I'd imagine that's because the expectations aren't getting laid out by management. The Walmart in the same shopping center actually offers a far superior shopping experience. The threat prevention at Walmart does not feel as invasive, and carts are always available there. Vons is obviously capable of running successful stores given its nationwide footprint. This location specifically seems to not care about our community in San Diego and has checked out of even trying to offer a positive grocery shopping experience.
