My 5-star rating for the Payless Car Rental at 6975 Norwitch Drive in Philadelphia is based on the stellar performance of one man: one of the shuttle-bus drivers named (to the best of my recollection) Steve. He picked me up at the Philadelphia airport on April 22, and returned me to the airport on April 28. During the airport pickup on April 22, Steve's shuttle bus was full by the time I arrived. However, because Steve could see that I was in pain (I was having severe back pain), he made an exception and allowed me to sit in the passenger seat. We quickly became good friends on the ride to Payless. Upon following the signs for "Rental Car Return" on April 28, I circled the airport rental car center two or three times looking for the Payless car drop-off location. My flight was at 4 p.m., and time was running out. Upon entering the Avis car drop-off location, an employee told me that Payless is not in the rental car center, but rather at an off-site location: 6975 Norwitch Drive. I sped off to that location and was met there by none other than my new friend Steve, standing right next to his shuttle bus. Upon telling him that I was running out of time to make my flight, he quickly checked my car in, ushered me onto the shuttle bus, and got me to the airport on time. I will always be indebted to Steve. Whatever Payless is paying him, it is not enough. Thank you, Steve. Have a great life! read more

When you've been on a long all day flight and flew from the other side f the country, you're excited to get to your destination and call it a night. I waited for the shuttle bus for Payless. None came. 10 mins came. Called the 1800 number on my confirmation. Passed to a local tel number. Then to another. Then asked to wait another 10-15 mins and to call if the shuttle still is not there. Waited patiently. Then frantically dialed the local number again only to be passed to another local number . Then waited then got passed around. It was ridiculously a big issue for me. All the other passengers were gone. The long line waiting of passenger at the airport cleared up and I was still there. Another passenger offered to take me to the car lot of Payless, it was closed. I called them now really upset, they said they can't do anything as they're closed. So I told the man who picked up the phone I'm so disappointed for this disservice! I ended up in New Jersey with my shared ride , and went back to the airport at Enterprise where it was a buttery smooth transaction ! I went out with a rental car that's new, clean and staff were professional! I only booked Payless because it was on Priceline. Cheap doesn't mean good service. You get what you paid for. What a waste of time and energy and I hope I get a refund as the rep told me 10 business days. No one called me back, no email, nothing. I had to drive 2 hours out of Philadelphia and my entire plan for that night was ruined. I had people waiting for me that drove from out of town as well and the inconvenience to 3 parties affected by the irresponsibility of this business is not appreciated. Do not ruin your vacation, your day or your mood. Rent a car from a reputable rental car company . Pay more, NOT Payless! I should have read reviews prior hand! Save yourself the trouble. If you're a PA local without a car, don't rent from here. I booked through Booking.com and purchased the insurance offered during the booking process. When I arrived, after already paying in full, I was told I couldn't receive the car because they don't accept that insurance. Instead, they required me to provide my own personal auto insurance policy. I explained that I don't own a car which is exactly why I was renting one, but they said this is their policy for locals and there was nothing they could do. No alternatives offered. I booked my reservation through a third-party. Car pick up is off the airport, but I waited less than 10 minutes for the shuttle. Getting the car was quick. The employee was pleasant, he advised me they open at 7 AM. What he didn't mention was they open at 8 AM on Sundays which was the day I was dropping my car off. I arrived just before 7 AM and waited but when they did not open I contacted the number on my receipt and was advised they open at 8 o'clock on Sundays. There was a sign on the gate for after hour drop off, I wish I was advised of this previously as time was of the essence to catch my flight. This was my first time renting with Payless Car rental and I was EXTREMELY hesitant because of the awful reviews BUT my experience was FANTASTIC! I would DEFINITELY rebook with this specific location again! 1) Make sure to book your car durning their hours for a seamless pick up and drop off! Their office hours are when the shuttle starts to run! We only really waited about 15mins after the plane landed for the shuttle. 2) The shuttle service was great and prompt! I usually rent from Hertz or Enterprise and have never had any major issues, but decided to give Payless a try.........big mistake. When I arrived, there were no cars readily available, even though I had a confirmed reservation. I ended up waiting around with no clear communication from staff. The worst part? The manager was extremely rude and dismissive, offering no apology or explanation. It felt like my business didn't matter at all. The whole experience was disorganized and frustrating. Check-in was easy and the people at Payless were super friendly. It was a fast check out and the car I rented was above average. However, when I returned my car early on a Sunday morning, I found that Payless was CLOSED. There was a banner hanging on their close gates that sent me to an alternate location. I hadn't gotten any prior warning that the drop off location for my car would be 15 minutes away. I travel a lot, and this was my first time renting from Payless, but certainly not my last (In Philadelphia). I started and ended my trip(s) with Steven Dukes. This gent is the epitome of customer service! He was super personable, caring about me and my family, and made a simple shuttle ride into a pleasant experience (feel lucky if you get him as your shuttle driver!) Meadow, at the front desk was so sweet and incredibly fast - that was a first for me with car rentals! She was professional and made me feel like I mattered. I got to use a Chevy Trailblazer - it handled well, and was quite clean. It was also really affordable. I reviewed a couple of car rental places prior to booking here, and to be frank, a lot of them had poor reviews. I had to take a chance on one of them, so this won out. Booking my reservation through American Airlines (who I flew with this trip), it was an easy transaction and I made sure I printed out everything I needed in order to simplify this for everyone involved. Once landed, I was supposed to call to alert the shuttle, which I did promptly and after a few rings, a lady answered and told me to go to a certain zone to be picked up and to look for the shuttle that said Payless. Once the driver Steven arrived, everything was looking good. Only a few others were picked up from other terminals after me, and we all chatted the 10 minute or so ride to the facility. From after calling the dispatcher to getting to Payless, this took less than 20 minutes. The building itself had a small lobby but it was clean, nice and warm inside. There were three associates behind the counter and the nice lady in the middle assisted me right away, her name might have been Susan. I had all my documentation handy, and this was an easy transaction. There is a $200 hold which is understandable, and I was paired with a 2022 Nissan Sentra. I was able to wait inside out of the cold while they were getting the car ready. After about five minutes, 'Susan' let me know the vehicle was getting ready to come out. The person stopped the car, handed me the keys, and ran off but I was able to figure it out for myself. Setting up bluetooth and getting my maps up took a minute, but once I had it, everything was fine. Getting around for the next four days went smoothly, and since fuel is (MUCH) cheaper out here, it was under $20 to fill the tank up (a little less than half full). Upon returning the car by 4p on Thursday, Teddy was the one who I had this time, and he was super-friendly! I did save some money since I brought the car back before its due, and the $200 incidental fee has already been credited. Service was the other great thing about this place from Steven the driver, 'Susan' the first lady who set me up, and Teddy upon return. The only one I could have used more help from was the one who physically dropped off the car since I really don't know how to operate a push button car (this ended up being very easy, but as one who still uses a key, this was still a new thing) nor was I familiar with the car model but it could have been much worse. First of all, the customer service on location and with the shuttle, was the best! That said, the company itself is bad. After dropping off my car, I got my bill emailed to me because "there was no need to go to the counter". I had almost $100 worth of extra charges that were not on the original contract. I was charged almost $35 for gas alone, when the car was maybe 2 gallons short. We didn't fill to the top because we were tourists, in a snow storm, and didn't know where the gas stations were. Also, I believe we should have been charged for the gas NOT in the tank, not a full tank. There were also service charges with no explanations. I tried to email the company, and now, 2 weeks later, still no response. What a scam! You get what you pay for, but be VERY CAREFUL when dealing with PAYLESS! Waited for a while, called customer service twice and finally found out that I should catch the shuttle to Avis/Budget. Fortunately the Budget desk at PHL was able to help me. Horrible company. By the time we got to the airport they had already closed for the day and we had to take an Uber to our hotel. The next morning when I called to see if they could pick me up at the hotel to get the vehicle we had reserved and already paid for, they informed us that they no longer had the car available and then cancelled our reservation. Because our need to rent a vehicle immediately we ended up having to pay 3 times more than what had previously paid. Like a lot of the reviews I'm seeing, they close at 6pm which is a weird time for an international airport rental company to close. Flights came in later than expected and they were unwilling to help in any way. They just said "unfortunately there's nothing we can do" and happily kept the money. I fly all the time and typically I see setups where if one company is closed, a nearby company can handle the paperwork and still give someone the car they ordered, but that doesn't happen here. Warning!! They close very early and they do not take a bus to the airport unless you can find the right phone number and call them and somehow they actually answer. And same when returning. Make sure they are not closed and make sure you have a buss to the airport. They close returns very early afternoon and have no busses to the airport. I paid through Priceline car rental when I arrived they told me I needed to add additional insurance which I already paid thru Priceline. So I needed the vehicle and I paid this additional insurance which was $138 plus they charged me $68 extra for also the supplemental insurance. I contacted the headquarters which obviously they were unsure thats who they are and they told me the location denied my refund. I said based on what? She said additional fees. A car rental company whose name proudly describes itself as a budget one does the opposite of instill confidence in me...but Payless ended up being a pleasant surprise! I called prior to picking up my car to have them confirm that they had a car ready for me per my reservation, and the first good sign was that they seemed confused why I would expect them to not have a car ready for me. The wait for the shuttle was a bit long, but they picked up and gave me an update when I called to find out where the shuttle was. The pick up and drop off process was super smooth and efficient. I had a question that they answered clearly. The car they gave me was in good condition with no issues. After dropping the car off, they initiated the return of my deposit money on the same day. Left prescription sunglasses in the rental car in Philadelphia. I called and was told I would have to send a paid return label AND a box AND pay for pick up at the location! I spoke to Susan, the supervisor, who said they have lots of items left behind. They do not have the time to send items back to customers. She works 15 hours a day and they dont have the time. The worst: the car should have been retired a long time ago. Someone had chain smoked in it. Instead of shampooing the upholstery, they just soaked it in Fabreeze, which doubled the problem. How is this place in business!? Things were off to a baaad start when I waited nearly an hour for the shuttle to get me (and others) at the airport. Literally every other rental company's shuttles came through multiple times. Not Payless. I called twice and got some bullshit about how he was close. I guess we have different ideas of "close." Arrive to the counter and another customer informs those of us getting off the shuttle that there are no cars left. WHAT!? This is literally your one job. Literally the only thing you do. How do you not have cars!? I got lucky that they found a car that, I think, is being sold in two days. So long as I have it back in two days, I could have it. That worked with my plans, so I took it. The employees are unprofessional and not helpful. They either knowingly rented a car with a slow tire leak on the front passenger side, or they just don't maintain their vehicles. Roadside assistance was unhelpful and hard to reach. They asked for a $130 fee for them to change out the tire, or drive it back to the rental company which would have been an hour and a half drive. They still have not returned my $200 deposit. The shuttle took a long time to arrive for me to get the rental. They marked the gas tank as full on my paperwork, when it was only three-fourths full. Flying to Philadelphia, I arranged to rent a car through the airline that I was flying, giving my flight information - specifically, my arrival time on a Friday evening. Supposed to rent through Payless, and there was supposed to be a van that picked me up after my flight, which arrived at just before 6pm. However, Payless closes at 6pm on Fridays. No notice about this, no warning that I would not be able to get to the off-site office in time to get a car. After waiting and calling for about 40 minutes, along with a number of other people who were on the same flight as me, we discovered that the office was closed. Calling the rental office didn't do anything because the office was closed, so I (and the other people from my flight who were also calling) were shunted to the general customer service center - I was given various pieces of advice on these calls, ranging from "just wait" to "get on the shuttle for Dollar/Thrifty" (though when I asked the Dollar/Thrifty van drivers they said they were not connected to Payless and couldn't help me). Eventually one customer service member was able to tell me that the office was closed and I would have to come the next day to pick up my car. It was the most frustrating experience, and I would NEVER agree to rent a car from Payless again. Alamo - which was open 24 hours - had cars available, and Payless has made me into a loyal Alamo customer. read more
