How in a place surrounded by water and local fishing, can fresh fish not be in markets - but sold like it is fresh?

We informed our server, who apologized, but the plate never left our table and was never taken to the kitchen for anyone to inspect. We ended up removing the chicken to a separate plate ourselves. When the bill arrived, the chicken was still included. After we asked about it, the server told us the chef said, "It's just a vein." Please see photo attached as the chicken is visibly pink and we are aware what a vein looks like. That was extremely frustrating because the chef never actually saw the chicken after we raised the concern--the plate remained at our table the entire time. We weren't looking for a free meal. We simply wanted our concern to be taken seriously and for someone to inspect the chicken before dismissing it. Instead, we paid for chicken my sister no longer felt comfortable eating.
