The first teacher at this location was Rev. David Ivey Spearman. Several additions were made to the school until 1916, when it was replaced by a white two-story frame building." And on the reverse, "White Plains High School was first accredited in 1925-26, when a brick building was added to the campus. The WPA funded a new gymnasium-auditorium in 1938. A potato-curing house and cannery were built around the same time. The school hosted performances, dinners, and meetings and was the educational and social center of the community. The high school closed in 1957 and elementary school in 1958." This is marker number 4-47 and it was erected in 2021. It is sponsored by the White Plains Baptist Church. It reads, "Half mile West on Seneca River, the Portman Shoals Power Plant, built by William C. Whitner, began in 1897 the transmission of high-voltage electricity over the longest lines then in use for that purpose in the United States. The success of this plant, now owned by Duke Power Company, caused Anderson to be called "The Electric City."" There are also markers with some more text. In 1895, engineer William Church Whitner successfully transmitted electricity six miles from High Shoals to Anderson, marking the South's first long-distance power transmission. This breakthrough led to the construction of the Portman Shoals Power Plant in 1897, which generated high-voltage hydroelectric power without step-up transformers--possibly the first of its kind globally. The plant powered Anderson's water system, streetlights, homes, and notably the Anderson Cotton Mill. Though the original generators were lost to flooding and fire, one 1911 Westinghouse unit remains preserved near Generator Park as a tribute to Whitner's legacy. The marker was erected in 1956 by the Anderson County Historical Association. It is number 4-1. [Review 1372 of 2025 - 1328 in South Carolina - 24924 overall]

Four large Grecian columns were erected on a portico at each end. On the buildings western end, a belfry tower was added with a large bell that could be rung to signify the time, or to notify citizens of special events such as weddings or funerals or to sound a civil defense alert or fire alarm. By the 1890's, the county had outgrown the courthouse and in 1898, a mid-Victorian style courthouse was built on the site of the old one. This new building is today the "historic" courthouse, which was renovated to include an addition on the east side of the building in 1939 and an annex added in 1940. The "new" courthouse was built in 1991 though the "historic" courthouse was updated with new electrical and plumbing. Today, the historic courthouse of Anderson County contains administrative offices and hosts County Council meetings on the first and third Tuesdays of each month. The building is open to the public (subject to the usual security). There is street parking nearby and a parking lot not far away. [Review 209 of 2025 - 1263 in South Carolina - 23773 overall]

The approach along the narrow pavement reinforces that tucked‑away Upstate feeling, and the posted clearance of 14 feet 7 inches makes it a true two-lane bridge even if it feels tighter than that when you're rolling across. My Sprinter van fit without issue, but I was still glad there was no oncoming traffic on a gray afternoon. The bridge itself is a modern concrete structure rather than a historic iron span, built to replace earlier crossings that once served this rural stretch of the county. Its importance comes less from architectural character and more from function, anchoring one of the most reliable access points to the Chauga River, a waterway known for trout fishing, small rapids, and quiet pools. The river moves over rock shelves just downstream, and even from the deck you can hear the steady rush of water beneath the tree canopy, a sound that defines this part of the Upstate as much as the landscape itself. Because the area remains lightly developed, the bridge works as both a crossing and a gateway to the outdoors. Locals use the pull offs and shoulders to reach the river, and the corridor stays peaceful even on weekends, with only the occasional angler or paddler slipping down to the water. Portions of those counties were used to create Hart County in 1843. Settlers, primarily from Virginia, North Carolina, and South Carolina of English, Scottish, Irish, and Welsh descent, moved into the area, obtained title to the land and began clearing the land for homesites and cultivation, in many instances with the help of their slaves. The first settlements were made adjacent to major waterways, the Savannah and Tugaloo Rivers and smaller creeks, to take advantage of the rich bottomland, the most suitable area for farming. On December 7, 1853, Hart County, named for Revolutionary War heroine, Nancy Hart, was created by Act of the Legislature. It is the only Georgia county named for a woman. The first county courthouse was a two-story frame building located on Lot 1 on the northeastern side of the square in Hartwell. It was the first structure built in the new town. This courthouse was destroyed by fire in 1900 and was replaced in 1901 with a two-story Neoclassical style building designed by Atlanta architect J. W. Golucke. Unfortunately, this courthouse was lost to fire as well in the 1960s and was replaced by the current one-story courthouse. It is a modern and functional design that was secured when I was here.
