I booked Dr. Jean P. Simon through Zocdoc because his profile showed that he accepted my insurance. That was the main reason I chose this office. However, when I arrived for my immigration medical exam, the office suddenly told me insurance would not be accepted for this service and required me to pay out of pocket upfront. Later, I received a separate LabCorp bill. This feels like a classic bait-and-switch billing practice: advertise insurance acceptance online to bring patients in, then tell them at the office that insurance is not accepted, collect cash upfront, and later let them receive additional lab bills. What makes this worse is that other public reviews describe very similar experiences: upfront payment, unexpected LabCorp bills, insurance confusion, and no clear resolution from the office. This does not look like a one-time misunderstanding. Immigration patients are already under pressure and often unfamiliar with the U.S. medical billing system. A doctor's office should not exploit that confusion. Everything should be disclosed clearly in writing before the appointment: whether insurance is truly accepted, whether the immigration exam is covered, and whether LabCorp testing is included or billed separately. In my opinion, this office's billing process is misleading, non-transparent, and financially abusive. I am disputing the charge and reporting this experience to Zocdoc, my insurance company, and the appropriate authorities. Future patients: get everything in writing before you go here. read more

Highly recommend Dr. Simon, he is amazing at his job. He is very professional and has great bedside manners.

I found DR Simon on USCIS website Civil surgeon he did my I693 Medical Exam for immigration purposes. I told him it was urgent and he make sure to accomodate me same with day appointment. He was very professional, and he had a patience with me because I am always with high level stress when I need to do blood work. I would like to recommend DR Simon to everyone! Thank you! read more

Highly recommend Dr. Simon. He's kind, fast and just a pleasant person to meet. I do not have insurance so I had to pay out of pocket, which I did not think was expensive. His cost covered the bloodwork and the medical exam. I called about 3 other offices prior to calling him and they were charging crazy amounts for medical exam and blood work (separately). I would definitely visit his office again if I needed a medical exam. read more

I found Dr. Pascal on USCIS website for my I-693 medical examination. It was very quick make an appointment with doctor. He understood the urgency and offered the appointment within 24 hours. Dr. Was very friendly and knew the process pretty well. I had an incident where USCIS came back saying that my form was not fully completed. I contacted Dr. as soon as I learnt about it and told Dr. to help with completing the updated form so I can resend to the USCIS. Dr. Pascal was off that day but he still managed to come to clinic and help me with it. He was very accommodating and I can't thank him enough. Also the fees was reasonable for the service as described and comparable to what other practice or a Dr would charge. I will highly recommend him. read more

1. Before the appointment: ZocDoc shows the doctor accepts my insurance. I choose this particular doctor over the others that do not. 2. During the appointment: The doctor states insurance does not cover the Yellow Fever Vaccine. Collects an upfront cash payment. 3. After the appointment: Bills and collects money from insurance at a total greater than what was collected upfront. The insurance company notifies me that the doctor is in-network with the plan and is legally obligated to follow the EOB. Meaning, the doctor is not supposed to collect an upfront cash payment, but only charge the $15 co-pay listed on the EOB. 4. Update: After I made a fuss through online reviews and opened a dispute (ruled in my favor) with my credit card company, the doctor refunded me the money paid upfront. The onus is on the doctor to follow the insurance contract and collect the co-payment under the stated EOB, NOT have the patient pay upfront and waste time pursuing the doctor to collect the refund. If no action is taken by the patient, the doctor ends up with two separate payments from the patient and insurance, which is a very questionable billing practice. The doctor is calling, texting, and leaving voicemails everyday to take the reviews down. I am still waiting for the $15 co-payment bill in the mail so I can move on. read more

Alright be careful with this man. It is a real scam and will take advantge of all the insurance information u give him. Agreed on the price for USCIS ($300) paid fully in cash. 2 weeks later we received claims from the insurance... still working on it. Do not guve him any insurance info! He was nice to me and all. But in the end he double charged me. I paid for the consultation right way and few months later I got a bill in my mail box. I still don't understand why. I just don't think it's right either fair. For this reason I'm not coming back neither recommend his services. read more

He IS HORRIBLE. DO NOT GO. DO NOT PROVIDE YOUR INSURANCE INFORMATION. I paid $400 for USCIS during my first office visit. He took my blood and urine sample. 2 weeks later I received claims from my insurance ($1000 charged). What is annoying is that he "FALSELY" claimed service he did NOT provide. It's by rule from the USCIS (U.S. Citizens and Immigration Service) that he, as the civil surgeon, is supposed to send out my health records in sealed envelope. However, he mentioned that his five other customers lost their records when he sent their documents out, and told me that I can come back in about a week to pick up the sealed document and send it by myself. Hearing that this important document may have been lost, I told him that I will come pick up the document the following week and send it myself. I went in one week after my first office visit, and you know what he did? He charged to my insurance that he did diagnostic lab work and charged for office visit. I'm refuting all of those charges. Can't just sit and be taken advantage of. PLEASE DO NOT GO!!! Also, it looks like I'm not the first one who experienced this. Monica (from July 13 2019) had exactly the same experience. read more

I found Dr. Simon thru the USCIS website as I was looking for a Civil Surgeon near me. This review is for the UES clinic. I booked my appointment last week, got my results today (exactly 1 week after). It was really easy to set an appointment, he was very accommodating, and I was surprised that he was taking his own calls (nothing negative, just surprising!). The clinic was easy to find, and when we got there, we had to wait a little bit as he had a few other patients who got there before us. He took my blood and urine sample, and then administered the vaccines I needed for my I-693. Results were out the next week, and he was also kind enough to inform me prior to picking up my envelope that everything was good in my tests (he said to expect a call from his clinic if anything came up). I'm surprised at some of the mixed reviews here - he did charge us roughly the same amount in cash upfront (400 usd) for the forms, tests, and vaccines, but only because he said that insurance doesn't really cover immigration papers (which is consistent with what my insurance provider told me). I really hope the bad reviews here are more of misunderstandings, and I'd hate to have to experience the same thing as he seemed like a kind, soft mannered doctor. So far I have heard nothing from my insurance provider. Lastly, while some may have found it troublesome, I liked that I picked up my results. I tend to be anal about these things, and since I'm assembling our packet, I like to know that I have all the documents I need. read more

The doctor is good and he explains everything but the lack of organization is annoying (no secretary, hard to follow up after the phone). Advice: Ask for a SPECIFIC TOTAL PRICE before agreeing to go ahead. And make sure there will be no further charges. Also, I used this https://my.uscis.gov/findadoctor site to find a doctor and the address they gave me on the phone was different than the address on that site. Overpricing is a common practice for this kind of exam. According to my info it can start from 200$ and end up costing 900$ per person. read more

Hi, I will give a fair review. Positives: We used Dr. Simon Jean Pascal as our civil surgeon for our immigration medical exam. He charges a flat fee of $400. His level of communication with the patient is excellent, as he reduced a lot of stress as we must have called 15 times in 3 days, in which he picked up all 15 times. He was able to complete everything within a week once we were able to resolve some stressful issues that he or someone in his staff should have taken care. Negatives: Doctor should probably have a supporting staff that can assist with any issues. Doctor advised he faxed the medical blood work to our primary care. However, our primary care physician advised he did not receive. Dr. Simon said he sent, and would not allow us to pick up the results, which was unfortunate as its our blood work and the exam is time sensitive in regards to when our scheduled immigration interview was. Fortunately, I had to go outside my way as a patient, and contacted LabCorp directly, who advised, that their was some incorrect information that was sent to them by the Doctor, that caused our bloodwork to have a hold where they could not fax the report to our primary care. I was able to resolve this, and get the copy of my blood work. The point is, I should not have to do this as he or someone in his staff should have taken care of this. Lastly, the doctor does not provide a copy of the I-693 form which I believe is required to give the patient, if the patient ask for them. In addition, he was not able to provide us with an invoice/receipt for our payment. Overall, once I was able to resolve my own issue. He was able to give the completed forms within a week. His communication was excellent, which I appreciated. Although we did run into some issues, he was very kind. I recommend him as a civil surgeon for immigration purposes. read more

We found Dr. Simon Jean Pascal through the USCIS website. This review is for his UES clinic. It was really easy to set an appointment. The doctor is friendly and knows what he is doing. If you are going to Dr. Simon for a physical for your green card application: (1) Make sure you call your insurance company beforehand to figure out the insurance situation. I found Dr Simon via the USCIS website while looking for a civil surgeon to carry out the process for the I-693 medical certification. I actually had to submit these records the second time, because of having to wait almost 18 months after my interview had happened. I called so many doctors' offices, but I wasn't able to get an appointment as soon as I wanted. Dr. Simon was very prompt to schedule me an appointment. He was very accommodating and answered all my questions very patiently. I was anxious to get my records on time, but he made sure that I received the package very timely as he had promised. I would highly recommend him as a civil surgeon if you need to submit medical records for immigration process, I had a very hassle-free and smooth experience. read more

I went to Dr. Simon because I needed a medical examination for my immigration interview & he's the only registered civil surgeon in the area. After turning up on time for my 9:30am appointment, I was shuffled into a tiny, uncomfortable, windowless room where I waited. And waited. And waited. Forty minutes later Dr Simon wandered in. I asked him he how he would feel if he turned up for an appointment on time, only to be kept waiting for forty minutes? He ignored me. I persisted: "How would you feel?" He then apologized, but gave me a patently bullsh$t excuse about how he had an emergency. Yeah ok; except he's an Ob-Gyn, not a doctor in triage. It took me an hour in total to receive a ten minute consultation. How hard is it to a) give someone a heads up that there's going to be a wait, and/or b) let someone know how long the wait is expected to be? Surely this is the very least you can do? He charged me $175 for a blood test, and $225 for a TB shot and measles/mumps shot. He knocked the latter down to $200 after I complained and asked for a discount. What. A. Scam. And utterly crap service - don't give him your business. read more

Went to this doctor to the get the required physical examination for my immigration paperwork. The place seemed pretty shady. We initially thought the office was located in Astoria, but when we called, they informed us that the office was now on the upper east side. When we arrived at the location, the office looked more like someone's living room. There was a lady collecting cash payments upfront from the people there, and when they gave us the "New " patient form to fill out, the doctor was presented as a gynecologist (what?). When I called, I was told that the fee of $175 was suppose to cover the physical examination and required vaccination. But when I asked the lady if the $175 covered all of the required vaccinations, she informed me that it depended on what the doctor would recommend. I took back my cash and got out of there quick! We eventually found another place in front of 26 Federal Plaza and they were able to process all of the vaccinations for a flat fee of $200.00. No appointments required!! read more

Expect the absolute worst if you go to Dr. Simon. Him and his staff were utterly unprofessional in every single way. I waited for 2 hours for my appointment, and Dr. Simon spent a total of 10 minutes with me, all the while, his phone was vibrating, and he even had the gall to text message during our visit. He ordered blood tests for me, and proceeded to tell me that my results were normal, when upon further examination of the papers, I realized that half of the test results had not yet even been received. I went to a different doctor a week later and was diagnosed with a condition that I am now taking medication for, a condition that was startling overlooked by Dr. Simon. Two weeks later, due to a negligent oversight by the office, I was billed for over $1,000 in medical expenses as a self-pay, for which I wasted my time having to contact Dr. Simon's office, and my insurance company. read more

I was first to review DR. Simon and even took the store front picture and Yelp changed the dates and awarded FTR to a Yelp intern (told to me by a Yelp intern.) I am not sure what the point of that is. I do not get paid for these reviews so it seems they awarded FTR to someone who did .If you see my original review it was my 400th review. At this time I have 1326 reviews. I went in to see Dr Simon on Monday. I have been going to him since about 1998. You won't find a more gentle and attentive and observant doctor than DR. Simon. I am 49 years old and I have been going to a GYN wince I was a teenager. I have only had 2 good GYN's in my life. Being a rape survivor I have heightened sensitivities. I have had numerous biopsy's and pap smears and other tests here. Dr, Simon is very gentle. If he wasn't I would never go back to him. Even though I dont live in the neighborhood any more I still go to him. The bad reviews of him are fake. You can trust him. I have had bad experiences with other doctors but I don't post those reviews. If I give a doctor a hig rating here it is because I have had bad experiences with other doctors. The rating is not based on personality or me liking the doctor. Though Dr. Simon has a pleasant personality. It is based on skill and professionalism. read more

I found Dr Simon via the USCIS website while looking for a civil surgeon to carry out the process for the I-693 medical certification. During the long wait for USCIS to set up the green card interview, over 18 months in total, the certification expired so I actually had to do this twice. I chose to use Dr Simon on both occasions and I'm really glad I did as he is professional, easy to speak with and performed all aspects of the medical exam including taking blood for tests with diligence and without causing discomfort. Dr Simon is caring, thoughtful and ultimately wants the best outcome for his patients. I'd highly recommend him as a civil surgeon if you're in process of submitting a green card application. read more

The reviews here are really bipolar, and I'm not sure why. I went to Dr Simon because he was in my insurance network and near my office. Since I made an evening appointment I expected a wait, but it wasn't too bad, just half an hour. I mostly just wanted to get my prescription refilled, and Dr Simon was polite and respectful throughout the brief exam (brief per my request), and asked several questions. Of all things, I really liked the waiting room (forgot to take pictures). read more

I went to see Dr. Pascal to get a required immunization for my paperwork. A year passed by and I planned on going back to a graduate school. The university requires a record of immunization so I had to contact Dr. Pascal's office to get a clearer version of the copy (immunization copy came out blurry if you copy it). Each time I called, the caller center would pick-up the phone but Dr. Pascal always called back even if I needed to change the schedule. So I thought that was a good gesture because he didn't just pass the message to his assistant to call and arrange the schedule. Dr. Pascal is a soft-spoken and a gentle doctor. Doctor did his job - I had a good experience meeting him and his staff. read more

Awful experience. I visited Dr. Pascal for USCIS Medical examination requirement. He will ask for your insurance details and overcharge (said 350 usd with all vaccines/paperwork/lab included over the phone --- charged over 3.000 to insurance plan and 50 usd for copay on top of the 350 usd). No secretary. The doctor receives patients, fills out paperwork, draws blood, gets money for copay, etc..... I tried to confirm how much he would charge for his services and he said "well, they told you over the phone, right?", and refused to confirm the amount. I had to tell him before paying... Very shady. Choose another doctor! They will charge a flat fee for everything (around 250-350 usd) or let you know the price of each vaccine in advance. They will not ask for insurance details. read more

This is my 200th review. My best friend's friend recommended Dr. Simon and she is his patient herself and she is a doctor (PCP). I went to Dr. Simon to have a check up and to get a prescription for BC and was totally satisfied: 1. I did not wait at all. As soon as my paperwork was done, I was called in. A nurse came in right away to take my blood pressure and find out why I was there. 2. A couple of minutes after the nurse left, both the Dr. and nurse came. 3. Dr. Simon was very thorough, did not rush me at all. Unfortunately, I have experience with OB/GYNs who are not willing to give you 5 minutes. Dr. Simon is not one of them. 4. Dr. Simon asked me additional questions about my family history to make sure I was not at risk for anything. He asked me if I was using the BC I wanted before. 5. Before Dr. Simon left, he made sure I did not have any additional questions. 6. I paid my copay only. He is my in-network provider. Please note that Dr. Simon does not do pregnancies. He is GYN, not OB/GYN. read more

My husband and I went to Dr. Simon for our immigration medical and stupidly filled out the forms providing our insurance details, despite the fact we were paying $250 each upfront as a flat fee. We ended up having 9 claims put against our insurance for thousands of dollars, these were fraudulent. We reported it and reported it. Cigna's investigation of this was calling him and asking him. Clearly he said he had done nothing wrong. We insisted and pushed and pushed, constantly filing complaints with the medical board and even reporting it to the city. Eventually after over a year, we received a letter from Cigna, saying Dr. Simon had cancelled the charges, though he does not admit any fault and maintains that the claims were correct. I'm sure this was only done as we reported it to so many official boards and would not relent. Cigna had actually denied a couple of them anyway. There is a severe lack of communication and understanding from Cigna, they definitely have a lot to answer for, but a doctor like Dr. Simon knows this and plays the system. Beware and do not go to this doctor. He is committing fraud and should not be allowed to practice. read more
