There was no driveway, no yellow curb, no official City of Cle Elum parking sign, and no other indication that curb parking was restricted. The only "No Parking/Tow Away" sign was attached to the fence of a private residence behind the public sidewalk. Under Washington law, a private impound applies to vehicles on private property, while a public impound is authorized by law enforcement or another public official with jurisdiction over the public property. See RCW 46.55.010 and RCW 46.55.080. I have not found any Cle Elum ordinance authorizing private residents or tow operators to reserve or tow vehicles from otherwise unrestricted public street parking. Rather than explaining any legal authority, the driver simply told me to move my car after backing up with lights on posturing. Bummer for him, I had a bad day and am a lawyer, but also too tired to confront a wanna be cowboy. I moved my vehicle because it wasn't worth risking an improper tow, but the experience was unnecessarily hostile and intimidating.

I thought that was awesome. Well the next call from Al was he fixed that problem but I had another issues, and because of his good conscience he could let me drive my truck without fixing the brakes. Ok I said. Next call was the brakes are fixed but now there is another issue. Al said he would call me back with the exact issue and amount. I hear from Al a few days later and he asked if I was sitting down because my truck was fixed and I owed him $1833. He knew it did have anything close to that. Fifteen minutes later Al called back and said ok $1500. It took me a few weeks to pay the bill. When I finally paid $1584 we headed to pickup my truck. We got out of our car at Al's place and my truck was running and the engine was knocking. I said my truck never sounded like that. Al said it was just cold. We left and made it 5 miles maybe lost all pressure in the engine. We called Al. He came and said my motor was shot. Kept asking for cash to tow it. We had a tow company closer to home to the truck and inspect it. Well come to find out what work he did was horrible work and not complete. Also I paid for work that wasn't performed. He shouldn't have been drive my truck in the first place. He should have called when the fuel pump was fixed. Not rack up a bill. I paid for work not performed and have to replace my motor and fix what he didn't. I have documents from a certified mechanic with pictures!!!!!
