Been coming here for 20+ years, only trust one man to do my hair! Andex is in high demand so appointments are a must. Regardless of Covid and restrictions, he's just that busy... Because he's one of the best. First chair and speaks multi languages, you're in good hands with Andex. Prices are reasonable and totally worth the value of an uptown cut with downtown pricing. Open seven days and hours have shortened due to COVID but socially distanced seating enforced and safety measures in place. I was very pleased to get my hair done here. read more

Trigger warning: If anyone has ever hurt you by their comments about your weight or any aspect of your appearance, this will be painful to read. If anyone has criticized your child's appearance to the point that they sobbed when they were hoping to have a pleasant time, this will be unbearable. There are a few reasons you should not frequent this establishment, but I'll address the major one. I flew from Los Angeles to attend my daughter's master's degree graduation, and we thought it would be nice to get mother/daughter blowouts. The blowout was mediocre. (My hair was a bit fried because they don't use any heat protectant on the hair, but that wasn't the major problem.) When we left the salon, my daughter burst into tears and said the woman who did her hair made repeated comments about her weight. For example, "You're so pretty, you should just exercise a little more." Not once. Over and over. My daughter happens to be in amazing shape and practices Pilates, yoga, and takes sculpting classes. In fact, she works at the studio so she can, as a student, take the classes. I'm so glad my daughter doesn't yo-yo diet or starve herself to meet the expectations of others. She looks great, she's healthy, and we love her no matter what. I wanted to go in and educate this idiotic, ignorant, and abusive a-hole, but my daughter begged me not to. What reason is there to comment on ANYONE'S weight? Ever. Thank you for ruining our day. You certainly made my daughter feel special on her special day. I wish I could take the generous tips back I gave to three separate people in this salon. It was very expensive for me to travel to NY to celebrate my daughter. They really crossed the line. Dumb, dumb, dumb move on their part. Bad business. Bad human beings. You have no idea how angry I am that what should have been a nice time for me to have with my daughter, whom I don't get to see very often, was ruined. Maybe the day will come where we will laugh about the moron at the hair salon who insults her customers, but probably not. Did she think she was helping? Is she really so uneducated she does not know that weight and fitness are not necessarily correlated? And, that women die every day in this country from eating disorders? If you are an owner or manager of this salon, please tell your workers (I won't say stylists. That would be a stretch) to stick to benign subject matter. People come there to leave feeling good. I was there over two days ago and I'm still livid and outraged. How do you think that made my daughter feel? Devastated. Thank your lucky stars I'm back in Los Angeles. If not, I would come in that salon and make the pain you caused so crystal clear you would wish you kept your mouth closed. Seriously. Think about the words that come out of your mouth. It matters. Your words hurt people. Your words drive away customers. If one person reads this and walks away from your salon, it will be a small vindication. My girlfriend went in to get a blowout. the hairdresser kept making comments about her appearance over 10 times. "You're so beautiful but you should exercise more you're fat". How dare you run a business with this lack of humanity and professionalism. Disgusting and shameful. She walked out and started to cry she didn't even like the work done on her hair. read more

I've gotten my hair cut multiple times with James Liu, and everytime he has done an amazing and totally unique job! He is easy to talk to and very smartly dedicated to making sure every detail of your haircut is perfect and how you want it. Incredibly skilled. Couldn't ask for a better hairdressing experience. $35 hair cut, wash & blow out. Can't beat it. Now you have Curly thick hair & she got it straight with just the blow dryer! My only con is it's cash only and she cut off more than what she initially said ( 1 inch to 2) but it's possible I needed it. I've been getting my hair cut here since elementary school (15+ years). I currently see May and she is lovely, professional, kind, and always does an excellent job. She also speaks some English for those who don't speak Cantonese. I recommend calling to make an appointment with her so you don't have to wait long when you get there. The people who wash hair are also very kind, and always do a wonderful job. It costs $35 for me to get my hair cut and washed. I got my hair cut there this past week, and they were very careful with COVID precautions. There were plastic barriers between each haircut and wash station, and around the pay area. All the employees were masked and reassured me that everything was clean. May sprayed down the area where I would be sitting as well as all the tools (scissors, combs etc.). I happened to be the only one there at the time (weekday, afternoon), but she told me they have people wait outside if there are more customers. The were closed for three months and their business is still slow since they've reopened, so they would really appreciate your business! Highly recommend! read more

Before I started going to Beauty and Styling House (see my Yelp review), I was a customer at Top Ten for a few years. They used to be on Elizabeth Street, in a cramped little walk-down space. Now they have a sleek and modern-looking space, which is still not very big, but is much more pleasant and befitting of a hair salon. My stylist was Andex, the guy at the first chair when you walk in. For the longest time, I wasn't sure what his name was. He's very soft-spoken so sometimes I'd have trouble hearing him when he tried to make small talk with me. At first I thought it was Angus (who ever heard of a Chinese Angus?), then Andus (huh?), until he finally wrote it down on the business card. Ohhh! Andex. Hmm...never heard that one before, but that's cool. Anyway, his clients are usually the younger women, while Ronald (second chair, I think) usually takes care of the older clientele (he used to do my mom's hair). Andex is pretty quick and efficient (30-45 minutes tops). I only started going here in the first place b/c my mom did. Eventually my mom moved on to Beauty and Styling House, but I decided to remain faithful to Andex and Top Ten. After awhile, I switched over too. I still recommend Top Ten as a place to get a good, cheap haircut. I actually kinda miss going there b/c it's a nicer salon in terms of decor and atmosphere, and I like their hair washers/massagers better. But going to the hair salon is one of those mother-daughter things we do, so where my mom leads, I gotta follow. read more

I had an event that I had to be comme il fault, but didn't want to spend an insane amount of money on a blow dry. I remembered the recent thread about inexpensive blow dries and took note on the comments for New Top Ten Hair and Beauty Salon. I got there, and in case you weren't aware, but Pell Street seems to be the street of beauty in Chinatown. Hair salons, facialists, barbers and the like are up and down the street. I walked in to this clean and narrow salon and told them that I wanted a wash and blow dry. Did I want the straightening comb too? No thank you. Did I want it stick straight? No, a bit of wave at the end would be fine. I take off my coat and sit down on the bench. A few minutes later a woman motions me to walk to the back to the shampoo area. the seats are horizontal. You can stretch out and nap if you feel like. I proceed to get the longest shampoo and conditioner treatment in my entire life. My scalp and neck are massaged, then my scalp is scratched...all over. This goes on through two shampoos and one condtioner. Then my hair is slightly towel dried, my ears are wiped clean and I'm handed two q-tips to clean out the excess water in my ears. After having my hair combed and clipped up, I go back to the bench. I have no idea who is going to blow dry my hair. The place is packed, every chair is taken. I'm one of three non-Asians getting my hair done. When I see the two other Occidental women getting their hair done, my immediate thought is ,"oh wow, Yelpers!" Then they start talking to each other in a different language. Ronald motions me to his chair and I sit down. I found out his name when he gave me his card after it was all over. We chat briefly and he goes to work. I end up with movie premiere hair. It's straight with a little wave and it's rockin' What's even better is that it only cost me $12! I've got great hair for the dinner event tonight and my hair is going to look fantastic for the week. If I tried this at home, I would have poked myself in the eye with a brush countless times. read more

This salon was recommended by my aunt so I decided to give it a try since my usual lady has been on vacation for a few months and my hair seriously needed to be done. The plus side about this salon is that walk-ins are welcomed. The atmosphere at this salon was very relaxed and professional. I read about Andex from other Yelp reviews but figured since he was so popular, I'd take anyone there. To my surprise, I had actually gotten Andex! I got highlights and my hair trimmed. The price was very reasonable as well. I absolutely recommend this salon and will be coming back here! My usual lady can remain on vacation! :-) read more

Now called Hair Plus Design, this Salon gets 4 stars. I went to get a blowout ($15 for me, $16 for my friend who had shorter hair - not quite sure how that pricing was figured out) for an event this evening and am thrilled with the result. They seem fond of using a curling iron for wavy styles rather than doing it with a round brush which I found a little unusual but no complaints. The lady who did my hair seemed to know exactly what I wanted even though I failed to articulate it clearly. The best part is the shampooing - isn't it always? These ladies took their time with a great scalp massage. Just the right amount of pressure and a little bit of scratching to stimulate those nerve endings. Perfection! Drawbacks: Cash only Somewhat inconvenient location I couldn't find any cleaning supplies and I'm pretty sure the brush they used on me had someone else's hair in it. I'll give them the benefit of the doubt but this makes me a little skeptical about the hygiene. read more

I've been coming here for almost 6 years now, and I love it here! Andex is my go-to guy and he always does a really great job on my hair. The styling part is not perfect, but I could care less when I'm getting a cut with great layers that lighten the weight of my hair, head massage, and blow dry all within a $25 budget! He might speak softly and low, but boy, if he sees something he doesn't like on your head...he will tell you. But I like my stylists that way = honest. I've been going to Hair Plus Design since I've been little. My family used to all come here for their haircuts. My hair stylist since then has always been Ho. He's the older man in the salon, and has decades of experience. He's really good at assessing the condition of the hair and giving suggestions to what would look good, and what would work with your hair type. The hair washes are relaxing with the scalp massage. My mom gets her hair colored here, and has her own customized color that they keep on file. The atmosphere is very laid back and chill. Keep in mind they only take cash. The price for a wash and cut is cheap considering the quality. The salon decor could use an update. read more

I was a little apprehensive about going here because I'm not Asian or Caucasian, but I'd read such great reviews that I figured I've give it a shot! First the pros: 1. It's very cheap. I have super thick, shoulder-length hair and they only charged me $15 for a wash, blowout and flat iron. Most places I've been usually tack on an extra fee because my hair is "challenging". 2. Absolutely no wait. I walked in with no appointment on a Monday afternoon and was immediately ushered back to get my hair washed by a super sweet granny who smiled at me a lot. 3. The hair wash/head massage was amazing! The lady who washed my hair used her nails gently and it felt great on my scalp! The shampoo/conditioner smelled great and the water pressure was perfect. Now the cons and the reason why I will never go here again: 1. The guy who blow dried my hair was awful, as a person. The first thing he said to me when he walked over to his chair was "How am I going to blow dry this?" Of course I was offended and replied, "The same way you blow dry anyone else's hair." That set the tone for my time spent sitting in that awful man's chair. He proceeded to make me feel bad about coming to the salon by explaining that he usually only does Asian or "American" hair. He told me my hair was too curly and would never blow dry straight. One of the manicurists came up to watch and make faces at the stylist while another stylist kept running to his aid, bringing him all kinds of styling products, as if to say, "oh man, you're gonna need this! good luck!" I felt awful sitting in the salon having people fuss over my hair when it really isn't all that difficult to work with; I just have a lot of it. After he was done, I thanked him and told him he did a good job. He responded with a smirk. I tipped him $10 and he didn't even say thank you. After all that, he actually did a decent job on my hair; it's shiny and swingy, but I had to add a little more product to my hair and re-flat iron some pieces when I got home. My verdict: If you're Asian or Caucasian with fine, naturally straight or slightly wavy hair, I say go for it. But if you're not, steer clear. The stylist was incredibly rude and offensive and I will never be venturing to this salon again. read more

$22 for wash w/o shampoo, haircut and blow dry. ($25 for w/ shampoo, I have long hair). I chose this salon as the comments on yelp seemed to be quite affirmative. Since no appointment was needed, I just walked in and got served immediately, no waiting at all. The staff was quite friendly and efficient. She recommended me a style with side-bang and layer-cut and spent about 45 min on the haircut and blow dry. I am quite satisfied with my new look. All in all, $22-25 is good deal. read more

I had a haircut yesteday at 32 Pell Street, but the name on the business card is HairPlus Design, not New Top Ten. My stylist was May and she gave me a great razor cut. She listened when I told her what I wanted. She took her time, was methodical and I came out looking like my hair was thicker. The cut was $25.00. I was the only caucasian in the shop at the time, but May had no problem with my curly chemo-hair. I am definitely going back. read more

Ever since my friend referred me to this place a couple of years ago, this has been the only place I go to. I'm not sure about the other stylists there, but May is really awesome! Sometimes my haircut will come out shorter than I wanted it to be, but after it grows out a little, it comes out so pretty! She does an amazing job! I've been going to Top Ten (now Hair Plus Design) for 10 years. Ronald is the best, always consistent, reliable, and quick. He'll even take me when it's closing time. His English is good and he'll do what you ask. If you don't know what you want, he'll offer suggestions. My hair always looks good when I leave. It used to cost $25 for a haircut and now it's $28 but still a great price for the quality. I haven't gone anywhere else. I stopped in and I got a haircut from the guy Andex. He was really nice and knew what he was doing. I really do recommend this place and I now only get cuts from here. Always ask for Andex! prior to this it was so difficult for me to find a steady stylist for the professional look i needed. honestly, i dont think you can beat their prices either unless you go to the $5 joints in the outskirts of NYC chinatown. those places are only good if youre thinking about joining the army and looking for a cheap fade the shampoo crew here is great too. shampoos twice and then conditions. nice head massage after a long day work to relax. they dont rush it either which makes me feel like i get the most bang formy buck i keep my hair short, i go once every 4-5 weeks. in and out in about 45 mins. they definitely take their time when it comes to making you look good ;) read more

NEVER AGAIN!!!! NEVER NEVER NEVER!!!! They changed the name by the way, now its call hair plus or something like that. It's the same people though, the stylist were talking about May. I went there today (july 2, 2011) because of the great reviews and so call "cheap" prices. I usually go to 8 ave brooklyn because I can get a haircut and wash for under $20, and usually give them the whole $20 as tips. But I had to go to Broadway today so I didn't wanna go to that far down brooklyn and travel back to manhattan. I pay $25 for a cut and a wash, WTF!! call me cheap but i have NEVER paid this much for a haircut, and before tips too?? dammnn this would seem reasonable if they did a good job. BUT the lady who cut my hair (middle age woman, short hair with highlights) did not cut what I told her to. I told to to thinned my hair, she shorten & thin the back but the top still has a lot of hair!! She didn't cut enough, and didn't do much with it. I didn't like it, its unfinished, the hair I left the salon with is almost the same as the one I came in with, but now I'm $30 less. I always pay tips but THEY FORCE YOU TO PAY THE HAIRWASH WOMAN TOO! I went to the back to pay at the counter and left $3 for tips but the guy told me to give it to the woman directly (she was standing in the front), after I gave her the money, she PUSHED ME to the back to the hair wash station and told me I have to tip the hairwasher too, so I walked back and forth and salon three times before I can leave=.='' so in conclusion, I just paid $30 to go to a small ass ugly looking store in the corner of nonwhere for a unfinished haircut. If you're going there thinking its cheap, DON'T GO. With that kind of money, u can go to a better looking, fancier salon in chinatown with nicer people. I have been going to Ronald and his gang for close to 20 years back to when they were on Elizabeth Street. My wife came with me occasionally and saw the great quality haircuts that Ronald and his entire staff did on me and everyone else. She decided to go too and so we both traveled in from Jericho, Long Island every time for 15 plus years to get our hair services there. Unfortunately, at least in this regard, we retired to south Florida in May of 2010. Let me tell you, there is nobody that we have found in south Florida that can color and style hair as well as Ronald and his staff at this lovely hair salon. We don't miss Long Island at all, as south Florida is beautiful and fun. But one of the biggest things we miss is going to get our services from Ronald and staff and when we do go back to New York for a visit, rest assured, we will visit Ronald and staff at his salon. Kudos to him and the entire staff. Top Quality service from them all the way. We have friends who took our recommendation and drive in from Long Island to this very day to get their cuts and color and they are still elated with this salon. read more

It pains me to write this review as I've been a loyal customer of Ronald's for over 10 years and have recommended many friends to him. However, service (and my satisfaction of my hair cut) has been declining and my last trip was absolutely HORRENDOUS! I came in for a trim and gave specific instructions - trim no more than 3 inches, long layers but not too much, and nose-length bangs. The only thing that came out right were my bangs! Other than that, it was completely AWFUL. He chopped up my hair so badly - cutting off 6 inches, and thinning out my hair in so many places and pieces - that I ended up with an Asian mullet!!! I looked so bad in the end that I wanted to cry in the chair. Not only did he not listen to anything I asked for, especially while this was happening, but he tried to say my hair was still really very long! I left with my hair tied back since I was so embarrassed by how bad it looked and have had to keep my hair tied up for 3 weeks now. Everyone has asked me what happened to my beautiful hair. I read an online review from Time Out New York on Spa treatments for$30 or less. I never went for a Spa treatment before, but I just got over a long illness and I wanted to do something nice for myself. One place mentioned in the Time Out review was Hair Plus Design located on 32 Pell street in Chinatown.The article mentioned that they offer a relaxing shampoo/ scalp massage and blow-out for $15 . What I got was unbelievable. I went inside and asked a beautician that was close by the entrance about the shampoo/blowout for hair. Immediately she started waving her hands in my face, saying " No, no, no!" I said "What do you mean?" She then answered "You can't come in here, go, go!" I then said, "You don't do blowouts?" Then she said" No, no, you go out" I then tried to show her the article that I copied from the computer. Then she said" No, no, go down the block, that's them, you go out now!"Finally I left and went another salon further down the street, and I told them what happened to me at Hair Plus Design. The people at this other salon heard my story and were shocked at how I was treated. They offered to do a shampoo/ scalp massage and blowout for $18. I had it done, but I was so upset about the incident at the first salon, that I just couldn't relax and enjoy the moment. I want to report Hair Plus Design to the Better Business Bureau and take some legal action, if possible. I had my camera with me and I took a picture of the person who did all this. read more
