Cityline exists in that world. Not only is our rent raising an a rapid rate (literally the cap it can rise), but all other fees and costs are rising too-- renters insurance, pet ret, parking spots, the mailroom, etc. and through all of this Cityline unilaterally decided that they should cut a deal with Gigstream to have all tenants pay for their internet services. Internet service isn't a utility. The decision to use an internet provider can be based on cost and security concerns. I contacted Cityline and they said that I have the option to pay for an additional internet provider, so long as I keep making payments to Gigstream (for a service I wouldn't be using). With what money? Literally every company, and now our own landlords, are trying to bleed us out of every cent they can. Everything about Cityline's deal with Gigstream flies in the face of a free market, who is paying for an extra service when the mandatory fee for Gigstream is $70 a month? In short, Cityline does not care about its residents. This place is designed to bleed you out.

You look around and everyone is sharing tables. To drink I ordered the Strawberry Lemonade Hard Kombucha. This was definitely 5 My husband ordered the Big Red Ballard and the Kolschella. He unfortunately was not a fan, but it might because IPAs are not his preferred. For dinner we ordered the Brussel Sprouts, Mozzarella Sticks and Boar Basil Pizza. We are huge fans of Brussels sprouts and are our go to to order anywhere, unfortunately these were not our favorite. They were very greasy and came out very quickly which means they were waiting to be served to whomever ordered them. The mozzarella sticks were disappointing- we are from WI so had high standards on cheese. Our favorite thing of the night was eating our pizza while playing cribbage! The pizza was the perfect fire stone pizza. We unfortunately were not a fan of the music, there were some choice words that were in songs that we thought are not acceptable, especially with kids around but maybe that is just us and it is acceptable here.

When you sign the lease, it is expected that you will pay relatively close to the charge on your monthly rent. However, the monthly charges far exceed the utility standards for apartments in the area. Monthly utilities are close to $160/month. PMW charges you to keep the lobby lights on monthly (a fixed cost for every unit that COULD be included in rent so the tenants are aware), along with water heating, sewer, sewer capacity, trash, and water (pic attached). Many apartments in the area include these in the rent since they are mainly fixed, but not PMW. This is excluding the electricity you pay to Seattle City Lights. This is for one person living in a 600 sq ft apartment. Also, the move out fees are exorbitant. Even if you leave the unit in perfect condition, as clean as the day you moved in, you're charged $360 in "move out fees". This includes $75 for 3 gallons of paint, $120 for 6 hours of "labor", $113 for cleaning the unit, and $55 for carpet cleaning (pic attached). Obviously every apartment needs to clean and turnaround units when someone moves out/in, but I have never been charged for this in all my time living in apartments in NYC and Seattle. As a renter, I would want to be made aware of these charges upfront but PMW prefers to let you know only once the bill comes. Definitely be wary of this when moving in and factor the exorbitant monthly additions into your rent.

I have been a resident of CityWatch apartments for over seven years, and while the location is…read morefantastic--within walking distance of grocery stores and the Alaska Junction, with reasonable rent for the area--the recent decline in the overall quality has prompted us to leave CityWatch and share my experience here. Unfortunately, the current state of the apartment, under the management of Mario, is no longer suitable for families, especially those with children. One of the significant issues is the decline in air quality due to residents smoking cigarettes and weed indoors, which not only violates the lease agreement but is also against local laws for multifamily rental apartments. As the manager, Mario has the authority to enforce no-smoking rules, but he seems unwilling or unable to put in the effort to address this issue. Rather than tackling the problem, Mario resorts to placing blame on tenants who raise concerns, going as far as suggesting that multi-family living is not suitable for them and even advising them to consider moving out. This was particularly disheartening, especially given the contrast with the previous manager, Piia. When I reported three separate instances of indoor smoking to her, she responded promptly and handled each case professionally. As a testament to her effectiveness, all three residents ceased smoking indoors immediately and permanently. Several residents have expressed concerns about Mario's inaction against indoor smoking, and his explanations included not being able to identify the source, not being able to inspect homes, denial of any detectable odor, or simply disregarding the complaints, are unsettling. Despite numerous complaints and even escalation to the management company, he insisted that there was no indoor smoking occurring. While denying the existence of indoor smoking and attributing the smell to lingering odors on residents' clothes from smoking outdoors, Mario started using air fresheners exclusively in residential hallways. There are no air fresheners in main hallways, staircases, and elevators--areas one must go through before reaching residential hallways. This is a clear indication that the odor is originating from indoor smoking, rather than lingering smells from outdoor smoking. The decline in cleanliness extends to the common residential areas. Unlike the previous management and maintenance team, Mario and his team neglect to clean residential hallways. The marks and stains from trash and dog waste stay on hallways for months. Prospective tenants should be aware of the building's age and insulation issues. Cold air and smoke smells can seep in through outlets, expect higher electric bills and no way to block the smell coming to your units. During apartment tours, I recommend checking random floors, as well as the trash rooms and recycling areas in the garage, to get a comprehensive understanding of the living conditions at CityWatch. Ask to visit hallways at different hours of day and on different days of the week. While CityWatch apartments boast a convenient location and reasonable rent, the decline in quality under the current management, particularly regarding indoor smoking and cleanliness, is a significant drawback for families and long-term residents like myself.

Parking is available where owners get 2 spots and some storage below the building. HOA costs seem pretty steep to me ($1500-2200+/month?), but I am also not a city dweller, so maybe this is normal. You do get a front door person (building is locked at all times), access to a great work out area, movie theater, party room, sun deck areas on the almost top floor, as well as a dog poopie area (never seen this before) with fake grass and a spraying hose--even a decorative fire hydrant for dogs to get that city feel while several stories (I forgot how many), so you don't have to go outside of the building to have your dog go to pottie. All-in-all nice place. Just wish I saw it while there were units on the other side with the view that isn't blocked/won't be blocked.

The overall hygiene of the property is very poor. There is frequently dog waste left in the middle of walkways, and the problem is especially bad around Building C. The entrance often has a strong smell of dog urine and feces, and the stairs frequently have dog urine as well. It is extremely unpleasant and difficult to tolerate, especially when this is something residents have to deal with almost every day when entering or leaving the building. I have reported this issue to the Leasing Office multiple times over the past two years, but they have not taken meaningful action. The problem continues, and it feels like resident complaints are simply ignored. For the amount of rent residents pay, basic cleanliness and property management should be expected. Very disappointing management and poor living environment.
