This is interesting but it makes me think of the "weather rock" where you check it to see if it's wet then you know it's raining. The Pegeluhr tells the water level of the Rhine and why would that be needed when the Rhine is less than a stone's throw away?
It's cute and it's been here since 1898 (well before the promenade upon which it stands). Who reads this? Is it something the ships on the river need to know?
