I was upset, like anyone else would be. But my concern is that the officer giving me the citation, didn't try to deescalate or mitigate the situation. In fact, he kept saying smart remarks as if he wanted me to react to the situation more. Another officer showed up by the name of Luna. As soon as she stepped out of her truck, she came to me in a calm, professional manner. She explained the circumstances of my citation and she was understanding as well. But above all, she remain calmed, making me calm. She instantly mitigated and deescalated the whole situation to a zero. We need more officers like Luna who are compassionate, understanding, professional and calming when the situations are high and not be power hungry officers like Munoz. Thank you Officer Luna for treating me like a human and for overall having respect.

Even though I was warned by some people about the personnel at the Westminster Police Department in California (and the entirety of WPD as a whole / an entity), I have always had their side / six with and against naysayers about them and people calling them negative names. I would let those people know the positives that I see in them; my experiences with the positive personnel, who I've experienced; etc. (never the negatives). My recent experiences with them - their lack of protection for me (as a victim - they took my abuser's side and sent/locked me away; ignored me [my pleas and cries and just wanting closure] and their negative attitude, demeanor, and responses towards me). These and more has ended me from being one of their donors (been a donor for years; I am so ashamed with myself for losing hundreds of dollars to them [probably, even thousands because I've been paying decades in taxes, too]), my protection against any naysayers and negative people towards them (I no longer have their six because they did not have mine at all), my beliefs that they are protectors against all evil-doers (I feel like such a fool), etc. I even connected with WPD for assistance. What a joke with WPD's assistance. Didn't even give me closure. Their Commander and Sergeants were rude to me and ignored me for asking about (and for closure and results of their reviews/investigations). Again, I want to reiterate that I did not feel and/or receive any of their MISSION STATEMENT and CORE VALUES experiences in my recent experiences with them. If you could hear and respond to my comment about my address, why couldn't you hear my explanation regarding the lane change? I left the interaction feeling that my side of the story was not fully considered. I respect law enforcement and understand the importance of traffic safety, but I believe drivers should be given a fair opportunity to explain their perspective and feel heard during an interaction.

The incident involved an Asian deputy (identified as Deputy Lang) and a white male deputy (described as approximately 5'7", 200 lbs, with blonde hair and sunglasses). ​While Deputy Lang conducted himself in a smart, professional, and courteous manner, the conduct of his partner--the blonde male deputy riding in the passenger seat--was entirely unacceptable and fell severely short of the standards expected of the department. ​My specific grievances regarding the passenger deputy include: ​Refusal to Identify: When requested, the deputy refused to provide his name and badge number, which is a direct violation of standard department policy regarding public accountability. ​Negligent Demeanor: The deputy was not wearing his seatbelt either before or after our interaction, demonstrating a blatant disregard for basic safety laws and vehicle codes that he is sworn to enforce. ​Dismissal of a Serious Threat: I attempted to report a life-threatening situation, to which the deputy dismissively stated that he "did not have time" and told me not to "waste his time." ​As a tax-paying resident, I expect a basic standard of quality, urgency, and professionalism from public safety officers--especially when life-threatening matters are being reported. The lazy and dismissive attitude displayed by this individual is a liability to the community and a disservice to the professional standards demonstrated by his partner, Deputy Lang. ​I request that Internal Affairs investigate this matter, identify the passenger deputy assigned to Deputy Lang during this shift, and take appropriate disciplinary action. Tips to citizens: - If the violator suggests to you that instead of you calling the police, you should go knocking door to door to find out whose vehicle it is to ask them to move it, do NOT fall for that BS.
