To update on my last review the updates have been less than satisfactory. They say they only claim…read moremoney that is owed to the apartment but they will charge you another month plus a late fee for being on time. They will also have back stabbing office managers that you thought were good people, like Brittney, that tell you one thing and then immediately throw you under the bus. So if you deal with her be sure you get everything in writing. Also they claim to send forms out but those form must disappear before they leave the office claiming that they would charge you fees for something you already agreed would be paid off with your security deposit- but when you tell the office manager you are not made aware of any fees because, once again, they want to gouge your pocket book, they don't give a single iota about your stay there. The only form received was about a policy that wasn't exactly clear by using the plurals but never the amount. So yes, make claims on things that make you spend money because the office manager nor the land lord can keep a straight answer but they will conspire with each other to make sure you that are lacking the most in your bank account. They are animal haters essentially. Don't worry they don't understand how animals function so therefore they just go on paranoia and the words of underhanded companies vs actually talking to the pet owners. Also if they would professionally clean the carpets there would be no problems. Be warned if you're a pet owner. If they see you own pets they will just rip up your carpets without cleaning it and claim that they need to be replaced (even tho a cleaning would have fixed everything) and charge you nearly 800-1000 dollars instead of the 90 because 90 dollars doesn't make them money. Like I said, it's not worth your time or your energy. Find a place that actually doesn't try to rob you and even when they claim to make everything black and white they still can't get their charges lined up for the charges they claimed against you so. It's almost essentially a scam. So if you're already there or it's too late to escape- get everything in writing. Make sure you get pictures of everything or they can conjure up an image and claim its from your place.

The place is safe and comfortable with a pool and gym. There are planned activities including bingo and safe driving seminar among other entertainment. the staff is awesome - especially Brittany!! They are kind , friendly , outgoing and always willing to help - going above and beyond for the renters.

Attached are photos from my move-in date…read more My apartment was $1800 monthly. I would place the value of domicile at around what $1200 *should* get you. As a veteran, I've lived in plenty of apartments, and I have to say that even with recency-bias, Top of the Hill is in my bottom two. **1 Washer and 1 Dryer, per building with 6 units having to fight for time to use them. $2 to wash, $2 to dry, the machines are very small, and better believe people do not set timers to pick their stuff up.** - You will NOT be allowed to use the paths for U-Haul or car. Grocery runs and move-in could be at least 150 yards, not exaggerating. - Apartments (at least my unit) were built in the 60's and it's VERY adamant. There WILL be black mold (see pictures). - Little to no cleaning or prep was done prior to our move in (pictures attached) both bedrooms had human hair painted over the walls, not kidding. - Walls are paper thin, so you'll definitely be up-to-date with the neighbor drama and vents connect units so you will ALWAYS know when your neighbors are cooking fish. - AC/HVAC units are EXTREMELY dated. In October 2024, our AC went out during a Wilmington heat advisory for 4 days. The highest temp that week reached 94 degrees F. I was told, while I was at work with my pets home, that the air conditioning would be fixed. I came home 8 hours later to an 85 degree apartment with my pets inside, with ZERO call or email from the staff letting me know about delay. What if my kids were home? The apartment was out of motors for our unit (unit constructed in the 60's, so they had 60 years to restock...) so they offered to comp us a hotel stay before telling us to USE THE POOL?!? We declined, decided on a portable AC unit, was given the OK by the leasing staff, only to be told "No" by Kerlene (properly mgmt) AFTER we purchased it (she was on vacation, lucky her.) An A/C unit is magnitudes less costly than a hotel stay. I had to provide emailed receipts from the leasing office to Kerlene for her to cave and offer me $50, which we OBVIOUSLY pushed back on, and FINALLY got reimbursed $200 (as a rent credit) after 10 back and forth emails. I even used my Veterans Discount to lessen the cost. Units are old, they had that much time to have spare parts. I have my emails of this archived and this was our reason for refusing to renew. - Trash service is abysmal and as I'm writing this the dumpsters are overflowing and it's raining. Your mileage may vary dependent on how little of the Delaware Tennant Landlord you know. Study this and your lease. Honestly I could go on and on. Some of the leasing staff employees are very kind, but man; that property manager... she's definitely the right kind of person for the job. Check out Whitney Apartments in Claymont instead. That's where we relocated and we are paying $50 less for $5000 more in peace of mind and a far less predatory rental agency. Thanks, Panco! Sam

My toilet seat broke twice. They replaced it twice with a sturdier one other than that I have nothing to complain about Dee Dee is so nice. You ask her for anything and she's willing to work with you and make sure the job gets done. She's the best keep up the good work Dee Dee. The only thing I wish they did was pull up the carpet on the porch and whatever else is underneath the carpet and put something new down. I guess I'll have to do it myself. Unless I asked Dee Dee and see if she can help me with a solution for that

The building is poorly managed and has been getting worse since there was a change in management…read morestaff in late 2020/early 2021. Since moving here I have had problems with bugs, mold, the near constant smell of marijuana coming from vents and the hallway, and increasing noise from the elevator, Management is neither responsive nor transparent.

The staff have events throughout the year, and summer activities for the children. I was able save up and become a first time home owner. I loved it at Fox Point. Cheaply done renovations, cheap appliances (everything takes longer to cook in oven/microwave than…read morerecommended time) elevator broken for months at a time. Management has changed many times and all are basically unhelpful. Trash room constantly overflowing, pay for city location but city is getting worse and worse. I've had to call 911 for drug addicts passed out behind the building multiple times. Walls are also paper thin, can hear everything from neighbors TV to private activities.

I tried emails, phone calls and text messages after being approved and never received any response. Managed to contact the regional office and received a call back from an "unknown number" caller a "Regional Manager"?! named Roey Naull?! who told me that I should come in and pay a deposit of $500 to reserve the apartment that I was told was available and then later wasn't available, etc. I showed up to present the check. Michael Osborne showed up just in time to tell me that there was no availability for the type of apartment I was going to reserve and in turn offered something else and then told me that I would be first on the list to be contacted when (or if) something became available; yea, right. I would caution the Garrison about considering who their customer might be. While there will always be new people who need a place to live, it matters on a local level who might be an interested renter because reputation matters. I guess I should consider myself lucky that I have only been scammed out of my $50.00 application fee. Very disappointing and unprofessional!
