HORRIBLE COMPANY - DO NOT RENT FROM THEM! ZERO STARS!!!! I have lived in one of Star Management's mobile home parks for 18 years. We own our mobile home but rent the land, and we've always paid rent on time, except for maybe two occasions about 10 years ago. We pay via automatic credit card payments every month, In early June, my husband checked the account on the 3rd. The balance showed $0.00, so we assumed the payment went through like every other month. Turns out, one of their employees supposedly posted someone else's payment to our account, and we were hit with a three-day notice to pay or quit on the 7th (which we didn't even see until the 11th!). We put a money order in the drop box on the 14th to cover it. Then, a week later, we received a notice that we had 60 days to sell or vacate our mobile home. Let me tell you, not a single home in this park has sold in 60 days - the rent is outrageous at $2,828 a month! We're paying all this for nothing but dirt. We tried to contact Tracy Leek, an agent for Star Management, but her notice included no phone number or email address, just a name. We called Star Management directly, but her name isn't even listed in their directory. We wrote her a letter, but guess what? No response. Now that the 60 days have passed, we were served with eviction papers. After living here for 18 years and paying rent 212 out of 214 times on time, this is how they treat us. We have two children, one of whom is in junior high and struggles with change. Do you think Star Management cares? Not at all. Avoid renting from this company at all costs - they are greedy, heartless, and impossible to deal with. read more

If I can put 0 star, I would not hesitate even a second. Be careful when you rent property from them. They have extremely bad customer service and will over charge you for some stupid reason. I rented a unit from them last year and paid my rent on auto pay service. When I sent a 30 day notice of moving out, they even double charge me for last month. It took almost 60 days after that and a letter to threat to sue them I received my money back with a charge for late payment. All I did I ask if there were any rentals in the park and she wouldn't tell me. ..like she was rushed to do something else. If you can't be a stellar homeowner, ie, if you let your yard go, or you can't keep your rent paid on time, if you have a hardship, Star will come after you hard, which is their right, of course. just a warning. They don't play fair. for example, if they want you to clean up your yard, they give you a very short notice, like 5 or 10 days, but if you want them to approve your exterior paint color, a new fence, a ramp etc, allow 3 or 4 months and daily follow up. We've had to fight them tooth and nail to repair the diverter valves so that if there were a water outage, the whole park of 400 homes would not be completely cut off of water. Fire hazard, ya think? They got away with raising rents anyway. Our on site staff is a joke, total robots. Everything has to go through corporate. Evil empire only out to puff the bottom line for their investors. A neighbor has eviction notice, yes he deserved it but wants to make it right but they won't let him...why would they....they can squeeze him out for pennies on the dollar then rent his house out for triple what his space rent . read more

This is an unprofessional, opportunistic management company that has no business running any senior community. Since taking over the Tramview MHC, they are unresponsive to complaints and engage in self serving policies to the financial detriment of the residents. 'They engage in calculated delays in sale approval over minor cosmetic issues to the extent that seniors are walking away from their mobile units. Star Management then takes over and their staff realtors sell the properties with minimal delays. Meanwhile, this predatory company allows the park to fall further into disrepair...there have been dozens of water turn offs (including during 120 degree heat wave) because they only undertake minimal, patchwork repairs on the water pipes. 'They have an endless turnover of employees and so they excuse their callous disregard of the residents complaints and well-being by playing the self pity card with a myriad of excuses: that they are short staffed, that the new staff is unfamiliar with the procedures, that they are too busy. it's always something...its never that they are engaging in such outlandish opportunistic practices Well, they are very bust....busy exerting undue pressure on residents to surrender their homes to management. read more

zero stars, i live in Ojai, Ca Del Francia mobile park managed by Star Management, the Manager Jenifer is racist , unprofessional, lies, and does not care about the tenants, i have put a improvement plan and followed the rules, 7 months later still no permit to add a shed per the State of California, that is perfectly legal. The person Adam Hove does not do his job, he has been reluctant to approve countless of permits for any hispanic or persons non white, he appears to drag his feet on the approvals which are all legitimate. It seems only the tenants that they prefer get timely approvals. My next step will be to take legal action against Star Management for the discrimination tactics they are employing. read more

My great grandma gave my grandpa a property in California and he sold it to relocate to knollwood village in Santa Maria at the time it was under a different management and it was a good purchase and well maintained and the policies were reasonable.... Anyway my grandparents wanted to pass the property onto my dad to keep the family property going and investment going back to my great grandma. Then all of a sudden star management took over and is making everyone buy the ground for 250,000 and more the prices of the ground and houses surprisingly fluctuate and HOAs and THIS MANAGEMENT constantly change their rules and when my grandma was alive the space rent was being paid and their company is so unprofessional and off track the checks were going everywhere. If things weren't bad enough my grandma passed after being sick for a long time and after our grieving ,funeral and funeral expenses and dealing with family their condolences questions concerns etc. Star management calls us and tells us that my dad has to buy the property because although he was on the paperwork he is considered a new owner and no one has 250,000 +laying around so we have no other choice but to sell. And because we been trying to empty the house and notify everyone my grandma has passed space rent has been adding up and now the management has told us to hurry and pay back rent even though no one is living there because legally no one can we have like a week to resolve the issue else we lose the ability to sell the house according to them, the real estate agent suggests otherwise which tells me star management is ruthlessly and unnecessarily bullying my father or changing the rules again to suit their fluctuating motives . Anyway what I'm trying to say is that if you want these type of games to happen to you and everything you or your family has worked for to be taken away. JUMP RIGHT IN BUY A MOBILE MODULAR HOME!!! They'll charge rules and policies on you as they please. For the integrity of yourself your dignity DO NOT BUY HERE!! It'll be a headache and heartbreak that'll last forever!! And every time we try calling the management we get ahold of a woman named Robin who is like a Jack of all trades and never points us in the right direction. Rancho La Paz Mobile Home Park: There have been at least 24 stress related deaths as there are 400 mobile homes in this park and his intention is to get owners out so he can buy the units and rent them out himself (his answer to making even more money from the people who thought they were in their final home for their lives.) Actually a -13 rating ! Star Management should NOT be in the management business at all. They will not post utility discounts or applications in the mobile home park (or write a sentence on the monthly rent statement) and we are a 55+ community. Unfortunately management reads the gas meter - not SoCalGas. And when you receive a CARE discount (an IMMEDIATE discount - rule #739.5 with the CPUC) they wait for six weeks to apply. And my Medical discount - they have refused to apply to my gas bill since Feb of last year - they "are looking into it". Last month they said they would send me a detailed statement showing both discounts and make their statements understandable. I'm waiting..... PGE instantly applied both of my discounts on my electric bill last February when I was approved - not Star Management for the gas. I really enjoy the mobile home park, but when you have a management company with a 1.3 rating - come on folks. I'm not alone. Am unable to walk at night for there are not enough lights - VERY dark streets! I have been in and out of the hospital recently and very ill - I don't need this sheer harassment and aggravation from them. I sure hope things improve soon. They NEVER respond to anything, they drag their feet on all repairs and they just keep upping the rent. My husband and I are residents at Rancho San Luis Rey Mobile Home Park, in Oceanside, CA. We would like to compliment Sierrah Saldivar, a member of the Star Management office staff, and Jesse Espinosa, park manager, for outstanding customer service skills. We wanted to have a storage shed installed on a cement pad in our back yard. Before the Covid-19 crisis that would have been a simple process, as we would have been able to go in to the office, submit paperwork, and check the status of the request. The Covid-19 lockdowns presented a new situation, requiring all contact to be by phone or email instead of in person. Sierrah went out of her way to help us. With clear communication skills, in a friendly, helpful and positive way, she explained every step in the process. She followed up with phone calls and her actions helped the process to move forward. We also appreciate the fast response and actions our park manager, Jesse Espinosa. He was quick in responding to our phone calls and emails, and we received the final approval for our projects in record time. Star management company took over Rancho San Luis Rey in Oceanside, where my mother lives, at the beginning of 2020. RSLR is occupied by MANY veterans and elderly on fixed incomes. When Star took over the clubhouses etc were closed due to COVID. Prior to being closed the clubhouses would host monthly breakfast and holiday celebrations like the raising of the flag on Memorial Day, Veterans Day, etc. Now that the clubhouses are able to operate again the "property manager" Sara Chase was asked if ONCE a month she could open, or make arrangements to have open, the clubhouse at 6 am so these resident VOLUNTEERS could get in and start prepping for breakfast which they begin serving at 9 am. Sara told them NO she is not waking up at 6 am on Saturday, they can get in at 9 and start service at 11. Really? Most of these residents have had limited interaction over past year and half because of COVID, not to mention that many are Veterans and many on limited income. There are many ways to handle this situation, a flat out no is ridiculous. In addition, once the residents were allowed back into the clubhouse they found that all the books in library they created had been THROWN AWAY! In addition to a ping pong table. These are just a FEW of the horrible things they have done. This place is HORRIBLE! Star doesn't care about their residents, Veterans or the elderly. How can you have a tag line of "Value in housing - Integrity in Service" and treat people this way? It should read " We worship money and if you love and care your parents or grandparents never move them into anything managed by Star" And SARA CHASE should be FIRED immediately ! And Star needs to do a better job training and/or hiring their property managers. read more

Our experience with Star Management has been terrible. They increase the rent as much as possible and whenever possible. They do not reply to emails or calls. They take a completely ridiculous amount of time to approve any kinds of proposed improvements. They make it very difficult to sell your Mobile Home by creating hoops like new buyers having to interview with them. Buyers often pull out of their deals because it just takes too long to get approval as well. There is very little maintenance done throughout the park. They also refuse to make simple changes like providing a little dog park for residents so there is often dog poo and pee all over the park. The gate to the beach hasn't locked in years. There are very few guest parking spaces in the park despite a large and spacious area in the back where they could create additional parking spots or a dog park or both. Furthermore, the office managers are great but they are provided with little to no information or power to make decisions or improvements. So they basically are hired to make excuses for Star Managements horrible communication, extremely slow processing of anything, and appease you so Star Management doesn't have to deal with you. They offered a Long Term Lease to all residents last year and never followed through with it. They do not respond to emails or calls regarding the Long Term Loan and tell the office manager to let us know they are getting more info. This management company would get less than one star if that was an option. I truly don't understand how they can treat our awesome community this way. If there was a lower rating, I would pick it!! Star Management is blocking the sell of our daughter/son-in-laws mobile home. They had a buyer, who has lived in the park for 5 years and he makes lots of money. He is self-employed so Star Management says he doesn't qualify and they denied him the purchase. He even has a co-owner and they didn't even run her papers through for approval!! My daughter and family have already signed papers to buy another mobile home, because they needed a 3 bedroom, with 2 growing children. Star Management is devious, and absolutely doing everything they can to block my daughter's family from selling their home and moving....and it is so stupid, because Star Management was planning to charge the new buyer so much more for space rent. I don't know if Star Management "owns" the park too, but if they work for an actual property owner, that owner should be furious about the way his tenants are being treated. This is the worst company....they do not care who they hurt, or how inhumane they behave to good people, just trying to live this life, which is tough enough. Mike Cirillo is President, but I have to wonder if he knows what is actually going on over here at this property. If he doesn't, how do we reach him to let him know how tenants are being bullied and crushed at every turn??? Isn't there laws to protect mobile home owners? We don't even know where to go for any kind of help to solve this. I am pretty sure Star Management has no intention of letting them EVER SELL THEIR HOME, and instead will just raise rents continually until every one living there has to give up and move away, being forced to just leave their homes. I believe that Star Management plans for exactly those things and they are counting on it. Then, they have those old homes demolished, bring in Tiny Homes that won't be for sale....only for rent! Had some issues in the past and Katherine has always help us remedy all issues, concerns and questions. She has been a stellar park manger! I just felt it was necessary to give a complement to her. Too often we complain about things and are less likely to offer a complement. Recently, I had to work with Katherine on a few things and she's been great. After 9 home offers to sell our home, and the second cash offer, the couple really wanted our cute home, so they put up with a lot of unnecessary harassment from Yuki for park approval, even though they were cash buyers! Yuki continued to say the paperwork was incomplete, making up new requirements weekly. One offer, we were even informed, through the buyers, that our window a/c unit (which was in compliance for two years and was placed for medical reasons), was no longer acceptable and the application couldn't go through unless we removed it in three days (the letter was not dated). We tried to respond, but the park ignored our response of medical need! We had to remove it if we wanted to sell. In my lay opinion, this park walks the legal line, tipping towards illegality! I was a Tennant in one of Star Managements properties, Loomis RV Park, in Loomis Ca. When i became a Tennant, i paid a hefty deposit which is normal and i was told i would receive it when i left. After being their for a year I gave the necessary 30 days notice and hired their maintenance guy to clean my space when i pulled by RV out. He did a great fantastic job so i even tipped him.. Well the local management said that Star would send me my deposit refund in the mail. It's been over a year now and still no refund.. I have called the Loomis RV park people and they refer me to Star Management. I have left over a dozen unanswered/ignored messages with Star Management and they never respond.. These people are complete crooks. Do not trust these people. read more

Star manages a senior mobile home/manufactured home park in Camarillo and a Family mobile home/manufactured home park in Oxnard. They do the minimum required if they can get away with it. If owners don't force them to review the annual space rent increase with a Camarillo City Council review [not sure what they do in Oxnard], they will just continue to increase the space rent as high as the state of California will allow. They have to be reminded to repair facilities that your space rent pays for. The Camarillo park offers you the opportunity to rent mobile/modular homes there but renter be warned -- the security deposit you place with them will not be returned in full. You may wait a long time for repairs. Tell the park manager what needs fixed for any and every item so it can be fixed or you will be held responsible for it. You can leave the unit in perfect shape and your deposit will NOT BE RETURNED IN FULL. Some residents there have to choose what medical prescriptions they can continue or if they can have pets to keep up with the space rent requirements. If you can, buy a unit elsewhere where you own the property underneath the manufactured home -- at least that is controlled but it is expensive to do in CA. read more

Star Management was the property management company that managed Bayview Mobile Estates up until May 31, 2020. All I can say is I am so grateful that they are gone! They don't do anything even after you are told to write a written complaint over and over. They move at a snails pace on some things. On other issues they don't move at all. Many of their on site managers that worked here either leave or get fired shortly after they arrive. We have a new management company since June 1st and during the first two weeks they got rid of the dumpsters that were costing each resident $40 a month because of dumping fines, etc. Star Management wouldn't address this one issue in over 4 years. They made excuse after excuse. Their last excuse was that it wasn't a priority to the property owners. They showed that they didn't care about the residents over and over. If I were to rent or own another property that was managed by Star Management I would run, not walk the other way! read more

If I could give ZERO STARS I would!!! I have NEVER experienced such poor/dishonest management in my life! The current park managers are difficult to contact, do not answer their door, and do not return return phone calls, texts or emails, unless they happen to be from their "favorite four". The current managers have four cars, two motorcycles, two golf carts and a trailer occupying guest parking, and the parking of OTHER residents. They seldom pick up after their dog. The pool and bathrooms are often closed hours earlier than posted. There is visible wood damage and dry rot on the club house, missing downspouts on the laundry room rain gutter, broken fence boards... Star Management goes out of their way to interfere with the sales/purchases of mobile homes on the resident properties they manage. Things that are not even legitimate violations will be presented to interfere with the close of escrow, until the sale is lost. Often times a VERBAL approval has been given for a change, but park management, and Star Management NEVER follow through with written approval, so in the future that item can be listed as a violation. They make obvious, beautiful, non-interfering improvements be removed, so the property value DROPS for a sale. If Star Management OWN's a mobile they are renting out, THEIR rental will have several VIOLATIONS that WILL NOT be fixed. They PROMOTE tenant harassment, and give unsubstantiated violations. Star Management employees at the Santa Ana office DO NOT return phone calls or emails. (I applied to put in a shed and an aluminum awning back in December of 2015, it is now February of 2018, and I have yet to receive a response) A petition with 15 resident signatures is being submitted to the PARK OWNER in an attempt to get rid of Star Management and bring in a good, qualified management company. read more

Since taking over the management of RSLR mobile home park in Oceanside. Star has proven to be a totally uncooperative, non communicating and uncaring managing nightmare. Locking the front office to all in our community, while claiming 24/7 service.The review from Tom and Valerie Brannon is a joke. The only reason she posted a positive review is because Star finally after months of requesting, finally gave them the okay to build their shed. It is a ploy and self serving review. Even before it was official that Star would manage, Valerie ran around our street telling anyone who would listen, what a vile and distrusting company they were. Telling everyone to beware and to read all the negative reviews on-line No one in our community sees this positive review as truthful, but only the Brannons attempt to "look good" in the eyes of Star. They are selfish individuals, only concerned about their own needs and now our latest social pariahs. read more

Not compliant with Fair Housing Act. We were denied for a cottage without them even running our credit. We have above average credit scores and make 4x the income than the rent. However, we have 2 dogs that are registered ESA. We were denied with no explanation. read more

She said with the whole application everything is taken into consideration. NOT TRUE. Only info they want is your credit score that's it. I asked her if she could tell me who my employer was..? She had no clue... Also asked well what did my references say? No clue again because she didn't even call them !!! If your wondering credit score is in mid to high 6s not perfect but no 500 score.. We are the 5th couple to get denied. What this place wants is to monopolize the trailers in they're community and force owners to sale. I smell a law suit in the future! read more

This place is just awful and doesn't even deserve one star. Customer service is awful as well. Did not properly screen applicants on a rental after applying got a letter in the mail stating the reason was don't make enough to cover rent & fees when pay stubs showed literally 4x the rent amount. Proves they didn't even look at pay stubs or any other info provided . When asked why they didn't call references there was no explanation other then being snobby and rude! Run far away from this place a complaint has already been filed with the better business bureau and I can guarantee someone will be suing this company in the near future for there discriminating tactics and unethical procedures. read more

Zero---- I feel sorry for the sellers. I've been declined twice with no real reason. I offered to pay the lease up front for a year, I put down 40 percent. Still declined. Yuki never replies and no one would give us what financial expectations were expected. Our seller has been trying for over 6 months. He had to keep reducing it and it's beautiful. There is something going on here that's crooked. A friend is going through this in San Diego. The rent increased from 600 to 1500 in 6 years. The elderly can't sell them so they lose them and the park buys it. They are monopolizing. I started to think it was shady when I couldn't get a response from anyone there. The office "knows nothing, sorry". Look up 2015 court case. The park tried to fight it. The land will be up for purchase and the park will own it all. Horrible place, thankful I didn't get in.
