This is very clear on the DMVs website, and I called them to confirm this is the case. Long story short, I was able to go to H.E Vehicle Registration and register with the title signed by the owner. I'm not a fan of people who lack intelligence... and the lady there clearly lacked intelligence. The business is supposed to open at 10am... I was there since 9:55am... This lady pulled up at 10:15am after getting calls from multiple people stating customers are waiting. First red flag. Then she gave me that BS excuse because she didn't want to deal with multiple customers that have been waiting on her. What a joke.
