smoking damage fee. Of course, no one in our family smokes or vapes, this bogus charge is just a way for them to squeeze customers for $450. Their only evidence is "it smells", well that's how we received it. Customers BEWARE!!! We flew out to MN and Budget was our car rental service. The car was fine but they tried to rip me off with a $90 gas charge. I opted to pay my own gas and refilled it at the gas station right before the airport entrance. Before we left my cousin advised me to keep the gas receipt. Of course they charged me when I returned the tank full...The photo is below. I had to spend an hour during my work day when I got back to reverse the fraudulent charge on my bill. If I could give 0 stars, I would. Quite possibly the worst experience in terms of customer service I've ever dealt with. They are attempting to charge me for a windshield crack that was present prior to the car being under my possession (they gave me a receipt showing this and I took photos before getting in the car to as proof). After 4 hours of speaking with customer service they are making me send in the proof and I won't receive a response for 5 business days regarding the issue. The representatives in all facets were very rude and provided no actual support or empathy for the situation. Would have given a zero like many of the previous posts. BAIT AND SWITCH. Reserved a Camry. Got in line for almost an hour. Some people were giving a ticket with the space number where their car was. Some of us were given a piece of paper labeled "EXPRESS ASSIGN". When we got up to level where the cars are we were told to go pick one out of a row of cars. We were told that the cars get bigger the farther you go. Didn't feel like running all over hell to find a Camry and ended up with a Corolla. The price for the Camry was $365. I know the Corolla was less when I made the reservation but wanted a little bigger car. Just got home and haven't called Budget yet to get a refund for the difference in price. I'll post again after making the call with the results. Too late for Avis/Budget though. I'll never rent from them again. read more

the van we rented was awful. the rear end sounded like it was going to fall out anytime. it was not clean. the windows looked like a dog licked them. the window washer did not work. we had to reconnect the washer hose under the hood. the heater randomly went to cold. the smell was terrible. it smelled like a zoo transport. it caused members of our family allergy flare ups. AGAIN! Charged $17 for "fuel service". Brought car back with full tank. Receipt shows in 8/8 (=full tank) but charged $17 for gas anyway. Avis/Budget steals from their customers by charging for gas - I guess they think we won't notice. I reported this to the Metropolitan Airport Commission in July and again in November. Since Avis/Budget steals $$ from their customers at other airports too, I'll try writing to the Federal Aviation Administration, Interstate Commerce Commission and - why not - the FBI, as well. read more

Worst experience I've ever had renting a car! The most disorganized, uncaring employees ever! Not only will the workers unceremoniously leave for home (!!) while you've been waiting for over 1hour, they'll complain entire time about their job and how terrible Budget is (?! - agree w/ those sentiments though) but also AFTER you leave you will receive a bizarre text saying you never returned the car!!! Beware, someone working here stole my credit card number and charged it for a 100-mile trip. I was in Minneapolis trying to rent a car to leave on a one-way trip back to Chicago. I started the reservation online through a third-party, but when I went in-person, it went up to about $930. I couldn't justify that price for a one-way rental in a compact car for just ONE DAY. I told them that I wouldn't be able to rent the car at that price and asked that they not charge me/cancel the reservation. I ended up renting a car from Thrifty for about $700 less. 3 weeks later, I get an email from my accounting rep from my company asking why I have two rental car charges for the same day. It turns out, after I left, one of your employees ran my credit card and used one of the rentals for 100 miles. I called the Budget's customer service line to dispute the charge and was told that it was impossible that I didn't rent the car and that I needed to prove that I rented another vehicle that day. YOUR EMPLOYEE JUST USED MY CREDIT CARD!!!! THAT IS FRAUD!! Instead of treating me like the criminal, you should be reviewing your records and figuring out why you have someone on your staff that is committing fraud. You will hear from my company, and I will make sure whoever did this is fired! I like the Humphrey Terminal at MSP, aka Terminal 2. It's roomy, comfortable, and doesn't have the crowds or the confusing geography that I find at Terminal 1 (Lindbergh). However, picking up and dropping off a rental car here has been a real "shit show" in my limited experiences. I still remember an Alamo rental that required a late night light rail journey to Terminal 1 because they were closed while flights were still coming in, while offering no instructions on how to get over there. This time around, I chose Budget because I found the type of car I wanted at the right price. Getting the car was another matter. I went to their main Terminal 2 desk to find it deserted, but with cryptic instructions on how to get to their section of the garage. One I got there (after a bit of trial and error), there was no one at that desk either. I was on the phone and ready to shlep over to Terminal 1, when a reasonably helpful guy showed up and ran my paperwork, complete with a dot matrix printer(!). Exiting the garage was a challenge as the exit signs led to k-rail blockage and the truth that all of the check out booths were long abandoned. After keeping my eye on clear space, I finally found a way out. Coming back was challenging in that there was no one to check out the car and provide a receipt, one that I have still not received several days later. The same guy was in the garage office and told me just to leave the car and he'd handle it. The good news is that the credit card charge was in line with my original reservation and that there were no alleged fuel charge or damage surprises. Again, this part of the rental car garage looked neglected and disserted. In between my Terminal 2 experiences was a nice car and a safe driving experience. At the same time and looking over the other reviews (over at least a couple years), you have to wonder if the good folks at Avis/Budget or MSP read or otherwise have any clue what kind of a shoddy operation they provide over here at Humphrey. If I compare my Alamo and Budget experiences here, it truly is a race to the bottom. read more

Picked up rental car at Minneapolis Airport 8/6/2024, after had driven 35 miles to our hotel we realized no license plate on car. Contacted Budget, told to call 24 roadside service. So, I called them & was unapologetically informed that only option was to drive back to airport or call for tow back to airport (weren't sure how long would have to wait for tow truck) to trade car. It was 5 pm , so this meant rush hour traffic both ways in a large city, spending my time and aggravation for their mistake! I found a Budget rental site less than 2 miles from hotel. And Dante Davis & John at location in Osseo, MN were very apologetic & quickly had me set up with a new rental car. I wish that I could give a Zero Star review - or better yet - Negative Stars. On September 12, 2023, while returning to Detroit from a family funeral in Minneapolis, I inadvertently left my digital camera in my rental car. Moments after relaizing what I'd done, I called Budget to see if I could have someone retrieve it from the car. I was told that this was impossible, and that I'd have to file a report through Budget's lost and found department online, which I did immediately. It's now three weeks later, and I've made several phone calls and have regularly checked in on Budget's lost and found site. I even had a family member in the Twin Cities visit Budget's lost and found department personally. Even so, the camera is still missing. To make matters even more shady, twice during this time, someone altered the information on the report I'd written on Budget's Lost and Found page, once to show that I was missing a "blanket" and once to show that I was missing a "pair of womens' pants." Sounds like someone didn't want to have my detailed report cross referenced against any missing items! The car has been rented three times since I turned it in, and no civilians or Budget employees have turned in my camera. So, essentially, someone has stolen it. My educated guess is that it's someone from Budget, since I doubt the camera would still be in the car when anyone rented it. Don't do business with this company, they're literally thieves. read more

Protect yourself if you're going to rent from this location! TAKE PHONE VIDEO OF THE CONDITION OF BOTH THE OUTSIDE AND INSIDE OF THE CAR WHEN YOU PICK IT UP AND DROP IT OFF. IT MAY BE THE ONLY REASON THEY WILL DROP THEIR MADE UP CHARGES AND LEAVE YOU ALONE. I've used Budget at other locations, and I did have one incident at another with a bogus fuel charge like the last reviewer describes. In that case I sent them a text of my fill-up receipt and it was dropped easily. I put that attempt down to a quota they were trying to fill and didn't think any more about it. You know the saying - fool me once, fool me twice, but 3 times??????? TWICE now I've rented from this location they tried to charge me damage fees weeks and even MONTHS after returning the car! Although the first rental was in July and the second in December, the process and timing was the same. I returned the cars to an agent and everything fine, get a receipt for the expected charge amount and verify it on my monthly charge card bill. Good habit. But now twice, I get a very plain letter in a 3rd-class looking envelope many weeks after the original charge - I'm guessing they wait until a later billing cycle - and what do you know?! This letter comes right after Christmas - like right after when you wouldn't be paying attention to the mail and even though you returned the car in July - stating there was damage to the car on the return and Budget would be charging the card for damages. The first time was $600 for the bumper and this time was $450 for smoke smell. First, I don't smoke, but anyway I'm old and boring and barely use my rental cars except to get where I'm going and back. I'm not using them to haul lots of people or go off road or even go out late at night or park in busy lots. The first attempt I didn't have any video and so I had to dispute the charge through my credit card company. But this time ha! I knew enough to take video of the car and I was able to threaten using it (even though tbh I didn't take it of the inside but they didn't know that) and you may be wondering how they took photos of smoke smell damages. Well, they had several completely unfamiliar photos of a scratch on the inside of the door and something (looked a little like a lighter but I don't think it was) on the dash. None of this was mine and I wouldn't be surprised if they had stock photos they pull out for each letter they send. The bumper photos were totally made up too - I would've noticed that on the bumper of that photo they sent me also. There have been other issues and I'm always reluctant to use Budget, but this location seems more sophisticated in their scam setup. I know this is long but final advice - don't let them hurry you past the acceptance of the rental charge amount bc it's probably more than the quote you got online. Pay attention and have your email ready when they demand you show them proof smdh Budget does this regularly. read more

I understand that user agreements matter, as someone who deals with them every day as a GM. However, I do not understand the "this is our policy, suck it" business model approach taken with my issue here. Yes, I should have stopped, sent a copy of the rental agreement to my lawyer, had him read every word and not sign anything until receiving his approval. My bad... I was tired, tired of waiting, and just wanted to get the show on the road. Due to mistake on my end and then trusting the kind woman whom I was dealing with, I now have the pleasure of paying $890 instead of $420 like I was under the understanding of. IF this is in fact the stance we would like to maintain, I get it but will not repeat my mistake of using Budget again moving forward when I travel and will advise my team members to not do so either.
