Still, Gallagher feels that state health insurance is inadequate because the policy is open-ended and doesn't have a termination date. Without an expiration date, they won't approve a waiver. Now I have to get a loan for $4000 for 8 months worth of coverage (and a second health insurance plan). If I refuse to pay for something I don't need and don't want, my university enrollment will be at risk.
