As I am writing this review, I find it difficult to relay my experience in a non-emotional way, especially since, from the very beginning, it has been quite terrible. Looking back, I wish someone had warned me in a similar fashion. A quick note before we get started, don't let the 5-star ratings on Google fool you like it did me, at least 20% of the reviews have been written by employees of The Harvey/Bozzuto aka conflict of interests.
To start, here are some things I like about living here: the common areas are well kept and thoroughly cleaned. Everything looks brand new. The front desk staff are polite and attentive. The location is pretty good, close to the downtown area.
The not so good part is the noise levels and nuisances that prevent quiet enjoyment of the apartment. The walls, ceilings, doors, and windows of the apartment have poor noise insulation. I advise you to only rent a top floor apartment if you really want to live here. Otherwise, you might find yourself experiencing the same living hell that I had to endure during my first month at The Harvey in a 5th floor apartment.
As luck would have it, my upstairs neighbor was a heavy walker/stomper and amateur guitarist/singer. I could map out exactly where he was based on the noise/vibrations coming from the ceiling. It was so bad that the vibrations produced by his walking would travel all the way down to my floor and would sometimes vibrate bowls and plates in the kitchen area. Not only that, but he seemed to be a night owl, at times moving around himself and furniture between 10 PM and 6 AM (within the "Quiet Hours" outlined in the Lease). Armed with plenty of evidence of various noise violations, I reached out to management for help with the issue. I even offered to go through the tedious task of moving out of this apartment to a top floor unit. The manager said it would be my choice to move and that I would have to pay a $1000 penalty fee. My other option: break the lease and pay two month's rent after only being there for a few days. As these options were extremely unfair (and, as I later found out, misrepresented), I was forced to endure the noise violations, sleepless nights, and extreme anxiety for three more weeks while keeping a log of each noise issue faced, all while working a full 8 - 5 job (thankfully, I discovered the power of noise machines that helped me get a few hours of sleep during this time). Finally, after what felt like an eternity in this sleepless nightmare, the manager, presented with my log on a pretty much daily basis, decided to allow me to transfer units to a top floor without a penalty (and without a single apology). After receiving the lease for the new unit, I noticed there was a 30-day guarantee addendum included that was not included in the first one (the effective date of the addendum makes it seem it should have been included in the first lease). This addendum would have saved me 29 days of torture and inconvenience, but the manager failed to mention it once.
Now that I've moved to a top floor unit, it is a lot better, but not the "luxury living" they advertise. You'll hear your neighbors when they have their TV on, speak, laugh, or even sneeze above normal levels. You'll hear doors slamming and key fobs clanking down the hallway. You'll hear people thumping around. You'll hear noise from the construction and nearby streets (yes, you will hear everything happening outside, even people talking on the street level ... 6 floors down). read more
