Dr. Alan Kozarsky was assigned by the FAA to conduct a paper-based review of my ophthalmologic medical history as part of my application for a third-class airman medical certificate. We never met. His task was to evaluate the records submitted by my board-certified treating physicians -- all of whom have personally examined me and affirmed that I am stable, non-progressive, and functionally safe to fly. Some background: I'm a rated pilot with some mild loss of peripheral vision that never affected me in any portion of my accumen as a pilot, let alone any facet of my day-to-day living. To his credit, Dr. Kozarsky, in his evaluation of my medical file, acknowledged "mitigation factors (of any risk) could include": * Developmental adaptation to the defect (which I've done). * Saccadic eye movement (which I engage in, like everyone else). * Rapid and efficient neurological processing (which I've demonstrated). * Extensive flight experience (which I have). Despite listing these facts, he still recommended denial of my medical certificate. What's troubling is that his rationale included the statement: "I ... feel." That kind of subjectivity has no place in a federal medical determination that impacts someone's career. FAA policy -- and basic medical ethics -- require decisions to be grounded in science, not impressions. Georgia Composite Medical Board Rule 360-3-.02 (Unprofessional Conduct) includes: §14: Failing to use appropriate diagnostic methods. §18: Conduct below minimal professional standards. §19: Providing false or misleading expert statements. I'm not here to attack Dr. Kozarsky. But this review stands as a warning -- and a call for reflection. FAA consultants hold extraordinary influence over people's lives. That power must be used with care, humility, and adherence to evidence. His comment, "Can any pilot fly safely with what is essentially a missing quadrant of binocular vision?" disregards all context. Let's see -- 200 hours of flight time, 500 safe takeoffs and landings, passing my checkride on the first attempt, and instructors urging me to get back in the air... I'd say that answers itself. (And just to clarify, I'm missing two quadrants -- not one.) While his other online reviews may be glowing, that doesn't excuse what happened here. If his decision was influenced by broader FAA retaliation due to my protected grievances, that would only deepen the concern. There's "no such things as halfway crooks," as the saying goes -- and there's no such thing as halfway accountability in medicine. Dr. Kozarsky, I invite your response. read more

Tried for multiple days to get anyone to call me back to schedule an examination. Never received anything but a text directly from Korzarsky. Had appointment today and the address on his website is a Red Bull distribution wear-house. Called his Atlanta office, told they don't know address. Call Korzarski again, told at address, and that we could not find office. Again only a text message stating he was "at airport". We went to airport to find him and there is no office, or at least no signs anywhere. This is horrible service and we did not get our examine. I would recommend to anyone who wishes to not waste their time. No call back for multiple days should have been our first clue. read more

A few years ago i started to notice my left eye becoming near sighted. I played college baseball about 6 years ago and first started accepting that my eyes were struggling when i noticed i was having trouble seeing the ball. I got my eyes checked and wore glasses for a few years losing or breaking several pairs a year. I struggled with contacts so i kept getting new glasses. Fast forward to 2016 and i am now a professional pilot who's medical rating required me to have glasses in the cockpit with me at all times. At the airport is where i met Dr. Kozarsky. His professionalism in and around his aircraft impressed me and as i got to know him more i decided to finally reach out to him about hopefully fixing my eyes. I had been to several different places to get my eyes checked however the experience i had at Piedmont Better Vision was night and day different than any other place i had been to up to that point. Their equipment was more high tech than anything i had seen and my exam was detailed and precise. After the exciting news that i was a candidate for LASIK his staff found me an appointment within a week and next thing i knew the whirlwind had started. Within one day of the procedure the results were absolutely amazing. My vision was corrected to 20/15 in both eyes and the experience has been absolutely magical. My friends cannot stop me from recommending him and the procedure to them. As a pilot my depth perception, and vision are so import and Dr. Kozarsky has not only fixed my vision imbalance but improved my vision like i couldn't have ever imagined. Interacting with him and his staff has been one of the best medical care experiences i have ever had and i could not recommend this practice more! read more

Dr. Kozarsky, M.D. and his team, at Piedmont Better Vision/Eye Consultants of Atlanta (Buckhead office), are the best in Atlanta! He performed a partial cornea transplant operation (due to a botched simple cataract operation done by someone else) on my 90 year-old mother and she can now see and read out of that eye once again. Just ask Freddie Freeman and the rest of the Braves about their preferred eye doctor, Alan Kozarsky...can't get much better than this! I had an ongoing and very serious eye issue that meant I saw Dr.Kozarsky on a weekly and then monthly basis for over a year. Every single visit was a positive experience. He was always clear, concise and informative and extremely patient with my questions and the interruptions from my toddler. I appreciate his kindness and patience so deeply and count myself extremely lucky because if I hadn't seen him I'm sure I would have lost vision in my eye. After careful research and recommendations in the medical field, I chose Dr. Alan Kozarsky of Eye Consultants of Atlanta as my ophthalmologist and eye surgeon. He was acknowledged by many as "the very best" in his field and I was not disappointed. When I arrived in Dr. Kozarsky's office, I was greeted by his very personable and professional staff; everyone was very friendly and I felt at home there. All of the testing, including dilating my eyes, went like clockwork and I did not have to wait too long. Once I met Dr. Kozarsky, I knew that I had made the right choice. He was professional, of course, but he was also kind, caring and listened to me about my vision dilemma. My quality of life was suffering because I could not see very well; in fact, I could barely see my computer screen. Not to mention that reading a book, one of my favorite things to do, was next to impossible. Also, it was quite depressing not being able to see across the room or drive a car at night. More importantly, I could tell that Dr. Kozarsky was very knowledgeable about his craft of eye surgery. He explained in detail the procedure that I was facing- basically, putting a new lens in my eye- and assured me that all would go well. After seeing him, I was ready to have surgery that day, but of course, I had to wait for insurance approval, a few weeks. On the day of the surgery, the staff at the vision surgery center worked very hard to make sure that I was comfortable before, during and after my cataract surgery. I felt that I was in good hands, as they too, were personable, caring and professional. The surgery was a success. I cannot say enough good things about Dr. Alan Kozarsky and his staff. I can't begin to say how pleased I am with the results of the cataract surgery that Dr. Alan Kozarsky, of Atlanta Eye Consultants, performed on both my eyes this past summer. My vision is now 20/20, and "I can see clearly now", finally, at age 71, for the first time in my life, without glasses or contacts! The entire team of professionals, from the wonderful and friendly office staff, who schedule the appointments, to the many nurses and assistants who work with Dr. K, made sure every office visit, as well as the surgical experience, was handled with an atmosphere of competency and compassion. Dr. K addressed all of my concerns and questions with patience and directness, at every appointment prior and following the surgery. Because I had a long successful history of wearing monovision contacts, Dr. Kozarsky suggested I consider that surgical option, and I have been so pleased with the results. My left eye has been corrected for close up vision, while my right eye handles distance. I can now comfortably drive, read, and work on the computer without reading glasses. (The only time I have found them necessary, is for threading a needle!) I have only positive things to say about the entire experience--From the comfortable and attractive office, to the state of the art exam rooms and equipment, to the professionals who were always willing and ready to help with any concern. While Dr Kozaraky is a wonderful surgeon his practice is frustrating as we consistently wait at least an hour to be seen so appointments take more than 2 full hours. Inefficient and frustrating. read more

He did lasik surgery on me several years ago with perfect results, and his yearly exams are thorough and effective. Dr Kozarsky is THE BEST. I have been his patient for thirty years. 1. He correctly diagnosed my early glaucoma years ago, and wisely got me started on medications early on. Unlike my Dad who lost his vision to glaucoma, I have NO injury to my optic nerves and remain with excellent vision. Thank you. 2. He correctly diagnosed a rare disorder of our daughter's eye - a corneal infection due to contact lens problems. Had she stayed with her original team, she likely would've lost vision or even worse, lost the eye. He solved the problem. She's fine. 3. He has seen NUMEROUS patients with suboptimal financial resources and always comes up with a way to be kind and charitable. 4.
