If I could write a zero, I would. This place is an utter SCAM. Do not rent from this or any of their affiliates. Place is cheaply built, for one, especially how much they charge you. No AC, except in the hallways...funny; but if you want A/C, it's about $100/month for a window unit, that they must install. It's literally unbearable at 55-60 degrees w/o A/C on the 6th floor. Appliances suck and continually need repair, although fairly new. So, decided to move out after years lease. We had one month, 'month to month ' rent. They advised they may raise the rent for that month...as they did $200. Then! Also, charged us $300 for doing month to month. Fuck that! We paid. When we did move out, my roommate stated the day we'd move out; and was told to leave they keys in the counter when left. Then we were off for a 19 hour drive to SD. Just informed we will be charged for three days because we didn't call them when we left! We already told them. This place will nickel and dime everything, crappy pool, can hear a cell phone ring from apartments through the wall. Just everything was subpar. I moved from an amazing landlord in Portland, and this was utterly a massive disappointment. I highly advise not to rent from any of these money sucking demons; they are like humanoids, posing as humans. Just beware. They don't care, other than sucking your hard earned money into a pile of 'gold' for their greedy scam. While you are left with a dust pile, wondering..,what the fuck did I get myself into. Place was clean and empty when left, not sure if getting any deposit back....but we are thinking 'no'. Shady AF...stay away! Lots of other places in Hillsboro. read more

This is the second time we've lived in this building, and I'm still so impressed with the staff! The building is always clean, when we put in any work requests, it's done within 24 hours. I've lived in this building for about 2 years, and everything has been so great. The staffs are friendly and helpful, especially Nacho, who is our favorite. If you plan to live near Orenco station, I don't think anything can beat this building or the management. The lease agreement is very reasonable. Scheduling maintenance request is easy, and problems get fixed promptly. It could get somewhat hot during the summer for the south-facing units, but not too bad with the AC unit. I haven't had much noise issues, and if there is one, the management can fix it most of the time. You can hear the bell noise from Max if you choose the units on the south elevation. I got used to the noise, so I don't think this is a deal-breaker. But if I could move to a different unit, I would prefer the ones on the north elevation. Amenities are great. The pool and gym don't get crowded, and you can also use amenities in adjacent buildings (Hub9 and Vector). But I rarely used them because the ones in Rowlock suit me well. I highly recommend Rowlock and the Holland Partner Group for anyone looking to rent an apartment in Hillsboro. read more

Could not be happier with this place ... From move-in 6 months ago the experience has been the best customer service experience possible. The buildout in the units is pretty nice and modern and the common areas are top notch. On the third floor you find a great pool as the focal point of the interior rooms of which I have and enjoy. The pool and hot tub make living there feel more like a resort than an apartment. Great BBQ and kitchen in the common area and workout gym is amazing, new, clean, and has great equipment. Everything is on the 3rd floor. I took a one bedroom on the 4th floor ... What a great place to live and enjoy with everything the Platform District has to offer including lots of great restaurants, Whole Foods Market, and Max to take you downtown or Airport if you don't wish to drive. Christina Knapp, manager of Rowlock was extremely rude to me when I called to ask if they signed to receive couple of Fed ex packages which were supposed to be delivered for our daughter. Her abrupt reply was that If packages came in they would go in the locker. I tried to explain that fed ex would not have delivered if concierge or manager did not sign and I was calling to verify if they signed. I asked if they maintained the receiving log which she answered with a very rude question asking if I had another question. When I asked why she was being rude, she replied that she would end the conversation if I raised my voice which I did not This was the first time we have had issues at Rowlock. All other staff members are extremely nice. I feel that Christina May need additional customer service training. I must also add that facilities are very nice and it is great place to live. But bad attitude makes the apartment ownership looks awful. read more

I agree with all that Gabriel says below....wish I would have read before I moved in here it is very trapping, THE BILLS ARE LIKE $300 more a month than the rent.......added onto the rent each month.........you can not even split into the middle of the month.....truly BEN the maintenance guy is the only good thing about living here. It cost a ton of money to move in with a mover because the hallways are so long like a casino & they only have a few elevators half the time they do not work....so how do you save up the money to move back out? Throw all the stuff out? Ran into a girl crying in the elevator first time move out of home....didn't know they would hit her with all those bills had to break her lease first ever out of home....just sad. It is pretty but do not be fooled by the looks & yes it nice to walk to places to eat .... but investigate ask someone who just lives here who is walking around. Things are always broken, the elevators, the pool, hot tub, garbage shutes etc....not worth the price. Lake Oswego prices in Hillsboro. Parking is a mess here! They charge $125 a month, don't have towing at all (if someone takes your spot they won't give a damn about it), they also never take the garbage out downstairs and it's often overfilled. They gave our reserved spot to someone else and never notified us and told us that they were having "issues" with parking. Yikes red flag! If you need a secure apartment with convenient parking I would look elsewhere. Also, from my multiple experiences with office people they are rude to people of color and have an attitude so don't live here unless you're white and not an ally. read more

Goods: 1. Clean public areas, nice pool, gym, lobby 2. Staff is helpful and friendly. 3. Monthly parties serving alcohol and finger food. 4. Nice restaurants, good neighborhood, close to public transit. Bads: 1. No parking for your guest. They can stay for 2 hours and for longer they either have to pay or go to street parking which is extremely difficult to find. 2. No Air Conditioning. The rooms have very small windows and most of them don't have balconies so they get extremely hot. The alternative is to rent a temporary air conditioner from office (I think rent was 75/month) and either chose to cool your living room or your bedroom or pay double. The windows are also blocked by the temporary AC so you less natural light coming to the apartment 3. The rent is definitely on the higher side but I was ok for it since the apartment is new and clean but the extra charges for common utilities are very high. You pay rent (around 1350 for 1BR) + Parking (65) and then another $75 for common are electric, trash, water, sewer etc. The common area electric is at least 17-18$ a month, I think it's ridiculous to have AC in halls and not in your room and pay for something you don't even use that much! With such high rent, they should at least include the common utilities in the rent. 4. Its hard to find parking on weekends on the first floor for which I have a parking pass because of the restaurants around here, I am left looking for parking on the street even though I am paying for a spot, 1st-floor parking should be reserved for residents, at least for the number of permits they issue for the residents. 5. The floors are quite thin, I live on the 3rd floor and I can hear the noisy neighbor above. The bed creeks so loud on weekends in the morning that forget about sleeping in, its disgusting. read more

Property managers (Naomi) do not resolve issues and then they scream at you and blame you. The parcel lockers have moved to the open air garage that anyone can access. If you didn't get a parcel locker deliveries are being left in the full access parking garage for anyone to walk past and steal. She did say it's the same at Vector and Hub9 which isn't the truth, they have secure ground level parking. Many packages have been stolen in the week that this change has taken place. Property managers scream that they don't care and that it's your issue to resolve and it has nothing to do with them. There is no safe place for packages to be left if the delivery driver does not have access to the building. When I even started to talk she would cut me off and go on another rant that it was my fault. She screamed at me that I was cutting her off, when I wasn't, then continued to cut me off every time I spoke. She also informed me that it wasn't property management's responsibility to deliver packages, which I never asked her to do. I was attempting to ask that they provide a safe place for packages to be delivered when not providing delivery people with the correct access information. AND to put in a formal request to move the parcel lockers back... but we never did get that far because she wouldn't let me talk and when I finally tried she said she was ending the conversation. There was another issue with an aggressive resident in the fob accessed parking garage that I reported and never got resolved. The only call I got back regarding this issue was "we will call her." Thanks! But I still feel like I'm going to get verbally assaulted every time I walk out my door. That lady obviously knows property management does nothing. read more

Staff is very responsive and caring. - Amenities : the common room is absolutely beautiful, as is the pool and sundeck. Outdoor grill and Benihana style cooking top is very large and roomy. - Brand new everything, beautiful kitchen, cabinets, and color scheme within each room - Safe & secure : fob system to go in and to go up an elevator - Location : many restaurants and shops within even a 2 minute walk Dislikes: - Layout : tiny rooms for the price you're paying, compared to other places in the Beaverton/Hillsboro area. Poor room layout. -***$75 monthly to secure a parking spot : far too expensive -***There is no longer any free parking. As a resident, you're either stuck paying $75 a month for parking or struggling to find street parking in the area. For those that know this area, you know that can be extremely frustrating, since all neighboring complexes also don't have the best parking policies / spaces either. I've lived at Rowlock for over a year now. The apartment seemed great at first - everything's updated and it's very secure but that's where the pros end. I live on the max side, which I expected to be noisy but I didn't anticipate the loud trucks delivering food to la provence at 5 AM, the kids skateboarding all the time, and how thin the walls/ceilings would be. Neighbors can be really hit or miss in terms of noise. Recently a neighbor moved in above me and he is extremely noisy - vacuuming, moving furniture, slamming doors, etc. until midnight or later. The building is supposed to have quiet hours from 10pm-8am but the leasing office doesn't enforce it. My apartment is basically uninhabitable but I can't leave since the leasing contract charges 1.5 months of extra rent to end it early, read those things carefully. At this point I'm paying tons of money for somewhere I can't even sleep. The finishes in the apartments seem nice at first glance but take a close look - the cabinets are Ikea-level quality, the appliances are very low end, and the building is shifting a lot showing cracks and causing the balcony doors to not open. There is no central heating/cooling. The heating system is these tiny electric heaters in the wall that are not nearly adequate for the size of the apartments. The apartments have no air-conditioning but for some reason the building hallways have air-conditioning, which they charge you for monthly along with all the other building utilities and assorted fees. Their package system is also horrible. Anytime you get a package you have to go to the leasing office to pick it up but their hours are constantly shortening and there's often no one there because they're giving tours or decided to take a break. They schedule tons of inspections where they enter your apartment and require to clear out various areas making things accessible - dryer vent testing, day long fire alarm testing, etc. Overall I seriously regret signing a lease here and can't wait till it's over. read more

My husband and I recently downsized from a house to an apartment in order to take advantage of the strong real estate market, so it was important for us to find an apartment that felt more like a home. We chose Rowlock for that reason We love our apartment for many reasons: the color scheme is modern and chic, the kitchen and bathroom are both large, with full size drawers and cabinets and we get very little noise from neighbors or the hallway. The office staff has been professional, friendly, and accommodating and the common areas such as the pool, gym, and lobby are attractive and well maintained. I like the security of the building and the parking structure. Rent is high, but it's market value and you get what you pay for, in my opinion. The neighborhood is also quiet, with a lot of restaurants within easy walking or driving distance, and easy access to the MAX. The negatives: Street parking is hard to come by and my husband often has to park a few blocks away. Also, our apartment faces Century Dr and is on the corner near the Max crossing and the noise is terrible when the crossing gates come down (think about the beeping sound large trucks make when they back up sounding below your window for about 10 seconds every 5-10 minutes) and is ongoing throughout the night, so we can't sleep with our windows open. It's become a running joke in our apartment: "Hey, Steve. MAX is here!" read more

I lived in this building for about a year and a half on the side that faces the MAX. You'll hear the MAX gates dinging every few minutes day and night to the point where I had to keep the tv on to drown out the sound. Additionally, you'll regularly hear the sound of skateboards crashing on the plaza, people talking/arguing/singing, and restaurant music playing. The leasing office staff has a habit of neglecting to tell residents about policies, or changes them without reason or warning. When I moved in, parking on the 1st floor was 1st come, 1st served. 2nd floor was paid-for resident spots. When more retail stores and restaurants opened at Orenco Station, suddenly 24 hrs of parking on the 1st floor became something like $30. That's an insane parking price for the area. If you have guests, Rowlock doesn't provide any options and they have to try to find a spot on the street, which has time limits. There's supposed to be a package delivery screen by the elevator that tells you when you received a package. When I moved in, they said they're having compatibility issues with the leasing system and their package software. They never got it to work. To add to that, some carriers will leave your package at your apartment door, some in the mailbox, and some in the leasing office. You have to be a detective to get your package. The pool area is really a lovely space and one of greatest selling points for me. However, when I was there the pool was always filled with med school students and all their friends chatting loudly for hours. The gym is small, but it's sufficient and it's kept clean so it's pretty nice to have available. Some of the apartments are oddly shaped and some are "urban 1 bedrooms" which mean they don't have a window in the bedroom. However, there are some real 1 bedroom apartments that are quite nice! Overall I liked the look of the place, but between the sound, the parking, and chasing down packages it was frustrating living there. read more

I love this place. A great way to feel like you're living in the city, while still being out in the 'burbs. Good walking distance to New Seasons, and other great restaurants. But mainly, I love the staff here. Everyone (maintenance, front office, cleaning crews) is so friendly and helpful. The place is always clean, and I feel safe with the key fobs for entry into the building. I love it that when I was on vacation and had a package delivered, I was able to email the front office asking them if they could pick up my package or leave it in my apartment, and they immediately took care of it. Well, things first started off well. The place was nice and the staff were friendly. The gym was always clean and the location isn't bad, especially being right next to the train. Then management changed a little while back and everything went downhill. From lack of communication and forgetfulness, to tacking on fees for this and that, Rowlock changed and not in a good way. Where you once felt like a welcomed resident, you're now just another business transaction. So be wary when looking here. Yes, it's nice. But new management really dampened the mutual respect and comradery between staff and resident. read more

I love Rowlock! The staff are so friendly and the building is well maintained. Maintenance comes very quickly if there's ever an issue. The common spaces are lovely, it is a little frustrating that we have to pay nearly $20/month for common area electric when the apartments don't have AC themselves but we have to pay to cool the hallways. The new package lockers are great so we can get packages even when the leasing office isn't open. Overall, I love the building, location, and staff! read more

The best complex in Hillsboro, has the best unit layouts, units with great views, excellent amenities, right next to Orenco station. Our unit was facing south with great scenic view. Finishings of the units were of high quality, and the management team was simply awesome - very nice and professional. Worth to mention the restaurants and cafes that are located on the firs floors of Rowlock and Platform 9 (complex located right next to Rowlock). We had a 24 hour coffee shop, a french bistro with amazing cuisine, pizza bar, Thai food and more. We enjoyed living in Rowlock - if we hadn't move to SoCal, we'd probably still be Rowlock residents. read more

Property management bribed us residents to post positve reviews on this site, but I'm not for sale. Property has poor layout. No stair access from main lobby. Several exits are exit only, making my walk home longer than it has to be. There is heavy elevator traffic. Elevator is often out of order or "reserved" and many people will ride elevator up (or down) only one floor! Though the property claims to be non-smoking the property management smokes outside the building requiring you (and your kids) to walk through their cloud of smoke just to get home. If you want ac in your unit thatll be $75 extra per month rental fee plus the extra electricity you'll use. All three stairwells remain UNFINISHED and have not been cleaned from 3rd floor down since I've lived here. Ostensibly there are no plans to finish the stairwells and the property management has the audacity to charge over $1500 per month for a tiny little one br plus $75 for ac unit plus $75 for one parking spot. Guests? Forget it! Nowhere for them to park without a fee. You can not count on the managment for anything. They expect you to hold the door open for them! Like you're the one at work! They do post tacky signs held up by scotch tape in elevator stating they're going to charge $100 late fee for rent not received by due date. Every month. I'm just glad my lease is almost up. read more
