I have two wonderful dogs I got from Tom two years apart. I wanted to buy two at my first visit, but Tom advised me that taking two puppies at once would make them difficult to train. He said that while I was away at work, the dogs would be deciding who would be leader of the pack, and that it would NOT be me. I really trust him for that. Tom has given me so much good advice as a new dog owner. He has spent his whole life around animals and puts much effort into best practices as a breeder. If you take the time to hear his philosophy, you will learn a lot and respect him as much as I do. This is not a puppy mill or a chain store. My family and I got two yorkies, Penelope and Suzy Q, from Tom a few weeks ago and the process from start to finish was great. I love the fact there is a waiting list and Tom is very communicative. (I'd worked with a few adoption agencies for about a year and a half, but it's so hard to get anyone to answer the phone or reply to an email.) But, when a puppy with Windsor Oak became available, I decided to go for it (and we ended up with two!) Upon arrival, Tom went through all of the paperwork, let us play with the puppies as long as we wanted, and even texted us the next day to make sure they were doing well. We got male Shih Tzu puppy from Tom on Saturday December 14 2019. We named him Dash. My kids have been asking for a dog for years. My nearly 9 year old son was diagnosed as a type 1 diabetic late October this year. As doctors threw so much at him for his new reality, we saw an amazing progression as he became so much more responsible and grown up over just a few weeks. I knew he was ready to help us with a puppy, a new family member. I didn't know much about dogs. We asked questions and searched websites. I found Windsor Oak Farm. The website had a number of beautiful puppies. We texted and called Tom. He was super responsive. We were thinking about getting a Yorkshire Terrier - he had a number of beautiful puppies. My son saw the Shih Tzu puppy on the website. Tom asked us to come visit before we decided. At first I thought it was odd, but then we got there. And, Tom was right. He brought in a number of puppies including the Yorkies and the Shih Tzu. My kids immediately loved the Shih Tzu. He was perfect. Tom gave us tons of information and advice. He had paperwork that covered all of the things that I would not have thought to ask about. He checked in with us on Sunday to be sure Dash was eating, drinking and going to the bathroom. We took Dash to the vet on Monday December 16. The vet said the puppy is perfect. Great health, perfect weight, perfectly taken care of, very well socialized, great temperament, beautiful puppy. You can't go wrong here. Had an excellent experience at Windsor Oak Farm on 2/25/18. Got a happy, healthy shihpoo puppy for $650, which is very reasonable. Tom may seem gruff at first, but after spending a little time with him, you realize he is just a straight-talking, no-nonsense farm boy. He is not a salesman and you are not here to have a "corporate" experience. Tom displays a typical farmer's unsentimental attitude towards animals, but it is obvious he cares deeply about the dogs, he takes pride in his work, and he carefully considers everything he does as a breeder. He is not a businessman, he is an advocate, and he tirelessly shares his expertise, but you must be patient because of high maintenance customers like me who ask a million questions and have trouble deciding which dog to adopt! Tom has no staff, which is one reason why he is able to keep his prices low. Tom has been working with animals for 60 years, he gives expert, honest advice, and his practices are evidence-based. For example, I wanted to buy two puppies, and he strongly recommended against it, explaining pack behavior and how when you get two, training becomes very difficult. He keeps up with veterinary research and regularly socializes with veterinarians and other experienced breeders. You will not be rushed and he is happy to talk to you for a couple of hours about how to train a puppy. He wants every family to have a successful experience with his dogs. This is not a puppy mill, a storefront, nor amazon.com. Tom is 68 years old and when you come to buy a puppy from him, you are on his farm and in his home. The phone never stops ringing, and people come from long distances to buy puppies here. Tom tries to give attention to all, and between the puppies running around, the clients in the room, and the phone constantly ringing, it can get hectic---especially on the weekend! Adjust your expectations accordingly. Most people who make phone inquiries never make the trip to this remote farm, so Tom gives his attention to the people in the room, not the people on the phone. The system is first-come, first-served, and whoever actually comes to the farm gets pick of the litter, in order of their arrival time. That is what is meant by "waiting list." If you want a pup, you need to show up. The people before me were repeat customers. They got a dog here 12 years ago, and upon his death, were back for a new puppy. I believe the family after me were also repeat customers as they seemed familiar with the place. You will leave with the puppy's shot record and reams of information about how to care for and train your pup. The location is a beautiful farm. Tom wrote his number on each page of the info package and encourages clients to call with any follow up questions. This is a rather awkward review to write, because I love my puppy who is now almost 8 months, but I found out today that my sweet Havachon is not a Havachon, but a Zuchon (Shitzu/Bichon mix). I really wanted a Havanese/Bichon mix, because Havanese are supposed to bark less and are easier to train. Nothing would separate me from my little one, now, but I wish I had been told the truth. Ironically, we actually decided to purchase from Tom after reading one of the bad reviews where a customer complained he took back a sick puppy. We thought, wow, he's responsible and will take back the dog if any major issues after purchase. We got a mini Goldendoodle from Tom. While we were not able to take our puppy to the vet within the 7 days timeframe after purchase (b/c there were no openings), Tom graciously gave us an extension until we could get an appointment. Our vet found our puppy had ear infections (which is common for puppies). Again Tom stepped in and reimbursed us for the cost of the medicine (as the infection appeared to be existing at the time of purchase) without any issues. Our dog was otherwise healthy and good mannered. NOT a puppy mill dog. At the time of purchase, Tom educated us on our rights under state law. He was straightforward and honest. What is advertised on his website is what you get and some. We are aware his family breeds some of the dogs in PA, but this didn't affect the quality of the dogs in any way. Reasonably priced and healthy puppies. We would recommend and would purchase from him again. We named our dog "Lucky" and we feel very lucky to be able to take home such a smart and sociable puppy. read more

We got our Shorkie puppy last weekend. Gilda is perfect... healthy and joyful! Keeping in mind I have only had my Shih-Poo for a few days...I have to say that she is fantastic. You must go in person to the farm and see the dogs, let Tom know what dogs you are interested in, and go at the first available open time. There WILL be other people waiting so earlier is better. Personally I found Tom to be a truly interesting and dynamic person who has a clear love of animals (of all kinds). If you're lucky, you'll get to see his bulldogs who are so adorable. The dogs are housed in groups in different places and our girl was with her siblings and a litter of Shih Tzus. When they came out, it was clear they were super healthy and playful and very well socialized and happy to see people. It was hard to focus as soon as I saw my pup but Tom gives you all the information you need about your dog and the vet records as well as a full packet of instructions. He provides a full bag of the food puppy eats as well as some soft food in case it's needed and some high calorie vitamin gel. My dog was very small (her breed) and she definitely had some stomach issues on the way home since she had not ridden in a car yet so I recommend you have some towels just in case (throw up, not #2). For us, Millie took a day or so to adjust and wasn't super interested in her food for a while which meant she wasn't getting enough. I called Tom as instructed and he was very clear on what to do and how important it was. She absolutely had to get her glucose up and the gel and his instructions were super important so when he says to call him if your dog does not eat.....call him! After I followed his instructions, she was right as rain and full of energy. She settled in and we absolutely adore her. This is a puppy mill. Dogs are received from PA on a weekly basis. I bought 6 dogs from this Man under the impression they were raised humanely and in Maryland. Mixes are not required to have paperwork which is why everyone was fooled. He does not breed any dogs on premises. Only when I purchased and registered an ACA shit zu was that I saw the birthplace was in PA. When confronted this Man stated to forge a signature and argued that he gets all of his dogs from "homes" in PA. He sells over 1000 dogs a year. This is a puppy mill operation. Conflicted here, as the experience was weird but our puppy is amazing. We bought a Yorkie mix late in 2020. I had seen pictures of two girls on the website, texted him to set up a time to come, and he told me to come the following weekend. He sold one of them during the week, and didn't update the website. Then when I texted to confirm when I would come around, he was cagey about the puppies he had available. When we arrived at the farm, the puppy I was handed was not the puppy advertised (different coloring), and the price was $200 higher. Tom was much more interested in talking about the election and politics than about the dog. After a ten min spiel on Trump, I asked about the puppy's personality and temperament, and he shrugged and said he didn't know her that well, only that she didn't bark much. That was all I was able to get out of him. If I'm choosing an animal to take care of for 10+ years, more information would have been great. He has a very brusque manner that was a little off-putting, and I see that reflected in some reviews. On the positive side, our puppy is wonderful - loving, smart, just perfect. She was in perfect health, as the vet confirmed, and a DNA test confirmed the breed mix and no genetic health issues. We are crazy in love with her. I appreciate the care taken of the dogs, as ours is exactly as described and I can see other positive reviews. I wanted to post this to clarify that his puppies are not bred on the premises. They're brought in from his BIL's property in Pennsylvania. I can't speak to anything beyond what I saw, but it was a bit disappointing as I was trying to avoid "puppy mill" practices that are so prevalent in that state. When I asked about the health of the mother, Tom started an angry rant about how PA's laws were overkill and unnecessary; it was clearly a really sore point for him. Just two days ago I found Windsor Oak online while searching a Purebreed Yorkie. I was told by Tom that they had an almost 6 month Purebreed Yorkie for $700 that had been returned due to owner allergies. At this point I should have trusted my instinct as Yorkies typically are less likely to cause issues with people with allergies according to AKC because the allergins are not in the Yorkies coat. Nonetheless I drove well over an hour and paid $700 for a dog that I instantly fell in love with as did my Grandson who came along. I asked to see the other puppies but was told they already had someone coming to see them and was not allowed. Immediately I took him to the groomer and she assumed Jack Russell. Yesterday he went to the Vet who also doubted he is pure Yorkie. When I texted Tom he offered a full refund if I bring back the dog and the papers. I told him that I loved the dog and would not be returning him. I have full intention of getting the $80 DNA test to prove my point and blast the result. Don't trust this breeder just because he CLAIMS the dog is an ACA registered purebreed. I paid $700 for a mixed breed dog that sheds (unlike a Yorkie) and will return with the result in a few weeks. I don't want a full refund nor do I want to give my dog back ... maybe just a little honesty would surfice since my Grandson too has dog allergies which is the reason I chose the Yorkie! I purchased my "Yorkie" from Windsor Oak in August. He is a sweet and very smart dog but at 6 months he is 16 pounds and likely to get larger. I was told by Tom that he would be around 10 pounds. In addition he is not all Yorkie.. A DNA test showed that he is 75% Yorkie and 26% Biewer terrier. The DNA test showed that he is very healthy with no markers for inherited health problems which is a plus. I wanted a smaller dog but love him although wishing he was smaller. read more

We have male French Bulldog from Windsor Oak that we got in 2019. Tom is fantastic, and really cares for the puppies, but doesn't care for shenanigans when it comes to selling his dogs. His response to one of the bad reviews here is actually what "sold" me on Windsor Oak...Tom defended his actions when he wouldn't just let someone waltz in and take a puppy home that day. Puppies need time to with their mother, and proper vetting before they can go home with a new family. Expect to spend a few hours at the farm. Two families were already there to pick up their puppies when we arrived, which gave us time to play with the Frenchie litter and choose the puppy we wanted. Tom's got a lot of business, but he spends time with each family to make sure they know exactly how to care for their puppy, and answers any questions they have. Listening to Tom talk to the other families, I can say for sure that he tailors the conversation and advice he gives to everyone's needs (both person and puppy). As for the French Bulldogs, we could have chosen any of the puppies and left incredibly happy...even the "runt" had been brought up to be just as plump and playful as the rest. Our guy is now 1.5, completely healthy, and everyone who sees him tells us how good-looking he is. Our vet even said that while she wouldn't openly admit it, some dogs are just special, and have that personality that brings them to the top tier of pets/companions/family members, and that she could immediately tell that he's one of these special dogs. A ton of effort and care has gone into this boy, but I also credit a lot of it to the breeding and first couple of months of his life. Tom made sure we had his cell number, which we later used for questions about behavioral training and dog food (he knows his stuff here...he'll teach you to look out for protein percentages, and has studies he references and even nutritional experts in his family to help provide additional recommendations like when we couldn't find the same food in any of our local dog supply stores). I know this is long, but over a year on, we're again gearing up to get another puppy from Tom and I realized I hadn't left a review from last time. I've verbally referred quite a few friends and even total strangers to Windsor Oak, so I have a lot to say about the quality of the business. read more

Spoke with the owner Tom in regard to purchasing a puppy and I see why he prefers to do business via tex. He was extremely aggressive, disrespectful, and nasty. Complained for five minutes about how many puppies and calls he receives in a day, week, year...etc. He was extremely unprofessional and it was completely uncalled for. I tried several times to diffuse the situation and it just seemed to make matters worse so I ended the call. If the business of breeding dogs has you so stressed and angry maybe you should find another occupation. His behavior was deplorable and inexcusable PERIOD!
