But now I'm very happy that Sam decided to take on the job and develop the structural calculations and drawings for removing a load bearing and shear wall at my Condo. The Project started in September 2025 with initial submittal of permit application package to the City. It went into construction about four (4) weeks ago and was successfully completed today (5/8). During the process, we developed trust for each other. I contacted Sam numerous times for questions, problems and consultations and he was always responsive. He and my architect friend worked together to develop the initial design but had to modify it to overcome a major obstacle that came up during the construction. He came over for construction observations and gave instructions to the contractor how to strap the beams together for maintaining structural integrity of loading and shearing. His fees were much lower than another builder whom I also got a bid from, and his approach to things was much simpler and yet conservative to that from the other firm. I told Sam, whether it is good or bad, I don't usually do reviews for others. But for him, I will do one. I'm thankful to have a great team of Sam (the engineer), my architect friend, and excellent construction crew to help me complete this project.

On Wednesday of that week he emailed and said September 29th and was mainly concerned about his travel time. If you don't have a job near Newhall do not call this flakey, irresponsible, unprofessional, want to be Engineer.

LICENSE SUSPENDED: Avoid This Contractor: Failed to Comply with CSLB Arbitration Award…read more I am updating this review to warn other homeowners to check the California Contractors State License Board (CSLB) records before hiring LA Structural. As of March 2026, their license has been officially suspended due to their failure to comply with a legally binding arbitration award. On October 22, 2024, LA Structural requested and collected full payment for the second contract (permit acquisition for all work listed in the first contract) before any permit-related work began. Note: This is a violation. Despite full payment on November 26, 2024, none of the required permit finalizations occurred as promised, and the contractor stopped all permit-related work. Required tasks--such as coordinating inspections, correcting the soil compaction report rejected by LADBS, and managing final permit approvals--were not performed by LA Structural and were left entirely to me. I spent the following five months working directly with LADBS and city inspectors to complete these tasks. During those five months, I identified two defective areas of work. First, the soil compaction report was rejected due to LA Structural's circumvention of requirements. LA Structural hired a deputy instead of a third-party geotechnical engineer, bypassing the grading inspector's requirement and misleading me as the client after charging an additional fee for this engineer and report in November 2024. Consequently, in February 2025, Inspector Bonvouloir officially rejected the report. Later, Clark Inspections--the subcontractor hired by LA Structural--emailed me stating that LA Structural planned to use their in-house engineer to revise the soil compaction report, again attempting to bypass the requirement. I ultimately had to redo the soil compaction report through a licensed geotechnical engineer and resubmit it, after which it passed the city's review. The second defective work involved the drainage pipe and was documented in the CSLB investigation report. After 13 months of CSLB mediation, investigation, and site inspection, a mandatory arbitration hearing took place on January 22, 2026. The arbitrator ruled in my favor and ordered payment within 30 days. LA Structural failed to comply, resulting in their current license suspension. Notably, prior to the issuance of the stipulated arbitration award letter, the contractor repeatedly attempted to have me sign his own private settlement agreement--non-CSLB documents with terms that went beyond what had been agreed upon at the hearing. Don't sign it! I later learned that this is a common tactic contractors use to remove CSLB from the matter. Per CSLB instruction, I filed a claim with their bond company, Jet Insurance, to recover the awarded payment. Despite their written commitment on February 11, 2026, to issue payment if the contractor failed to meet the CSLB deadline, Jet Insurance instead extended the deadline to March 27, 2026, stating that "the contractor intends to make payment by this week." LA Structural failed to meet this extended deadline as well. On March 30, 2026, I received an email from Jet Insurance stating, "Attached is the Final Release and Assignment of Claim agreement, relating to the claim...In order to issue payment for this claim, Jet Insurance Company requires the attached agreement to be reviewed, physically signed and all pages returned." It has taken 16 months to recover my funds for their abandoned and defective work since their collection of full payment. Based on my understanding, when a bond company pays out a claim, the contractor's license remains suspended until specific legal and financial requirements are met for reinstatement.

Two men came out (in different cars), did a perimeter assessment, and used what seemed to be a leveler gun that they used in the sloping area, and quoted me 9K without even stepping a foot under the house. I found that odd since I would think you would need to assess the actual structure/foundation of my home, especially if you're recommending to hijack it up. They asked me about my home inspection and what they found. I forgot- I had used LA Structural for the home inspection when I purchased my home in Aug 2022. So I thanked them for their time, and contacted LA Structural. When I contacted LA Structural and requested a consultation, I mentioned that I had the report and that they wanted to see it. They said, Nope, we'll look at it with fresh eyes (Green flag #1). Brandon came out and asked me a few questions. I showed him the area, and he didn't hesitate and said he was going to look under the house to see what was going on. Brandon put on his suit and mask, then squeezed through the narrow crawl space under the house. When he came out, he gave me the rundown. He explained that there was nothing wrong with the structure/foundation of my home. However, if I wanted to replace the posts and piers under the house with concrete piers, I could do so, but it wasn't necessary. The sloping area of my home was caused by an old furnace that was still there, which was settling slightly. What I could do to fix that would be cosmetic. He gave me a cost range, which was similar to the original assessment LA Structural had quoted me a few years prior for the piers and posts, off the top of his head - so I knew, right then and there, that I was given a fair assessment. And if you're thinking, "Oh, they just looked up the report before they headed to your home," nope. Because they called me shortly before my appointment, asking if they could see the report, as they couldn't find it (I remembered I used a different email when I had the inspection done, sorry guys!). When I was asking a few questions, Brandon explained what was happening and what to look out for in the future. I forgot to mention, Brandon is an ENGINEER. So, his foundational knowledge is rooted in academic learning and practical experience. Without hesitation, I recommend LA Structural. They have been consistently fair in their assessments and didn't try to push or suggest something that I didn't need. Thank you, Brandon and LA Structural, you saved me thousands!

Later, "Jacob" called me back later and expressed condescending concern that I had ONLY a $150K budget. I told him that's where the budget starts, not ends and asked him what the true cost was. He responded back that it's between $300 and $450 a square foot. So I told him, "Okay, if my calculations are correct, if I go with $350 a square foot so I'm not at the rock bottom, and I multiply that by 600 sq ft for a small ADU, that is roughly $210K for a price starting point with your company?" "Well no it's not exactly... "Then what did I miss?" "Well there's all sorts of other things blah blah blah..." Overall the tone was condescending and he made it clear that I didn't know what I was talking about, when in fact I have 15 years experience as a home designer that designs and budgets facelifts on houses that are about to go up for sale. I have dealt with contractors for many, many years. Eventually I got fed up with his tone and told him to cancel the appointment. As my grandma always said, you'll catch more flies with honey than hot sauce!

Yevgeny handled everything on the structural side--full plans, detailed calculations, and getting permits approved by the city--which made a complicated process feel much more manageable. During construction, he visited the site several times to check the foundation, framing and was always available to answer questions when things came up. What stood out most was how approachable and easy Yevgeny is to work with. He's knowledgeable but doesn't overcomplicate things, and he takes the time to explain decisions in a way that actually makes sense. I received a letter from STEN Engineering in September, it said that I needed to take care of soft story on my property and it made me realize that I can't put it off any longer. I called the number and spoke to Evgeny who left his card with the letter. He arranged a time for me to meet with his partner Tomik at their office to discuss my building. It was a lengthy conversation, but I felt they were very attentive and captured all the information I conveyed. Two weeks later they had all the plans drawn up. When we moved to Oxnard, California two years ago, we did not realize that the parking rules would…read morebe so restrictive. It did not take long for the HOA to make it clear that we had a problem. After a few letters from the HOA delineating the parking rules for both the driveway and the street we searched for a contractor who could remodel the garage to accommodate our 24-foot Sprinter Van. After researching a few companies in the area, we decided on Atlas Builders and Development, Inc. and we were happy to sign a contract with Jacob Lankri, the owner. The first step was to decide on the basic design package. Once that was settled, we submitted the engineered plans to our HOA. After many months of wrangling with the HOA, Gilah Lankri, the project engineer, was able to produce engineered drawings that met the HOA's aesthetics and expectations. Jacob and Gilah submitted the plans to the city of Oxnard. Unfortunately, it took the city of Oxnard a frustrating 10 months to review and approve the plans. All the while, Atlas Builders and Development, Inc. stayed with us determined to get approval. Once we got approval to begin construction in December 2024, the demolition of the old garage was accomplished quite quickly. Even though we hit a snag regarding the Southern California Gas Company line, we eventually got approval to relocate and replace the line which delayed the project 5 weeks. Finally in March 2025 construction of the new Garage began in earnest. Jacob's team, led by an amazing foreman, Edgar, constructed a new elevated ceiling in the garage with new rafters and support beams as well as new tiled roof. The inside of the garage was completely refinished with drywall, texturing and fresh paint. New and improved lighting was installed in the garage along with assorted electrical outlets. The finishing touches included a new door to the backyard, matching the epoxy surfacing on the garage floor and patching preexisting holes in the walls. Outside, new stucco and siding had to be applied as well as painted. The disconnected solar panels and rain gutters were expertly reinstalled. In addition, an area of the driveway had to have pavers reinstalled looking better than before. I addition to the garage remodel project, Atlas Builders and Development, Inc. procured and installed a new sliding glass door complete with a doggy door for access to the back patio. I came to Lawrence's company with plans from a prior architect that were a total mess. The plans from the prior so called "Architect" were ripped to shreds by LADBS, because they were "substandard. These plans as designed made the project extremely costly. Lawrence and his staff, Jewell in particular, quickly got the plans up to par and the cost of the projected plummeted. The plans also passed LADBS with relatively few hitches. When picking an Architect the most important factor is to get a cost effective structural design that complies with all building codes and yet meets all of your design needs. Lawrence met and exceeded all of these factors for my project. As far as the overall project design, he maintained the style of the neighborhood and my taste. The area that the project is in is a Residential/Agricultural Zone in Woodland Hills that was once farm land. While people in this area try to put a Mediterranean Villa style design or as one of my neighbors adjacent to me has a 70's stucco/90's space age/Chinese zen style home, with this in mind Lawrence and I set out to retain the "farm" style of the area and stay away from these other trends. For the additional living quarters and garage, we ended up designing a barn with wood siding and a highly efficient and beautiful metal roof that gets compliments from neighbors and passerby's. The height and style in fact matched another neighbors barn adjacent to me. Basically the barn fits right in and is far from an eye sore. I hope my neighbors follow suit with this design. The main home at the front of the property is also a farm style single story home that he designed to retain all of the original charm that the original farm home has. He designed it to be a single story farm style that again matches our neighborhood. This design utilized a lot of the key features and spaces that I loved about the existing home and simply made it better. It also is going to save me a lot of money as we are retaining these spaces.
