There must've been a problem with paying the electricity bill because the place was not adequately heated and it was zero degrees outside.
The decor was tired and dingy. Dust was accumulating on the light fittings.

The service was hesitant. We had to wait a considerable time to be noticed; when eventually we were noticed there was a somewhat grumpy girl took our order served us. A more cheery girl served
There were only two tables with guests, a worrying sign on a Thursday night.
On the positive side the food came quickly, was warm and the portions handsome. The wine was mediocre but no 'by the glass' option on the very sparse wine menu.
The price was low which might explain a lot.
