It is surrounded by the CHKD building and the Fort Norfolk Plaza. There is limited parking there as it shares a lot with the Strelitz Diabetes Center. It is on the ground floor in the back to the left that the EVMS HOPES free clinic is located. You can also come here for STI checks and TB clinics. I'm not ecstatic about how the clinics are run here. The HOPES clinic is great. Of course it is, it's run by EVMS students! But the other clinics are less than optimal. Anyways, it is free for the most part so there really shouldn't be any complaining.

The office has 17 customer service stalls, but usually, only about 4 are operational since COVID. The pace for being seen is relatively good. The customer service is good, and they all seem interested in assisting you in completing whatever you came in the office for. For me, the mood of a government office is pretty somber, and it is hard to get past the feeling that most people are seriously stressed out when they come through the door. I will say that the first person you see is a security guard who offers you a grin when you offer her one. She seems very pleasant and eager to help people. This office is so much more peaceful than the offices in Norfolk and Virginia Beach. The citizens demonstrated a definite sense of entitlement in the way that they complained about everything from the seats to their wait time. I like the atmosphere in Portsmouth much better, I know that's a first, but it's true. I knocked off a star because I am back today because the representative forgot to submit one document that held up my form. She did complete it and give me a copy with a date time stamp so everything is dated properly, so I still think her laughter and smile in a government office on a hot afternoon before Labor Day weekend was awesome.

It is easy to park and come into city hall. The area around the building is always clean and tidy. Inside the building is clean and the floors are shining. I hope more Portsmouth citizens take advantage of visiting their City Hall. I found that the workers love to interact with people in person and it helps me explain what I am here for with visual clues. People are better than clicks on a computer. My visit was short but I accomplished everything I came in to do.

Things to note about the entire building: - NO phones OR even smartwatches allowed. There are tiny little lockers available for rent in the lobby for a small fee of $0.25, so bring your coins (no cards or any other form of payment is accepted). That's why there are barely any photos on this page. - security check on the main floor as soon as you walk in through the doors - street parking is pretty scarce since the building is next to a tram station. I parked in the lot behind the building across the street and walked over. It's run by the City of Norfolk, so the fees weren't bad. Things to note about the passport office: *This is the only passport office in this area that will take walk-ins. Most of all the other locations I called were appointments only. I live in Chesapeake and the one in Chesapeake City Hall didn't have an appointment until October. Thanks, but no thanks. I need to fly way sooner than that. *One of the ladies that worked the line that day was the friendliest government employee I have ever come across LOL. She was just the nicest person! Super efficient, informative and genuinely wanted to help! *You can take your passport photos here, I'm sure, for a fee. I did not know this so I just got my photos done at a Walgreens, but had I known, that would have saved me some time, especially since I was in a rush to get the passport. *Expedited service really only saves you a day or so, so the extra fee is not really worth it. *This makes me nervous, but they took the original copy of my identification which is my citizenship certificate. They say they will mail it back, which I am sure they will, but it's still nerve wrecking! *They charge fees if you pay by credit card, so if you want to save a few dollars, bring your checkbook! The Norfolk General District Court opened maybe 8-10 years ago, replacing the old courthouse (which…read moreis less than a 5-minute walk from the current courthouse). This venue is obviously much nicer - climate controlled, cleaner with modern upgrades and facilities, and even a snack room (with vending machines only). I visited this facility 7 times in August/September for jury duty - even the jury waiting room is nice. It's roomier than the old courthouse's jury waiting room and the city employees I've encountered there are pleasant and helpful. If there's one complaint I have, it's the "no cellphones allowed" rule. I understand the reasons why, but maybe restricting them from just the courtrooms (this is coming from a juror's perspective, mind you) would hold better value. As a potential juror, waiting around with only HGTV on the tv is a drag. At the least, I can use my phone to read, listen to music (or podcasts), and even get some work done. I know I can bring my own reading material (which I did), but who wants to carry extra stuff to a venue when there's no immediate parking? The closest garage is MacArthur Center - the walk isn't bad at all. But I don't want to carry any more than is necessary. I ended up doing so only because I couldn't bring in my cell. There are lockers at the first floor lobby, but I never carry change. And security is inconsistent when it comes to the metal detector and what you can and cannot bring in (i.e., medication and types of water bottles). Oh well, I will chalk up my jury duty as a learning experience. I learned plenty about our justice system as well as the Norfolk General District Court. The facility is fantastic, but getting inside is an inconvenience. Luckily for me, it's not an everyday thing. JV

This location doesn't do IDs, but they do titles, registration, license plates at least. There's parking on East Street, but there's not a lot of it and they're only 45minute spots with towing enforced.

(Refer to pic) (Everyone that parked there that day got a ticket as I saw the parking ticket guy gladly giving every car parked a ticket. May be he need to learn to read his own sign first?) So be careful if you park anywhere downtown because they obviously don't know how to write clear signs nor will they accept their fault for doing so. Not to mention, there is absolutely nothing to see in the downtown area to begin with so don't bother visiting. Also, this whole city is dying, businesses are either leaving or already left long time ago. MacArthur mall is empty, the whole city is dirty and run down, buildings are falling apart. I regretted moving here the second I got here, so I'm moving out now. I will pay this insulting ticket and get out of here because I am SO excited to move out of this hole. The signs they put up are a joke. This whole city is a joke. Way to get great business in the downtown area by giving away parking tickets wrongfully! I'm torn when it comes to this place. The low ranking is because the overall feel in this place…read morewhile waiting. We'll start with the extreme safety precautions that are taking place here (think of TSA or jail) - you must have a face mask - security check point (take off your belt, leave your electronics, keys, etc. before going through) - about 5+ guards, 2 inside the waiting area and the rest in the security checkpoint Once you make it through security, you'll need to go to one of the kiosks and check in. Once you're checked in there, you'll be called to one of the windows to do another check in. At that point I had waited about 30 mins. When I checked in with one of the reps at the window I was told it would be another 30-45 min. Overall wait time wasnt too bad, about an 1hr 45 in total for not having an appointment. While waiting, you are not allowed to take phone calls in the waiting area and its library quiet. Your ticket number will blink on the tv display as your notification. Overall an okay place, but the experience was extremely sterile and uninviting.
