Spent the next 7 mo. meeting with vendors, material selections and pricing aspects of the project, etc. 05/24/24: Notified via a 3-way phone call (myself, husband and owner) that the owner would not be finishing the project. Excuse shared was r/t distance of property (Chapel Hill) to his business based in Raleigh. Owner invoiced later that day of what he believed he was owed of the ~ $50K. We requested itemized vendor invoices to justify what he had invoiced. Interior Designer and his invoice was not itemized. Owner became disrespectful in his communications. Communications from that point on moved to written with delivery sent via USPS certified. We sought legal counsel and felt owner was in breach of the contract x3 points: 1. Time frame project was to start & finish 2. Never notified us in writing (at least 10 days in advance) to terminate contract. 3. Owner did not honor to jointly secure a construction mediator in the event of a monetary dispute. From 05/24/24 owner retained ~$28K of our unused funds after terminating the contract. This action is a violation of Chapter 75 of the North Carolina General Statues of unfair and deceptive trade practice. The monetary dispute only involved funds used to purchase materials, services and his time/travel. 09/16/24: We filed litigation against Tobin Construction, LLC through the Wake County General Court of Justice, District Court. 10/17/24: The magistrate ruled in favor of us mandating the owner to pay the disputed amount + 8% interest retroactive to 05/24/24. This is not a contractor anyone should consider. Please let our experience save you from this nightmare.

They showed up and began the removal process of the engineered hardwood. It was clear that they were having difficulty removing the glue from the concrete. I explicitly stated that they needed to inform me prior to installing the laminate flooring because I wanted to ensure the glue was gone before the install. I was working from home so I could supervise the work. Unfortunately I had to leave for about 30 minutes. When I returned they had a large portion of the flooring installed on top of the area that had glue remaining, but they assured me that there was no glue remaining. They had at least 4 men here doing work, using cutting tools and it was very loud. They were banging against walls with their tools, which concerned me because I had just had the place repainted. They also only spoke in Spanish so I was unable to know what the conversations were about. Although they needed to return at a later date because they didn't have the correct door threshold, they finished everything else in one day! Thank goodness they didn't have it, because I did not pay them the remaining balance at that time. Well, a few MONTHS later they called to let me know the threshold had arrived and they were ready to return to install it. I told the field supervisor, "I'm not so sure I want you back in my house. You ruined my newly-painted walls, and the flooring makes a 'sticky' sound when walked on it". I followed up by telling them that they could return if they were willing to pull the flooring up and redo it, at their sole expense. I also told them they needed to repair the wall damage. He pretty much hung up on me. I never paid the remaining $3,500 and they never challenged that, so you know they did a poor job. Don't be fooled by their website pics. The gallery pictures shown of the brown and yellow house (with Bluestone) under 'Exteriors' are impressive, and very misleading. Closer Look GC does poor work. Their appraiser even told me that the client of that house was a "pain in the a$$". I'm not kidding. That should have been my red flag. So take a Closer Look before you hire Closer Look GC.

On-site work: The crew worked consistently and professionally throughout the project. What impressed me most was the level of supervision and attention to detail. The project manager visited almost daily to ensure quality. The crew was detail-oriented and cleaned up daily. 4. Closing the job: At the final walkthrough, punch-list items were handled promptly and professionally without question. For example, some minor paint wear along the gutter edge from ladder use was addressed even though I did not expect a repair. I eventually had to hire another contractor to come in and demo EVERYTHING that Joe had done, and redo my entire bathroom again. When the new contractor took out the shower, we found that the pipes had cuts in them and Joe had just covered them up. Everything that Joe did had to be replaced because of the poor installation. I paid him over 28k, and I paid for most of the materials myself. He is very dishonest, and made promises that he NEVER intended to keep. He said he would call me to schedule a meeting to talk about a refund, and he hasn't returned any of my calls, emails or text. if you are considering him for a job, DON'T!!!!! He and his workers who are not licensed, scratched my laminate flooring in 3 rooms. Unfortunately my flooring is no longer available so the rooms would need to be completely replaced. He said he could fix the scratches, but he hasn't. He has no regard for personal property.
