Wanted to find something good to eat near by. I came across this via Yelp. Had decent reviews. Upon entering we were greeted. Then prompt seated. Very clean place and it's more updated inside. Outside it gives off more tavern style. It is street side parking. Prices are kind of average if not a tad higher on some things. I tried the quesadilla compasina(sp). It seemed a little bland. It was to have cilantro but I didn't taste it. The floured tortilla was fine. Husband enjoyed the chimichangas dinner. Server was kind. this would be a place to go with groups or family. Chips and salsa- chips very crispy not my thing. He said he liked them like that. You get a tray of different sauces. Most had a sour cream base. Some too Spicey for me, but at least I tried. My favorite was the blueberry mojito!! Perfect flavor and alcohol ratio!! Too bad they didn't have outside seating it would be fun when it's warmer out. read more

We got the carne norteña and the camarones a la diabla for dessert we got tres leches cake. The food portions for the price are justifiable. They were a good sized portion. Most places give you like 6-8 shrimps not here 6 pc of shrimps were my leftovers lol I had already eaten half the night prior. The steak was tender and not over cooked at all. The steak also came with 2 big pieces of amazing toasted homemade garlic bread. We ordered through uber eats since it was late and last minute. We are now definitely going in person to dine in! Been coming here for a while now. Came in on a Sunday night. It was a little busy but there was still plenty of tables. We were seated right away since it was only a party of 2. They of course served complimentary chips and 4 different kinds of salsa. My favorite was the green salsa and this other one that was Smokey. Couldn't decide what to get since they had a lot of their menu. We ended up sharing an entree and got the Molcajete Costeno which came with a mix of seafood and strips of meat. It came with rice and beans and of course a side of tortillas. So delicious!! We didn't end up finishing it but definitely took it home. Service is great! The waitress are very attentive. Definitely try the strawberry horchata. I didn't get it this time but it's a must! read more

To make a long story short, this is the best Mexican restaurant in Waukegan, hands down. I like to order the Michelada drink, which is a spice, salt, lime and clamato paired with your favorite beer. Pros: Very authentic food, overall pretty tasty on the majority of dishes. Cons: Dirty, grimy restaurant. Sticky tables. Loud and cramped. Obnoxious Mariachi band endlessly circling and standing right in front of your table for ten minutes making your meal the most uncomfortable experience ever. There are many, many, MANY other places in Waukegan where you can get good, authentic, cheap Mexican food without the cheesiness and bands begging for money while you try to eat. With the clientele being almost exclusively Latino, I had high, high hopes for this establishment. Sadly, it did not deliver. My mango margarita did NOT taste like mango. That made me sad. While I initially appreciated the multiple salsas that were set out with the chips, I made the mistake of trying the one that was served WARM before the others and messed up my taste buds for the rest of the evening. As soon as the warm salsa hit my tongue, every single instinct I possessed made me push it out of my mouth with a very quick and precise DO NOT WANT. Warm salsa, really? I know this is not totally uncommon, but I just don't get the appeal and wish places would knock it the hell off. The flautas were unimpressive, as were the rice and beans. Then again, my taste buds had been traumatized. Nope, nope, pretty sure everything was bland and unimpressive. I hate when places are stingy with the avocado. This is one of those places. Not great. Fresh, delicious assorted salsas (the green was outstanding!) and great guacamole was a great start. Our food arrived in a timely manner, pleasant bonus with a full crowd on a Sunday night! It was all delicious, hot and fresh. I had steak tacos which were juicy and flavorful, one of my sons had a chicken dish that was tender and well-seasoned. My other two boys had a steak burrito and kids' steak taco with fries. All of our plates were empty by the end, so that's a winning meal in my opinion. I know local people like Toluca's. Maybe it's because the area is lacking really great authentic Mexican restaurants, so they settle. I'm not a fan. I like tacos. Love tacos. But I have a problem with tacos that seem to be recooked. I'm definitely not a fan of charred tacos al pastor. Seriously, the last 2 times I had them there I felt like I was biting into carbon, they were that charred. Same for the carne asada tacos. I stopped ordering tacos and then switched to the tortas. They were just "meh". No big deal. Unless I'm invited to go there and have no choice I don't visit this restaurant. Maybe I have to give it another open-minded shot. Who knows. read more

I have been going here for years and up until now I have had zero issues. Im guessing they may have hired new cooks but my question to everyone is- is it normal to have gorditas filled with literally JUST meat?? I've been ordering this for years from dozens of Mexican restaurants and no one has ever just given me a Gordita with just meat. I'm talking no lettuce, no tomatoes, no beans, no cheese, and no sour cream. Which are all typical toppings. I placed an order and specifically asked if the Gordita included toppings and the girl on the phone said yes so I placed my order. The reason i asked because the previous time i ordered Gorditas from here, it just had cheese which i was annoyed by, but i figured it was an honest mistake and at least i had cheese. But this time- When I get home and opened my container, it was literally a Gordita with just meat. I called and the same girl who placed the order, said the gorditas always come with just meat. Even though when I placed the order- she had said it came with toppings. It was a busy night and I understand they were most likely understaffed but who in the right mind is going to eat a Gordita full of just meat. read more

I have been coming to this restaurant for more than five years. Recently the food and service has been horrible. Within the last week I have been to this restaurant twice. On Saturday I was seated they took and provided our drinks, no chips, no salsa, no return to take our food order for 30 minutes...we left. Today I went for lunch. I ordered two items and dirnks...they only brought one of the items after 45 minutes...I paid and left...and once again no chips or Salsa. I'd heard locals say that Toluca's is the place to go, so I've tried them twice now. I had flautas the first time, which were good, I guess, but not memorable. The second time, I ordered steak tacos with onion, cilantro, and avocado. They arrived with lettuce and cheese. Service isn't great, but it's also a busy restaurant. My father said that Toluca's had the best menudo he's ever had in the USA. The atmosphere is nice and it seems to do a great business. The downside is the mariachi (?) band that continuously circles the room and serenades tables. Maybe it's supposed to be charming, but it's really bothersome and obnoxious. No one wants to dig into a plate of food with a full group of men hollering and playing instruments. Put them on a stage or in a corner.
