I initially hired them to remove a poorly…read moreinstalled concrete patio, but after speaking with Joshua (the owner), I decided to go a step further and have a new pea gravel patio installed along with a step under the door. I also had some brick repairs done on my retaining wall and had the driveway seal coated. Every part of the project was done with care and precision. The work was impeccable--they even worked through Memorial Day to make sure everything was completed to my satisfaction. Joshua takes immense pride in his work and it shows. He thoughtfully assessed what needed to be done and consistently went above and beyond to ensure the results not only met, but exceeded my expectations. After a previous bad experience and almost being scammed by another so-called "contractor," I was understandably cautious. I asked a lot of questions--so many that I even annoyed myself! But Joshua answered each one with patience, professionalism, and kindness. His passion for his work is obvious, and it gave me so much peace of mind knowing I was in good hands. If you're looking for a contractor who delivers high-quality results, values your satisfaction, and truly takes pride in their craft, look no further than Trout Concrete. Don't hesitate--they are prompt, thorough, and genuinely committed to doing the job right. I absolutely plan to work with Joshua and Trout Concrete again. Next up: repointing my steps and possibly creating a new path in the yard!

It was supposed to take 2 weeks. It took him 3 months. I would not recommend him. I don't think he's ready to start his business yet. The one loyal worker that worked with him. Martise was very nice. Josh was rude to him at times mortise work very hard. Josh would go off for hours saying that he was getting supplies and would come back. Hours later, only to sit down to get on his phone. Some of the work he did. I was happy with at first but towards the end, he got sloppy things that I asked them to do. He wanted to do his way, and that's what the customer wanted. I paid him a lot of money, never late when he asked for money, he said in his contract. He wanted the money when jot was completed. When he got money before the job was completed. And I'm still not happy. I tried to be patient with him. Knowing that things do come up things do happen, but he took advantage of my kindness. He left electrical wires exposed in the rain and told me that it would be okay, really. The amount of money that I paid him. I should have been satisfied. I think not.

    I am filling a complaint against Chet Turner the owner of Quality Measure due to taking money and…read morenot perform and completeing the framing, demo, and the delays in permitting were caused by his failure to provide the required subcontractors license information, which was necessary to amend and proceed with the permit application, as discussed during our verbal phone conversation. Additionally, given his experience working with the permitting department in Baltimore City, as the General Contractor, Chet was aware of the subcontractor license requirements necessary to advance the permit application. Incomplete framing work that does not meet code and would not pass inspection in its current condition. He told me everything was done, but I have photos that say otherwise. There is no framing for a closet in one of the upstairs room, non of the first floor framing was done, the basement has old original framing in some ares that are not even attached to the foundation, the left wall has no framing at all there was no framing for a closet in the basement room, yet he told me multiple times framing was completed. Incomplete demolition and failure to remove debris as agreed upon. The backyard has the whole inside of the house thrown in the yard instead of being thrown in a trash truck and removed from the property. I had to tell him the basement furnace and sink needed removal. They left all the old, rusted pipes in the basement instead of removing them with the demo. I had to tell him to remove the moldy insulation from the basement ceiling. This was after he told me the demod and mold remediation had been completed. Lack of communication and follow-through leaves significant aspects of the project unaddressed. No work was initiated on the windows; therefore, I requested a full refund of the $2,000.00 labor cost for installing the windows paid on July 15, 2025. I canceled the contract on July 16th and paid for the materials directly through Lowe's. A 35% refund of the framing costs and a 25% refund of the demolition costs are requested due to the incomplete and substandard work provided. This was a long 7-week unfortunate business arrangement as I was lied to about everything, and they must have used my money to fund their project, which was being renovated while they were supposed to have been working on my home. All I want is my money back for the labor windows cost that was never installed, a portion of the demo cost since that was not finished, and I paid him in full, and I now have to pay someone else to finish, as well as the framing that is nowhere near finished. Chet sent me pictures showing it was finished, but only sent pictures from a certain angle and only in some rooms. I could see it was NOT complete when I went to the house in person. I have multiple emails and texts of my many complaints asking him to finish the work. The next stop is the courthouse if that's what it takes to get my money back. I feel ashamed that I let this guy take advantage of me, knowing this was my first project and how much this meant to me, as it took a long time to get the home.
