If you plan to live near Orenco station, I don't think anything can beat this building or the management. The lease agreement is very reasonable. Scheduling maintenance request is easy, and problems get fixed promptly. It could get somewhat hot during the summer for the south-facing units, but not too bad with the AC unit. I haven't had much noise issues, and if there is one, the management can fix it most of the time. You can hear the bell noise from Max if you choose the units on the south elevation. I got used to the noise, so I don't think this is a deal-breaker. But if I could move to a different unit, I would prefer the ones on the north elevation. Amenities are great. The pool and gym don't get crowded, and you can also use amenities in adjacent buildings (Hub9 and Vector). But I rarely used them because the ones in Rowlock suit me well. I highly recommend Rowlock and the Holland Partner Group for anyone looking to rent an apartment in Hillsboro.

I received no warning or call even though they have all of our vehicles information on hand. I park by the office 95% of the time so they see my car everyday! I had to miss work and pay $450 and find a ride to Tigard to retrieve my vehicle. Thanks for a wonderful morning JSVA!!! Someone hit my other car while it was parked in the parking lot. It now has scratches all along the side. Other crappy experiences we have had are very passive aggressive neighbors. Ridiculous people here! They bang on the ceiling if you dare blow dry your hair before 9am, being accused of stealing packages (we weren't even home when said event happened) they left a note on our door then started posting signs on their door, etc. also, complaining about our dogs barking excessively when they don't. People here don't pick up their dog waste. They leave it for others to step in. Children throw mud at incoming cars. Someone drove on the grass through the walkway which damaged the grass in the area. People vandalized the hot tub so that was off limits. The list goes on. I cannot wait to be done with this lease and never look back!!!! I HIGHLY SUGGEST FINDING ANOTHER APARTMENT TO RENT! DO NOT RENT HERE!

First issue now, my initial review was removed without notification and reason, based off what I will reiterate again, which they want to hide. Your complaints won't come from your side neighbors, it will come from your above neighbor. Upstairs neighbors engaged in intentional stomping and harassment, which management dismissed as normal activity. If you're exceptionally unlucky like me, they will stomp very loudly, VERY intentionally, but when you complain, they get a "reminder" to be quiet. "We walk heavy", "We have a large dog" of which I guarantee, dogs don't stomp on the ground, they literally can't since they don't even weigh enough to cause the sound my wonderful upstairs neighbor did. They will prey on you. They'll vacuum, and run their dishwasher, washer and dryer, all well before and after morning and evening allotted times. When they know who is complaining, the tenant retaliated by stalking me to my vehicle and vandalizing it. If you feel like you can't complain due to retaliation, then management won't do anything once you break your lease and move. Breaking your lease is a boon to management. They will not ask questions, they will not try and mitigate, they will not help you. They will say, thanks, here's your bill! I heavily suggest you demand a lease addendum to protect you from the type of tenant that I had, as well as from building management that provided no assistance. If they can't, which they won't, there are far better places than any of the boxes they lease. This area looks nice, but it has the opposite quality of people, and actions of management. I have a broken car window because of someone living in Vector. The tenant that broke my window never got any punishment, just "reminders". They will not mitigate your costs due to their incompetence. Consider this property carefully, learn from my costly mistake. Apartments.com and Holland Residential, do not my review again as this is a very fair review from my personal experience. This is something everyone should know that is considering this place to call "home".

During this time, we have paid our rent on time and maintained an excellent record as tenants. In November 2024, we spoke with the on-site manager before renewing our lease and explained that we were facing a likely family medical crisis - one parent in hospice care, the other facing a terminal illness. We were reassured that if things took a turn, corporate would likely respond with compassion and that exceptions have been made in the past. Based on this conversation, we signed another 12-month lease. By April 2025, that medical emergency became a reality. We submitted a written request to terminate the lease early so we could move across the country to provide full-time care. We offered documentation. The company declined the request outright and has ignored our attempts to follow up and create a dialogue. We never asked for charity - just basic flexibility during a time of documented crisis. After five years of good-faith tenancy, this lack of empathy has been profoundly disappointing. If you're considering a NALS-managed property, please take our experience into account. If your life circumstances ever change unexpectedly - due to illness, caregiving, or hardship -- you may find that NALS is unwilling to meet you with the humanity you'd expect.

My oldest son always loves to go visit him at the office and always leaves with goodies. Mihail continues to provide us with the best assistance when we need anything and always greets us with a positive attitude. If you ever need any maintenance done, you can easily request it through the resident portal and I promise you, they are there either same day or the next morning! The maintenance staff is super respectful with your unit and are nice as well. The units themselves are nice and it's a plus that they come with garages. If you have more than 2 cars, you maybe have trouble finding parking and that is probably the only downside. Other than that, I highly recommend living here. It's a big plus being next to the Rock Creek trail and we love going for walks often around here.

Before moving in, I checked out reviews online and saw one from 2018 mentioning frequent garage break-ins. I brushed that off, assuming if there was an issue with security it would have been addressed by now (four years later!), but that was a mistake. Our garage (along with at least one other) got broken into recently after just two months here. We had numerous items stolen, many with mostly sentimental value, like photos and family possessions that can never be recouped with an insurance claim. Some items contained very personal info, so now I get to worry about possible identity theft attempts too. At this point I learned that Haven is lacking in common-sense security measures, like security cameras or a nightly patrol of any kind, which to me is unthinkable for a community where the least expensive apartment is over $2000 a month. Additionally, it seems that the locks were known to be inadequate but this was not previously addressed. I've been assured by current on-site management (relatively new staff) that changes are being made to ensure better security going forward, but that doesn't justify why something that was an issue back in 2018 still hasn't been properly addressed. We were not issued any form of compensation for this, and my message to ConAm's corporate office, sent through their website over a week ago, still has not been responded to. Additionally, NO notice was given to the community at large about the incident, effectively leaving everyone in the dark. I know at least one other garage was broken into at the same time ours was, but I have no way to know if there were more, or if this has happened already since moving in and we just weren't made aware. Every other apartment I've lived in has sent out notices after significant incidents on the premises, so to me this seems like a bizarre practice that I can only assume is in place to prevent residents from seeing a pattern and pointing out that ConAm should be making appropriate changes after a single incident that indicates a lapse in security. The current on-site management seems decent and willing to make changes to prevent this going forward, and they are newer so I certainly don't hold them responsible for any lack of action before their time here, but I would have expected ConAm to make this right before now. The whole situation has left me feeling on edge and uneasy for the past couple of weeks. It leaves a bad taste in my mouth that there have been any similar situations in the past and that this wasn't addressed sooner. Again, everyone here is paying at least $2000 a month in rent - it would've taken a very small portion of those funds to increase security proactively after the first incident of this sort occurred. I'll update my review here if I ever hear back from ConAm.
