I do believe that the water menu mentions a selection of waters that they sell with notation to a buck surcharge for tap water but have never been charged and believe it was placed there for folks who believe bread & water is free in all eating establishments....probably these same people in turn pay for each cup of take-out coffee at Tim's and don't bat an eye lol All in all....i think there must be something missing from your "review" and perhaps your hearing isn't the best.
