Document EVERYTHING for this one, insist he responds to all your request and get EVERYTHING IN WRITING. GET RECEIPTS after all purchases, because his delays are refusals, he saves receipts you paid for purchases you paid for items and supplies for his taxes claiming they are his property, he will also claim unused supplies and take take it all without asking.
