The General Manager did end up removing an appetizer from our final bill to try to make up for the atrocious service, but taking a few dollars off doesn't fix a ruined birthday dinner. To top it off, when I tried to share feedback directly, the QR code on the receipt to fill out their customer survey conveniently didn't work either.
