I recently switched to Dr. Jessica Tseng, D.D.S., and couldn't be happier with my experience. The customer service is outstanding from the front desk to the back office--everyone is friendly, professional, and welcoming. Dr. Tseng took the time to make me feel comfortable and at ease throughout my visit. It's clear that patient care is a top priority. I highly recommend Dr. Tseng and her team to anyone looking for a great dental experience. read more

I wish I had listened to the reviews! No issue with the dentistry, however, I was told they accepted my insurance and then 4 months later received a text asking for my credit card number to pay a bill from Rockaway Beach. No amount listed, no information about what the bill was for. I called and asked to discuss the bill with the manager the office assistant refused and ended the call. I texted asking to speak with the manager and received no response. I still have not received the bill itself other than the text asking for my credit card information. Really, really disappointed. We had been going for over a year with no issues and then to be treated so poorly was just upsetting. read more

My experience with Rockaway Beach Dental's billing practices has been extremely disappointing and frankly unacceptable. In December 2024 I had a crown placed and paid roughly $500 out of pocket. I was told at the time that my insurance would cover the remaining balance. In December 2025 I received a bill from the office for $573. I called Rockaway Beach Dental on December 4, 2025 to ask why. During that call I was told that my insurance had denied the claim because the X-rays submitted by the office were invalid or incomplete. My insurance had requested additional X-rays from the dentist. The office told me they were working with my insurance to resolve the issue and specifically told me not to worry about the bill while they sorted it out. They also said they do not charge late fees, so I should wait until they had clarity from the insurance company. Three months later, in March 2026, I received a letter from a collection agency (Transworld Systems) demanding payment for the $573. When I called the office to ask why they sent this to collections after telling me to wait while they worked with my insurance, they claimed they had no record of my December 4th call. They also said they had sent additional X-rays to the insurance company but never heard back. Instead of following up with the insurance company again, contacting me so I could help resolve the issue with my insurance, or even notifying me that the balance was being sent to collections, they simply sent it to collections without any phone call or email. They also claimed they tried to contact me. I did not receive a single phone call, voicemail, or email from them about this. The only communication I ever received were invoices for the bill that I had previously been told to ignore until the insurance issue was resolved. The situation became even more ridiculous when I tried to resolve it. The dental office told me they could not recall the debt from the collection agency and that I needed to pay the collections agency directly. When I called the collections agency, they told me the exact opposite and said payment had to be made to the dentist. I then had to call the dental office back and provide my debit card information over the phone to pay the balance directly. This entire situation appears to have started because the office submitted incomplete or invalid X-rays to insurance, yet the burden was pushed entirely onto the patient. Being told not to worry about a bill and then having it sent to collections months later with no warning is unacceptable. Patients should not have to deal with this level of disorganization and lack of accountability. I strongly recommend documenting every interaction if you choose to work with this office. read more

Insurance changes required us to choose a new dentist and the bar was set very high as we'd been very happy at another local provider. I did tons of review reading and eventually selected Dr. Jessica Tseng. After several visits for routine cleaning and crown replacements, I can now say that they have totally measured up. I don't hesitate to recommend them. Friendly staff and professional, pain free dental work. Thanks Rockaway Dental read more

Rockaway Beach Dental takes Delta Dental and that is helpful since most dentists are now not excepting. The staff are so pleasant.

This place is a scam. Don't go here. I started seeing Dr. Tseng in August of 2024 for a dental cleaning as she was in network with my insurance. Had two deep cleanings done and paid upfront $550 (this was in addition to insurance). Never heard anything more after the appointment. Then come December 2025 and I get a bill for $221.95 for "balance forward" on 9/1/25. I hadn't been to the office in 16 months! No explanation of this bill. I called multiple times and used their texting service...no response. Finally after the third day calling someone picked up, I asked and they said that insurance didn't pay them. I called my insurance company and they did pay them last year AND the check had been cashed! This is an in-network dentist! Total scam. Looks like they have other people complaining about their billing as well, take note it will happen to you too. read more

Despite the 4 star rating overall, this business has over 20 1 star ratings, beware! Our story is similar to others. We were charged a significant amount even with insurance. On the next visit we asked ahead of time if something was covered by insurance and were told that it was. We were then invoiced by mail for the treatment. When we called and asked about the bill they apologized and explained they had made a mistake and it wasn't covered, so we had to pay! read more

I had a really nice experience with Dr. Jseng. It was a nice location too with easy parking. I had a tooth that was very sensitive and because I had a few bad experiences with other Dentists in the past I was very nervous to get dental work done. The Doctor was very gentle and understanding. I also really liked that they scanned me with a new machine I hadn't seen before to show me visually what was going on. After my dental work my sensitivity went away. Happy I found my forever dental home. read more

I had to cancel an appointment because my kids were sick, we paid the $75 fine and rescheduled only to turn up and be told our whole family was terminated as patients. Shocking and ludicrous. The woman who works at the front desk seemed to revel is causing us inconvenience. Highly recommend avoiding this clinic at all costs. Plenty of other great dentist clinics in the area! read more

Everyone seemed friendly but had a bad experience with them trying to learn new equipment in me without I forming me ahead of time. Then a person uninvolved person denied it, and purposely upset me so I wouldn't not make an appointment upon not receiving all of my services. I already have. Dental fears, their office is to small for the amount of patients the cover. The good dentist quit. read more

Not recommended. Highly questionable medical care from several aspects, as well as ethical aspects on several fronts. Do not go if you have anything important that needs to be taken care of. read more

I'm utterly frustrated with the dental crown work done here by Dr Tseng. I had done re-crown for my 4 molars and within a month 1 came off, after a year second came off. Now I'm in process of getting implants for those. Crowns are so freakingly expensive! Dr Tseng did not advise well at the first time itself to go for implants and redoing the crown work she should have. Now I've to pay more than double for the same work! Time efforts money all wasted. I won't recommend this dentist to anyone. Beware. read more

Joke of a dental practice. Incompetence from the people booking appointments to the people doing the cleanings. The facility is out of the 80s and needs an update. Extremely uncomfortable environment. Don't go here! All the comments of this place being a scam is completely true, they have hidden incremental charges. Simply do not go here. read more

I went to Rockaway Beach Dental after finding them on my insurance's website and reading positive online reviews. I was scheduled for a cleaning, x-rays, and an exam. The receptionist, Connie, told me to expect to be there for an hour and a half. All staff were very friendly. Once I was in the chair, a technician took X-rays and immediately polished my teeth which I thought was odd given that is normally done post cleaning but I assumed since it was my first time there, the may have had different protocols. Dr. Victor came in and was very friendly and asked how long it had been since I had a cleaning to which I answered honestly, it was prior to the start of COVID and I had had Medi-Cal coverage so did not see a dentist consistently. Dr. Victor conducted the exam and told me I had gum disease that they could fix with laser therapy, two cavities, needed 4 sealants (odd, since these are typically only placed on children) , plus a retainer and a nightguard (for my front teeth, also odd). I was immediately shocked because I have never had anything wrong with my teeth, brush religiously with a Sonicare, am in my early 30s and gum disease does not run in my family. Additionally, Dr. Victor had not probed the top of my teeth to check for sticking so I was also confused how he was able to identify cavities from only visual inspection. Especially since both cavities were on my lower first molars and were on 2 sides and 3 sides of each tooth (odd they were on the same lower teeth but lower teeth are easier to access for fillings) The entire appointment took only 45 minutes, which makes sense since my teeth were not scraped or cleaned. Once at the front desk I received a quote for almost $4000 in treatment which sent me into more shock. Connie informed me they would be happy to start the treatment plan the very next morning. Again, odd that there was an opening available so quickly. After leaving, I spoke to an Aunt who had a long career at a dental office and she told me it all seemed a bit off and very unlikely the treatment plan was accurate. I immediately called my previous dentist who I had had for years and trust (I moved so could longer see him) and scheduled an appointment for when I'd be there visiting to have my teeth cleaned, since a cleaning was not done during the exam, and also for a new exam to check if I truly needed the $4000 wort of treatment. During this appointment, I was told how healthy my gum tissue was (by someone who did not know that I was there seeking a second opinion). I then shared what I had been told at Rockaway by Dr. Victor and she was shocked. She also confirmed my teeth had not been cleaned. The dentist came in and examined my teeth and was beside himself at the treatment plan Dr. Victor had created. I needed NOTHING on the list that Dr. Victor said I needed. Additionally, the X-rays they had taken were poor quality, blurry, and difficult to read. Rockaway also billed my insurance for a cleaning that they did not provide and after contacting them to ask them to rebill my insurance, they refused. Insisting the provided the service. A dental cleaning, exam, and xrays are not able to all be completed in 45min. The cleaning alone should take about that amount of time. I am extremely concerned Dr. Victor is taking advantage of patients. He is not a new dentist and should be able to accurately identify patient needs. How many patients has he performed unnecessary procedures and treatments on in order to bill insurance? Did he hear that I had not seen a dentist in years and thought he'd be able to convince me those 3 years changed my dental habits and genetics? Did they offer to start the next morning in the hopes that I would be shocked enough to believe them? Additionally, even after I told them I was not interested in the treatments, they continued to call me asking if I'd changed my mind and was ready to start. All these things combined feels extremely suspicious and concerning. Dr. Victor has unethical practice standards and patients deserve to be aware of this. read more

Very junior dentist they seem to be right out of school. Which is fine if you just want a teeth cleaning but would not recommend major work. My preference is for a more experienced dentist. Went in for an exam they recommended two crowns (I'm in my 30s). Went back to my family dentist an hour away for a second opinion, he's experienced and in his 50s. He said you're in only in your 30s getting a ton of crowns now might be a bit much at such a younger age. He opted to take half the current filing out and refill and continue to monitor. If crowns were still needed we would do them but we can continue to monitor for now. He also shared crowns need to be replaced every 5-7 and with the cost of insurance that can add up. Both treatments would work and be fine but the more experienced dentist took everything into account, my age, insurance cost, and likelihood for issues. read more

My experience with Dr. Tseng, her assistant Arlene, and their team at every dental appointment has been conducted with professionalism, precision, and genuine care. They take the time to answer questions, explain any potential treatments (ex. replacing an old filling or why a new crown might be needed), options, and how to best take care of my teeth between cleanings. Felisa and Connie run the front and back office with the same care and precision. They both make themselves readily available to answer questions, help with insurance/coverage information, and help keep your appointments timely. Grazie Rockaway Team! :) read more

Please don't go here unless you want to be physically assaulted by Dr Victor and have him do such a terrible job that he breaks 2 of your teeth off when placing the crowns that aren't even the right shape for your smile, when I said that's not the shape we discussed I was yelled at after he agressively grabbed me by the jaw and injected me with an an aesthetic that I had just explained that I could not have due to severe allergies and also cardiac concern with the epi. When I tried to raise my hand for him to stop I was grabbed so hard it bruised. I was left in the chair crying for a hour and I was told I could either go with the nubs that he had ground my teeth down to or I could have the crowns permanently put on... but either way I wasn't getting my money back. After trying to deal with the office and their other dentist for almost a year, I have received no apology and the broken teeth they refused to fix. I'm left with a mouth that looks like Mr ed whenever I smile and 2 broken teeth. Thanks a lot. That's not even counting the time I took my daughter whos on the spectrum and he yelled at me for talking over him because my kid was in pain and scared.. so you're going to yell at her mother? Yeah nope we ended up taking my kid to a specialist.. wish I had done that for myself before he screwed up my entire mouth. They still owe me a full refund which will barely cover The implants for the two teeth that he broke off to the roots. So moral of the story don't go here if you don't want to be assaulted or have crap work done. Basically I paid almost 8k to be traumatized and assaulted. So yeah caveat emptor. This guy should have his license revoked! read more

Let's face it - they're sticking sharp things in your mouth, which is never a good thing to begin with. Having said that - Rockaway Beach Dental was the best dentist experience I've had so far. I got called on literally on the minute, zero wait time, and got my cleaning done very professionally by a nice gentlemen who informed me of all I wanted/needed to know, but didn't blabber constantly like others I've experienced. The dentist who talked to me after was not only very knowledgeable but also rather funny - we had a good laugh or two. He said he'd be happy to research options to put a chip into the crown he suggested for me... let's see if he was serious about that. Kidding aside, I really felt that I got taken care of perfectly. Swift, professional, kind - this is as got a dentist as I ever found. read more

I've been seeing Dr. Bliss Zin for over 3yrs now. She makes you feel informed, calm and assured. She has gentle hands and I always get out earlier than I planned on staying. I'm always impressed at her volunteer work she does all over the world. By far the best dentist that I have ever been to. This is my first time at this office. I have to say the staff are very welcoming and so nice. Everyone said hi. The facility is very well kept and it has a coziness to it. The office is right off highway 1 with plenty of parking and a great view of the ocean. It's on the second floor of a two story building complex. Very easy to get to and a really nice area. I am so happy to report that thanks to Dr. Bliss and Jasmin, I am cavity free for the first time in my life! I found this office about two years ago and I can say it is the only time in my life where I have made it a point to be routine about my cleanings and checkups. I am so thankful for the incredible front desk staff(Arielle and Felisa), who are friendly, personable, and extremely good at sending me appointment notifications via phone and text...and keeping the complimentary drink selection stocked! Dr. Bliss is an absolute treasure; I have always had difficulty with novocaine efficacy, and have usually needed 3-4 shots of it before I could have a procedure done. Dr. Bliss is able to get me numbed up with one shot, and always makes extra certain that I'm comfortable before beginning work. Her gentle approach and incredible precision and mastery of her discipline have taken me from dreading the dentist to looking forward to the relief I feel after a visit. Jasmin makes you feel as though you're with family-she is always making sure you're comfortable, you know what is happening, and that you're satisfied. The two of these women as a team makes me feel like I am in such good hands. It's rare to have such a nice experience in a doctors office, especially one that makes so many people on edge. I live in Oakland now, and I will gladly deal with the commute to make sure I can continue to come to Rockaway. read more

Like most people going to the dentist was never something I looked forward to. Having some bad experiences in the past trying to find the right dentist has been a struggle. In my past experiences the procedures have been painful but Dr. Bliss takes her time and is painless. Been extremely happy with all the work she has done. Also Jasmine is amazing!!!!! Update: I used a groupon that I purchased and it clearly states that it includes an additional 6 month check up and cleaning. I called after my initial appointment to schedule that and the office manager refused to schedule me, asking me to send her a copy of groupon to her by email, which I did the same day and I have yet to receive a phone call to schedule. I sensed a bit of an annoyance from her and it left me with an uneasy feeling. Other than my experience with the office manager, I really liked the hygienist and Dr. read more

She rudely stated that she left two messages with me this week to check my insurance info. It turns out she called an incorrect number both times. If I could leave a negative star I would. LM has 2 insurances and is about to have braces placed on. This the second time I have taken LM here. Visit 1)They were about an 1 hr late on the first appt., 56 mins to be exact. Kind of bothered me but I brushed it off and tried to be understanding. A week later I got a call that LM has a cavity and needed to come in for a filling. A week later??? I thought nothing of it and made another appt to a different dentist for a filling since it was covered by his secondary. The kicker was his 2nd dentist said he could not find a cavity and that if there was a cavity it was very tiny on his baby tooth. Nothing to be alarmed about as we both looked at LM's x-rays. Visit 2) They were on time for LM's cleaning. Was feeling good I have given them a second chance until a lady in front told me I needed to get LM's tooth filled. I explained to her that I took him to another dentist and that dentist told me there was no need in wasting money. Although, she smiled, I could tell she was bugged as she replied, "Cavities, on baby tooth can travel down and damage adult teeth permanently." I simply told her thank you and that I wasn't going to have it done. When I got home I got a call from LM's orthodontist saying they could not follow through with LM's braces. Because the dentist here won't sign off on him getting braces because he didn't get his cavity filled. called to cancel my reoccurring 4 month cleaning and the receptionist simply said, "Ok, I will delete you from our system." Guess they have enough clients that they don't care. read more
