(he refers to it as Pepe, "My Little Mule") Well our taxi driver Jorge on the isle of Vieques gave us a ride on his Little Mule. We called him up a few hours before our flight was due to leave, and set up a place to meet him on the Malecon of Esperanza (near the beach). We called them a little bit before our pick up time, and he said he was already there. So, we met up with him and threw our stuff into his white van, aka Pepe. Vieques is a small island east of the main island of Puerto Rico. It is known for it's world famous beaches, laid back feel, and small one-lane roads. Jorge picked us up, and BOOM! We were on our way. He zipped us around the island at light speed. He knew where every turn and bump was. "Hey maam, you ready?" he asked. He then sped up a little and we went over a little hill and our tummy's totally felt it---roller coaster style. Jorge was super nice, and gave us a tour of the island and advice----I SOOO wish we hooked up with him when we arrived on Vieques: next time! Since he was getting us to the airport way ahead of schedule, he went and gave us a tour of the W Resort (it's on the way to the airport). Jorge also works for this hotel and many customers knew him and gave him high 5's---he even picked up a few people when we stopped there. But yeah, he told us to get out and check out the resort: Ummm, yeah, it's a pretty high class hotel (I guess they filmed a recent episode of The Bachelor there). So yes, if you are ever in Vieques, make Jorge the first person you call. He (& his Little Mule) will take care of you and get you to where you need to go.

With a group of 10 girls, our biggest concern was finding reliable transportation, especially since Ubers are not easy to come by in Luquillo Beach. Thank goodness we met Keith on our first night--seriously, we all agreed he was sent from above! From the start, Keith went above and beyond to accommodate us. He was there for every single ride we needed, always on time, professional, and incredibly personable. But beyond that, he brought the energy, the laughs, the best music and the best vibes! After a travel day from hell from Baltimore (flight late, missed puddle jumper, had to take late…read moreferry to Vieques), my party of six found ourselves standing outside the locked-up ferry gate late at night without a ride to our rental house. As people dispersed with luggage into taxis or family members picking them up, there we were...tired, hungry, weary, wondering how to get where we were going. Angel approached and offered a ride. It would be about $8 per person to go one mile. There was no way to walk this route with hills, practical sinkholes in the roads, darkness and lots of luggage. At first we haggled and declined the offer since it was expensive but after realizing we were doomed if he left we agreed to the ride. He was friendly and got us to our destination. It was worth the expense to have the peace of mind that we would all still not be standing in front of the ferry gate when the sun rose.

Not only did they neglect to inform tick holders, they canceled every ferry ride for the entire day...even the ones scheduled well before 2pm. Our ferry was scheduled for 7:30 and if not for our taxi driver canceling our ride to the ferry terminal at 5:30am, we would not have known. My fiance and I ended up spending $120 booking last minute flights so that we wouldn't be stranded. Terrible customer service. Unethical business practices as well as we received no refund for our ticket. The ferry company used the protest as an excuse to force tourists to spend more money on the local economy, by making them pay for flights. Absolutely disgusting. Vieques is beautiful. Bioluminescent bay is magic. But unless you can afford to fly to the island, I would suggest skipping. It's just too unreliable and sketchy.

As of December 2025, Vieques Air Link has increased their baggage charges to an outrageous level,…read moremuch higher than Cape Air, $2/lb for anything over 25 lbs per person including everything (backpack, handbag, etc). So for San Juan to Culebra, we paid $129 per ticket and then an unexpected $83 each for baggage, so the real price was $212 each. One way. Ouch. When Cape Air cancelled our late afternoon flight, we should have stuck with our original Plan B to take the ferry from Ceiba, which would have saved us around $300 total for the two of us.

He was very responsive and answered all our questions clearly and honestly. The tour itself was fantastic; we learned more about Louis, Puerto Rican ppl, and the Puerto Rican culture! We felt like we were on a private island at Culebritas (literally were since we were almost the only ppl there) and loved that it was a very intimate experience. Louis gave us time to explore the other beaches on the island (almost felt like a mini hike) - including one of the most beautiful beaches in the world (more beautiful than Flamenco!). We only use Cato Norte Water Taxi when we come to Culebra !!!!
