The parent with them was completely ineffectual and did not admonish the boys for continuing to blow the whistles after they were asked by the staff to stop. The parent was too busy not paying attention to be of any help at controlling her own group. The whistles as a prizes are a safety hazard because it would be difficult to distinguish ref whistles from the ones given as prizes to children whose parents haven't taught them to behave. Would not recommend noisemakers as prizes.
