When you pay for a service you expect 100% and if you don't you have all the right to call and complain, this is America that's how things work we are not in Latin America ni more. I'm actually putting a police complaint because I need my bike like it was with all original screws and I need my money for the front brake pad and or the hand labor I paid up front.
