Still no heat what is anyone suppose to do especially with the colder weather starting up November 2025.Reviews for College Hills Apartments in Wooster, Ohio, are mixed, with some residents reporting issues like property crime, car break ins and even a car being stolen. A maintenance guy was also caught in someone apartment on a security camera inside the apartment without giving a 24 hour notice to a resident.That maintenance guy is no longer employed there any more. Its also against the law for the landlord to enter into anyone's apartment without a given 24 hour notice to a tentant when they are NOT even at home. Few years ago I was coming from my car going back into my apartment and I ran into the landlord was told face to face that they were inside my apartment to change the battery in a smoke detector when I was not at home. l did NOT RECEIVE A 24 HOUR NOTICE. I'm now paranoid every time I leave to go anywhere. I don't trust no one anymore!!!! In order to get any heat you have to turn the thermostat all the way to 90 degrees to get any heat to feel comfortable there have been several times my electric bill has been almost $225 a month. Would you want your loved one to live here with out heat and have to pay that much for heating costs!!!!

The units themselves (while small) are in reasonably good condition and Mary Reed (property manager) does do a good job maintaining the grounds and units. She is also good at addressing maintenance concerns as they arise. In general, she is very approachable and courteous. The area(s) she falls short however are properly vetting applicants, moving in unsuitable tenants, allowing abusive and reckless behavior from tenants, etc. I had an alcoholic neighbor for the length of my stay here who continually berated and attacked her neighbors, made threats, would have her dog attack neighbors and their guests, etc. She was doing this to many of us and Mary was aware, and did nothing. It took the board getting involved for any action. Now the woman behind me comes lurking around my unit all hours of the day and night, leaving unhinged letters, making up bogus stories about me abusing her, etc. Mary has again stated there is nothing she can, or will, do. She stated "people don't listen to me, you know that". It's unreasonable to expect tenants such as myself to deal with difficult neighbors like this. This complex is senior and/or disabled, and while I understand people with mental illness are allowed to live here-Mary seems to make excuses for them and allow totally out of control behavior. It has become a bit of a free-for-all. While there is a board here, their information is kept totally secret and confidential. I have asked for board members names in the past-and the most I got was Dr. Ira Hinden (who is the board president). You can request a meeting with him, which I have, but frankly we all know it will do little to no good. They give Mary complete and total control, with no oversight whatsoever. There is this pervasive mentality that if you don't like it-move. Hardly what I was expecting when I moved in. If you are considering this place as somewhere to live, be informed. Understand there are severely mentally ill people who live here, and understand that you will likely be accosted and harassed by these people. More importantly understand that Mary will do absolutely nothing about it. My tolerance for these things is low-but if yours is higher this may be a suitable place for you. I am leaving very discouraged and very dissatisfied. I was a good tenant and neighbor. I was polite and courteous to those around me. I find it shocking the types of behavior management and the board allows here. I don't want to see anyone else come into an environment like this unprepared and oblivious. The more you know!
