Once I arrived, the leasing manager, Audrey and Althea made sure that I was taken care of promptly and communicated very well. The maintenance supervisor, Ryan was wonderful tweaking all my requests to get settled in - he even gave me some great insider advice on the restaurant scene in Redwood City! Encore Apartments have far exceeded my expectations and I am so glad I chose them out of all the apartments in the area. I even broke and agreement of another complex just so I could be here and I couldn't be happier! Encore is convenient to all things Bay Area: Menlo, Palo Alto, San Mateo, San Carlos, the Airport, and San Franciso. It's the perfect happy medium with a vibrant city life and peace and quiet.

Althea runs this place like a well-oiled machine and is always easy to find and knows all the residents well. You can tell she takes great pride in her manager role and this community is so lucky to have her at the helm. Ryan is our maintenance guru and he has been terrific at trouble shooting or fixing anything we need! I'm so grateful we found this place - lovely community in the perfect location, close to all the fun downtown RWC restaurants, cafes, shows! Hidden gem for sure!

The air filter had *never* been replaced. The hotwater had some kind of black goo in it that accumulated in the tub. The HVAC system kept breaking down to the point that we didn't have heat for a whole month one winter. The garbage chutes weren't vented properly so that the hall smelled like a landfill all the time, and given the right winds the smell would seep into the apartment. The staff are very nice (especially maintenance), but the management was atrocious and gave staff few resources to do their jobs. Management was indifferent, irresponsible, and failed to comply with basic tenant laws or even use common sense. The worst was when we moved out. They charged us for cleaning even though we left the place *much* cleaner than we found it. I have to assume that the cleaners deposited some grease and dust to bring it down to their standards of cleanliness. They also charged us to repaint the unit even though (a) there was no significant damage, and (b) according to state law a landlord is not permitted to deduct regular repainting from the security deposit if you've lived in the unit more than 2 years. When I reached out to management about this, they simply ignored me. They returned $0.17 of my $1000 deposit when we left. I'm keeping the check without depositing just to annoy them.

Read on if you want more details and I'd like to share some of our perspective. We moved in since 2016 when the apartment was just built. We have finally made up our mind to move out when the lease ends. Below are all the frustrations and hassles we went through during our time here. I'll update the list as time goes on. Due to the length limit the details for some sections are omitted. Refer to the attached screenshots for the full write-up. ## Going Downstairs for Grocery & Food Delivery They very recently changed the policy to require fob access on elevators for all floors. We are working remotely at home and ordering grocery and food delivery almost on a daily basis. We used to be able to ask the carrier to leave the order at door. With the new policy change the carrier has no access to elevator and we have to go downstairs to pick up the order. It's not always feasible to do this immediately if we are in a meeting. The order would end up in a public area and risk being taken by others. There are hundreds of residents in the building and it can be frustrating to sort our order out from others. I can't imagine how things would be for those senior residents who have issues getting up and walking around very often and are relying on the delivery for their wellness. They said this is for safety reasons. I see nothing that prevents them from hiring a dedicated stuff to handle the delivery within the building while keeping things safe, other than the lack of motivation to compensate for the residents' loss of convenience. I know a couple of apartments with the same level of rent are doing it this way. Besides the inconveniences caused by this new policy, what concerns us more is the way they make changes abruptly that would potentially disrupt the living conditions of many residents without ever taking inputs from them at all. Whatever appeals to you at time of moving-in might suddenly go away with no compensation totally at their whim. ## Long Distance to Get Package There are 3 towers in the building but all packages are delivered to 1F near the leasing office. Depending on the location of the apartment, it could take up to 10 minutes one-way to retrieve the package. They use Luxer One for package delivery and set the free holding period to just 2 days. You'll get charged for $10 per day if you don't pick up your order in time. It's worth mentioning that we had 3 packages lost which were labeled as delivered to someone at leasing office. The packages never show up in Luxer One. We contacted the leasing office and it took them 1 month to get back to us saying they couldn't find the packages. ## Rent Hike & Due Date Manipulation We renewed lease right before COVID. We were paying $4800 when the similar apartments in the same building were listed $3800 on Zillow. We didn't ask for a reduced rent as it's a signed contract. We paid rent on time with no disruptions even during the pandemic. However, when the time comes for another renewal, they hiked rent to $4850 while the FMV was still around $3800. They clearly feel no appreciation for our timely payments during a hard time and see that as an opportunity to take advantage of us. We argued for a lower rent, and after a lot of going back and forth they agreed to lower the rent to $4100. While the credits go to them for agreeing to lower the rent to a more reasonable level, having to fight your way through it definitely doesn't qualify for peace of mind. They also try hard to manipulate lease ending date to push you towards renewing during peak rental season. This way they could gain more leverage for rent hike. Our current lease ends in March, the renewal offer we received quotes $4200 for 13-month but $5500 for 12-month. ## Moving Out Nightmare We changed to a larger apartment within the same building and the moving-out experience was awful. The apartment was kept in generally good conditions without any noticeable damage. We paid $500 for breaking the current lease and $170 for cleaning. We thought the transition would be smooth. However, the stuff who did the inspection was super picky and fussed over little scratches on the floor due to normal wear & tear. The person charged us $1800 for the repair and cited some law in Colorado, which is funny as this is California. We argued back and ended up paying another $200 for the damage. Things might be much nastier if we moved to a different community. We haven't done that yet but it's already a headache thinking about it. ## Bike Stolen ## Annoying Neighbor

It was peaceful at night and the doors and windows, when closed, drowned out the noise from the street very well. Our neighbors on both sides were quiet. We could hear our upstairs neighbor's footsteps, but it wasn't unbearable. Andrea does a really good job of maintaining the complex and ensuring that it is safe and secure. She's also super easy to work with and made the inquiring and signing process easy. We actually signed the lease without viewing in person so that says a lot about the great impression we had of the apartment complex! We can only speak for our unit, but it was clean, spacious, renovated, and had more than enough space for 2 people. Good location, would recommend to friends and family. We were quite sad to leave!

Everything was constantly broken, and management couldn't afford to fix anything. It has the facade of luxury living, but it is actually run like an old motel. We can begin with the laundry room with two washers and two dryers for 40 people... one of which was broken and never repaired for weeks. Tons of my clothing was ruined by this 1980's setup. The doors to the stairwell are so heavy that they shake the entire corridor and building when they open and close. Not to mention that the walls are so thin and poorly constructed, I could hear my neighbor ripping the bong at all hours of the night. Good riddance ! And goodbye !

Of course, this is quite fortunate for those individuals that are affiliated with the community college system. The units are heavily subsidized with a two bedroom/two bath costing in the range of $1500 (one and three bedrooms also available). Units include all of the modern comforts including a microwave, interior washer and dryer, and dishwasher. Many units have a garage and porch. There is ample sunlight for the growth of your green companions. One can reach Highway 280 in the blink of an eye, although getting to the weekly shopping takes some time. The community is very pet friendly; one can walk with the canine companions around the campus taking in the breathtaking views of the Bay and the Santa Cruz Mountains that Canada College has to offer. Unfortunately, parking can be a bit tight. The pet deposit is also steep at approximately $350 per animal. The property is managed by Kenny Reality, who seem to do a relatively good job of running the complex. Of course, there have been issues (a dearth of trash/recycling receptacles at the beginning, tardy in making initial requested repairs, no postal service for a week after moving in, etc.) none of which posed a particular problem and most of which have been rectified. They are generally available to respond to emergent issues. The amazingly low price of these units, striking interior appeal, inclusion of modern amenities, stunning views, pet and plant friendly nature, and insane price make the Canada Vista Apartments a real steal. Our apartment actually feels like a home, which is a very pleasant and foreign sensation for my wife and me.

It has incredible views of the Santa Cruz mountains, is relatively isolated being up here at the top of 280, and there are gorgeous views of SF and the East Bay at the top of the hill; just one minute walking distance from my apartment. I have moved every year since I was 18, and so at 28 having moved here, I have obviously had plenty of apartment experiences to give me perspective. The Pros: -Gorgeous campus -Beautiful brand new apartments with garages, washers, and dryers (typically unheard of) and my apartment is townhouse style with stairs -Pet friendly (another rarity) -CHEAP! I paid $100 more in rent for a one bedroom five years ago, in a place that hadn't been changed since the 70's. This place has never had another person living in it, has brand new appliances, and is two bedrooms. Incredible deal. -It's very quite. I actually can't believe I have neighbors! -Spacious rooms and bathrooms -Amazing clubhouse to host events that have incredible views of the mountains This is a wonderful gift for faculty and staff of the San Mateo Community College District. I can't imagine for one minute what anyone could complain about. This is an amazing steal, and I look forward to living here the five years we have allotted until my husband and I save up for our house!

Gary and the maintenance team are great too, although we have occasionally had maintenance requests lost and had to follow up after a few days. The location can't be beat either - I love how it's walking distance from the Caltrain and downtown. It is great being able to go out to dinner and also not worry about parking because of the garage. One star off because of the pool situation. We love the pool and how warmly it is heated, but it has been closed this entire season due to maintenance, and honestly doesn't look like it will be opening anytime soon. Frustrating since there hasn't been any decrease in the rent (in fact it increased from last year despite the pool and outdoor BBQ area being closed for months).

The proximity to downtown is unbeatable and we rely on the train for commutes to work. The drawbacks to living here are the age of the building and the high rental prices. We justify the price based on the location, but the building's age (despite the renovations, which are nice) makes the amount dubious. Further, the place is very noisy. Personally, we don't mind the noise and we were well-aware of the risks, but it can be pretty nonstop at all hours. There is a lot of construction in the area nearby that can begin as early as 7am. Overall, we love living here but it wouldn't be for everyone. If loud noises and/or the dated appearance of the building would be a bother, I would recommend looking farther out from downtown.

In the apartments, everything from the appliances to the amenities were top notch! My sister, who is a gym rat told me that the gym equipment is really good! The maintenance staff is also swift in their action, we had a few issues with our appliances and plumbing which were always resolved promptly within hours. I want to give a special shout out to Spencer - the assistant manager at the property. Our experience was tenfold better because Spencer is very professional and respectful in his conversations. He would always go out of his way to greet us if we crossed paths, and resolve any issues as promptly as possible. While some things are beyond his control, he always did his best to provide a solution. Keep at it, Spencer - you are doing excellent! If this review were solely for Spencer it would be a 5 star review for sure! The only scope for improvement I have for Pescadero is the following - For anyone who owns an electric vehicle, there are 2 level 2 charge points on the property. They can only be used for 4 hours at a time before their cost shoots up drastically. We were slow charging our car inside the garage but we're eventually told that this is not allowed. All these reasons combined made car charging a constant headache for us. This was one of the biggest considerations for us to move. It would be an easy fix to allow charging the car in your garage, or increase the chargepoint limit to 6-8 hours so that a full charge can be gotten out of the session. Other than that we were overall quite happy with our stay!
